The Effect of Autonomy on University Rankings in Germany, France and China

As previous research has not addressed the relationship between university autonomy and university rankings within countries where the state control model is used, this study explores universities’ strategies to achieve top university rankings in accordance with their autonomous rights and financial as well as political support. Specifically, this article examines the similarities and differences in university autonomy across Germany, France, and China. The results provide a clarified picture for university leaders in other countries to comprehensively understand these elite universities' effective strategies. The findings also reveal that the strategies to obtain a high position in the university league tables differ across the three countries, due to differences in cultural and national characteristics. Despite these differences, the selected countries broadened their procedural and substantive autonomy, used financial incentives to attract outstanding scholars and researchers to improve research capacities, and obtained political and financial support from their governments.

Many governments, the university sector and the European Commission have recognized that increasing university autonomy represents a crucial step towards modernizing higher education in the 21st century. This study which was conducted at Kyambogo University highlights that in practice, public authorities still play a central role in the regulation of higher education systems more especially in the appointment and dismissal of academic staff. Despite the fact that the ministry has moved away from direct state control towards more “indirect” steering mechanisms, universities often continue to lack autonomy in many crucial areas, particularly in terms of filling staff positions. The purpose of this study therefore was to establish the level of institutional autonomy in academic staff appointment and removal at Kyambogo University. The researchers analysed each dimen¬sion of university autonomy in terms of appointment and dismissal of academic staff. We found out that appointment and removal of the academic staff in Kyambogo University was not in line with what is provided for in the Human Resource Manual and national guiding Acts, Laws and Standing orders. We recommend that since universities have a unique duty to perform that requires specific skilled staff, they should be given autonomy in the appointment and removal of these staff.

This empirical study show that the impact of all styles was well moderate. The means of effect of all styles were less than 3 out of 5. It means the expected impact of transformational affect upon the all dimensions of the activities, are not expected due to the traditional styles of leadership and the lack of information about the transformational leadership styles which can guide leaders to use such styles in the organization which may be this results due to lack of trained leaders and necessary knowledge with the leaders in all universities about transformational styles the traditional form of the leadership styles which used by the university leaders affect the communication between all levels of the administration and the faculty members which has consequence because decrease in motivation and a self-consideration from the administration.

The graduate attributes of the University of Sydney innovatively include the enabling conceptions and the translation conceptions of attributes and ensure that they are specifically oriented, reasonably structured and comprehensively designed. These scientifically constructed graduate attributes of the University of Sydney prove strong efficiency by the university taking up a high position in QS Graduate Employability Rankings in recent years. Chinese top-level universities, in the process of building world-class universities, also face the task of revising the graduate attributes and substantially enhancing the quality of talents cultivation, and can, therefore, learn the successful experience to revise their own graduate attributes on the basis of universities’ history, vision and specialty, on the premise of a sound cognition of the connotation, levels, and relationship of graduate attributes, and by means of System Theory, Phenomenography and comparative study.

In this Article, I demonstrate that the regulatory strategy for energy efficiency is working. Although information disclosure, financial incentives, and other softer alternatives to regulation play a vital role in reducing energy demand, these should be viewed as complements to efficiency regulation, rather than replacements. The regulatory approach has led to substantial cost and energy savings in the past, it has enjoyed bipartisan political support, and it targets products and behaviors that are difficult to address through other policy tools. Given the politics of climate change in the United States, which make federal carbon taxes or a cap-and-trade system infeasible, the regulatory option should be expanded, not abandoned.

