While progress has been made recently in understanding food systems per se, much less is known about policies around those food systems. In this paper, we aim at understanding the food system policy context with the specific objective to look at policy dynamics—defined as the way policy agendas are identified, justified, and framed by decision-makers, and how they interact. Vietnam is used as a case study. Primary data were generated through face-to-face interviews complemented by an online survey. A policy framing approach was used to structure the research. The analysis reveals how the policy agenda is considered by many actors to be only partially evidence-based and highlights the extent to which the state government remains the most powerful actor in the setting of that agenda. The research also reveals the diffusion of the food safety crisis narrative beyond its original technical domain into a larger number of policy framings related to other issues of food systems, thus making it de facto the “center of gravity” of the current agenda on food systems in Vietnam. Yet, a comparison with data from other countries challenges this narrative, and reveals instead how the (legitimate) public concern about food safety is being instrumentalized by certain groups of actors to advance their own agenda. The implication of this “distorted” framing is the risk for the decision-makers to “overfocus” their attention on this short-term issue and lose sight of some other longer-term structural trends such as the emergence of obesity in Vietnamese urban population.

COVID-19 has led to dramatic societal changes. Differing movement restrictions across countries have affected changes in consumers’ food practices, with a potentially detrimental impact on their health and food systems. To investigate this, this research explored changes in consumers’ food practices during the initial COVID-19 phase and assessed the impact of location on these changes. A sample of 2360 adults from three continents (Island of Ireland (IOI), Great Britain (GB), United States (USA), and New Zealand (NZ)) were recruited for a cross-sectional online survey (May–June 2020). Participants completed questions in relation to their cooking and food practices, diet quality, and COVID-19 food-related practices. Significant changes in consumers’ food practices during the pandemic were seen within and between regions, with fewer cooking practices changes found in the USA. Food practices, which may put added pressure on the food system, such as bulk buying, were seen across all regions. To prevent this, organisational food practices, including planning ahead, should be emphasized. Additionally, while positive cooking-related practices and increases in fruit and vegetable intake were found, an increase in saturated fat intake was also seen. With the additional pressure on individuals’ physical and mental health, the essentiality of maintaining a balanced diet should be promoted.

Abstract Background Consumer trust in food systems is essential for consumers, food industry, policy makers and regulators. Yet no comprehensive tool for measuring consumer trust in food systems exists. Similarly, the impact that trust in the food system has on health-related food behaviours is yet to be empirically examined. The aim of this research was to develop a comprehensive instrument to measure trust in the food system (the Dimensions of Trust in Food Systems Scale (DOTIFS scale) and use it to explore whether trust in the food system impacts consumers’ health-related behaviours. Methods The DOTIFS scale was developed using sociological theories of trust and pre-existing instruments measuring aspects of trust. It was pilot tested and content validity was assessed with 85 participants. A mixed-methods exploration of the health-related behaviours of 18 conveniently sampled Australian consumers with differing trust scores determined by the DOTIFS scale was then conducted. During March–July 2019 shopping- and home-observations were used to assess participants’ food safety practices and exposure to public health fortification programs, while the CSIRO Healthy Diet Score determined their adherence to national dietary guidelines. Results The DOTIFS scale was found to have high comprehension, ease of use and content validity. Statistical analysis showed scale scores significantly trended as predicted by participants’ stated level of trust. Differences were found in the way individuals with more or less trust in the food system comply with national dietary guidelines, are exposed to public health fortification programs, and adhere to recommended food safety practices. Conclusions The DOTIFS scale is a comprehensive, sociologically- and empirically- informed assessment of consumer trust in food systems that can be self-administered online to large populations and used to measure changes in consumer trust over time. The differences in health-related behaviours between individuals with varying levels of trust warrant further investigation.

PurposeConsumers’ trust in food systems is essential to their functioning and to consumers’ well-being. However, the literature exploring how food safety incidents impact consumer trust is theoretically underdeveloped. This study explores the relationship between consumers’ expectations of the food system and its actors (regulators, food industry and the media) and how these influence trust-related judgements that consumers make during a food safety incident.Design/methodology/approachIn this study, two groups of purposefully sampled Australian participants (n = 15) spent one day engaged in qualitative public deliberation to discuss unfolding food incident scenarios. Group discussion was audio recorded and transcribed for the analysis. Facilitated group discussion included participants' expected behaviour in response to the scenario and their perceptions of actors' actions described within the scenario, particularly their trust responses (an increase, decrease or no change in their trust in the food system) and justification for these.FindingsThe findings of the study indicated that food incident features and unique consumer characteristics, particularly their expectations of the food system, interacted to form each participant's individual trust response to the scenario. Consumer expectations were delineated into “fundamental” and “anticipatory” expectations. Whether fundamental and anticipatory expectations were in alignment was central to the trust response. Experiences with the food system and its actors during business as usual contributed to forming anticipatory expectations.Originality/valueTo ensure that food incidents do not undermine consumer trust in food systems, food system actors must not only demonstrate competent management of the incident but also prioritise trustworthiness during business as usual to ensure that anticipatory expectations held by consumers are positive.

This article aims to explain how Denmark and Germany face the task of ensuring minority protection and the preservation of cultural diversity by way of recognising the national minorities’ needs for special attention. Both countries have installed different mechanisms that are designed to compensate minorities for their disadvantages as a group. Despite the fact that the equally well-developed structures on both sides of the border warrant a comparative analysis of the mechanisms in place, the disparity in the field of political participation receives particular attention in this article. By way of analysing results from an online survey carried out in 2010, this article shows how differently the minorities perceive the character of two special institutions for direct contact with political decision-makers. The Danish government and the state government of Schleswig-Holstein both introduced a contact person for the minorities within their area of responsibility. Our research has made interesting findings with regards to the composition of these institutions. It seems that the service offered by the geographically more distant Secretariat to the German Minority in Copenhagen is rated favourably, whereas the locally more present Commissioner for Minorities and Culture of Schleswig-Holstein has been a disappointment to the Danish minority.

Our review explores the changing food production, distribution and consumption environment in low and middle-income countries and emerging economies as a basis for framing how to study food systems in order to address public health issues of food safety and nutrition. It presents the state of knowledge on existing food systems science and its use in terms of sustainable actions for food safety and public health. The review identifies a knowledge gap in food system mapping and governance, with value chain mapping of key commodities often missing. Despite a number of initiatives, the application of food systems methods is highly variable in scope and quality. Most analyses concentrate on specific commodities, rarely taking into account the need for a whole diet approach when looking at nutrition or the assessment of a range of infectious agents and their interactions when looking at food safety. Of the studies included in the review there is a growing observation of “informal” food systems, a term used inconsistently and one that requires revision. “Informal” food systems link to the formal sector to provide food security, yet with trade-offs between economic efficiencies and food safety. Efforts to improve food safety are hampered by inadequate food safety capacities and a lack of policy coherence leading to: inadequate investment; fragmented food quality control systems; weak or non-existent traceability mechanisms; weak foodborne disease surveillance; obsolete food regulation; and weak regulatory enforcement. In-depth food systems assessments can complement risk analysis to identify risky behaviors and understand institutional settings in order to improve codes of practice and enforcement. Methods for looking at food safety from a food systems perspective are emerging, yet existing nutrition and food systems science are not advancing sufficiently in response to nutritional public health problems. There is an urgency for improved understanding of the structure and drivers of the food systems, for better planning of changes that leads to nutrients access and healthy levels of eating. It is proposed that countries and international institutions provide an atlas of food system maps for the key commodities based on an agreed common methodology and developed by multidisciplinary teams.

University campuses are dynamic foodscapes that meet the needs of thousands of diverse community members. These foodscapes are difficult to comprehend in their entirety, and inequities based on race, class, gender and gender identity, sexual orientation, dis/ability, and other forms of marginalization often remain unidentified and unaddressed. Since 2015, the UC Berkeley Foodscape Mapping Project has emerged as a model of participatory, justice-oriented food systems education. Drawing on critical pedagogy principles, it uses the Berkeley campus as a living laboratory for students, staff, and faculty to generate food systems knowledge. We trace the project’s development to show how what started as a set of workshops to address campus climate problems grew into a major mapping effort and advocacy projects that aim to improve the campus food system. Early on, workshops found that the biggest barrier to changing our campus food system was understanding the system itself: who the individual and departmental decision makers are and how different parts of the foodscape interact. Foodscape mapping is one possible pathway for changing a campus food system. This pathway was chosen because it could create a much-needed data foundation for advocacy at UC Berkeley. We discuss the concept of mapping and work through the process of building the Campus Food Players map. Several examples of Spotlight Maps and a practical policy advocacy project are presented to show the variety of outputs. Finally, we analyze financial, personnel, and pedagogical resources needed to realize the map, along with important constraints on its development. Readers will learn about campus foodscape mapping and be better equipped to develop projects at their own campuses.