The aim of the research is to identify the role of strategic thinking patterns (holistic, abstract, diagnostic, schematic) among the university leaders in the faculties of the University of Salahuddin / Erbil. In order to reach this goal, (The type of holistic thinking, the pattern of abstract thinking, the pattern of diagnostic thinking, the pattern of schematic thinking), while the third axis of the dependent variable relates to the quality of administrative decision making. The questionnaire was distributed to 100 respondents Aclasia and the meanings of the deans and heads of scientific departments, has been pursuing the analytical descriptive approach as a way to research was the use of statistical methods SPSS to get to the search results, and research found a set of results 1-There are levels of (types of strategic thinking and quality of administrative decision-making) among the university leaders in faculties of Salahuddin University / Erbil. 2-There is a positive positive relationship between all types of strategic thinking and the quality of administrative decision-making 3- There is a significant impact of the types of strategic thinking in the quality of administrative decision - making. Based on the findings, the researchers recommended that the university leaders at the university be given an interest in strategic thinking as an important factor in the quality of managerial decision making

The focus of this article is about the utilization of student leadership at the University.  Based on research, student leadership opportunities at the university have been frequently at a low percentage (Zimmerman, Burkhart, 2002).  The researcher identifies practical ways to involve students in various leadership activities. Emphases are placed on the definition of leadership, characteristics of strong leadership, importance of stakeholders, early involvement, expectations of today’s leaders, and benefits of student leadership at the university.  The three ways to look at leadership includes a respond to an idea that the future is unknown and there is not any one model for leadership, prepare for the future by embracing and creating the capacity for change, participate in organized learning and look at collective leadership that helps in the capacity to change.  There are many characteristics of strong leadership based on the needs of the organization.  A strong sense of moral purpose, a clear understanding of the dynamics of change, having academic and emotional intelligence and being able to connect with people, demonstrating a commitment to developing and sharing new ideas and knowledge and being able to be coherent in the middle of chaos are some common characteristics of strong leadership.  Leadership today is not the position of one individual.  Stakeholders play a key role in the aim toward effective leadership at the university.  Leadership is motivated by the increase complexity of university reform efforts for organizational improvement.  There is a need for more individuals to participate in the reform effort to ensure greater university success.  The role of university leaders and partnerships is to identify, promote and develop student leadership skills.  Stakeholders are key individuals within the university’s leadership system.  These stakeholders are frequently identified as alumni, community leaders/supporters, faculty, staff, students and parents.  Students’ early involvement in leadership activities provide opportunities for volunteer services,  internships in experiential activities, collaborative activities as group projects, engagement in services related to civic activities, assisting faculty in conducting workshops and university assessment and working with other students to create a community of inclusive learners on various tasks.  Today, students are expected to demonstrate effective time management, show ability to set goals, build positive relationships, use effective conflict resolution skills, show an interest in helping others to build their leadership skills, become involved in community action programs and promote understanding and respect across racial and ethnic groups.  Over fifty-five students participated summer 2009 in leadership workshop opportunities at a large land grant university in the mid-west of the United States of America. Students stated that the workshops were beneficial, because the workshops helped students to improve ability to set goals, show more interest in developing leadership skills in others, gain a sense of personal clarity and their own values, gain improved conflict resolution/ better decision making skills, deal better with complex and uncertainties, willing to take on more risk and are able to use leadership theories and practices in an meaningful manner.

The systematic removal of death from social life in the West has exposed people living in areas affected by COVID-19 to the risk of being unable to adequately manage the anxiety caused by mortality salience. Death education is a type of intervention that helps people manage their fear of death by offering them effective strategies to deal with loss and anxiety. To that end, a path of death education has been carried out with University students of psychology. The main purpose of the research is to understand how students who participated in the death education course perceive the lockdown experience in light of course teachings. The research was carried out at a University in northern Italy in an area severely affected by COVID-19, during the first year of the pandemic. The group of participants included 38 students, 30 women and 8 men, with an average age of 25.45 years (SD = 7). At the end of the course, the students could respond on an optional basis to the request to comment on the training experience according to what they experienced during the pandemic. A thematic analysis was subsequently carried out on the texts, which made it possible to identify the most relevant thematic areas for the students. The qualitative analyses permitted recognition of three main forms of discovery: the removal of death in contemporary culture; the importance of community, ritual and funeral, and spirituality; and the significance of death education for future health professionals. The texts have highlighted how the removal of these issues exposes people to the risk of being unable to handle extremely painful events such as those related to dying. The results show the positivity of death education pathways conducted at the University level to help students reflect on these issues and manage the related anguish.