The COVID-19 pandemic has brought on a global crisis, with impacts an ongoing food security and nutrition, exposing the vulnerabilities of our society. However, it can be a time for reflection and an opportunity to propose and stimulate initiatives that are ready to facilitate resilience within the food system. The food to fork must be shortened and diversified where it is viable and feasible, while made affordable for all societal levels. To face these challengers, the community food systems (CFS) approach has a crucial role, since it copes with relevant principles, including the necessities of low-income societies from areas particularly marginalized from mainstream food systems, of which those land areas also can pose as additional insurance just in case of occurrence of whatever crises. Systematizing the components and contributions of CFS can facilitate the advance of strategies to better deal with crises and increase resilience. Therefore, in this paper, through key elements of CFS, we propose a theoretical framework that can be applied by decision makers as a conceptual guide for combating threats to food systems in neglected territories.

The unjust distribution of poor health outcomes produced via current United States food systems indicates the need for inclusive and innovative policymaking at the local level. Public health and environmental organizers are seeking to improve food environments from the ground up with locally driven policy initiatives but since 2010 have increasingly met resistance via state-government preemption of local policymaking power. This analysis seeks to understand how political actors on both sides of preemption debates use rhetorical argumentation. In doing so, we offer insights to the meaning-making process specific to food systems. We argue that advocates for local food-system innovations are forwarding understandings of food and community that contradict the policy goals they seek. We offer suggestions for local food and environmental advocates for adjusting their arguments.

Os indígenas Yanaconas, residentes em seis Departamentos da Colômbia, sofreram drásticas mudanças nos seus sistemas alimentares a partir da década de 1990. O objetivo do artigo é fazer uma análise histórica desses sistemas alimentares a partir de 1980, entender os fatores que determinaram as mudanças e assim compreender o estado atual de segurança alimentar do Povo Yanacona. Os dados primários foram coletados mediante trabalho de campo. Três sistemas alimentares foram identificados entre 1980 e 2015. O sistema alimentar entre 1980 e 1989 estava caraterizado pela produção para autoconsumo. O sistema alimentar entre 1990 e 1999 esteve marcado pela substituição da produção agrícola pelo cultivo de papoula. A partir do ano 2000 o sistema alimentar está caracterizado pela busca da autonomia alimentar. O conflito armado e as políticas públicas foram identificados como os fatores determinantes nas mudanças dos sistemas alimentares. O estudo determinou que há insegurança alimentar, mas que o Povo Yanacona percorre o caminho da autonomia alimentar.Palavras-chave: Yanaconas. Segurança alimentar. Sistemas alimentares. Colômbia.Looking the past, building the future: food security at Guachicono Indigenous Reserve, Colombia AbstractThe Yanaconas Indians, residing in six departments of Colombia, have undergone drastic changes in their food systems since the 1990s. The objective of the article is to make a historical analysis of these food systems from the 1980’s, to understand the factors that determined the changes occurred and understand the current state of food security of the Yanacona people. The primary data were collected through field work. Three food systems were identified between 1980 and 2015. The food system between 1980 and 1989 was characterized by production for self-consumption. The food system between 1990 and 1999 was marked by the replacement of agricultural production by poppy cultivation. From the year 2000 the food system is characterized by the search for food autonomy. Armed conflict and public policy have been identified as the determining factors in changing food systems. Urban universities are uniquely positioned to make powerful and lasting contributions to the grand challenge of food security. To better understand the various dimensions related to the university’s role in food systems, this case study explores intentional linkages, significant developments, natural tensions, and emerging impacts at the Ohio State University. Discoveries from this analysis can guide urban university decision makers as they confront complex food system challenges.
