AbstractThis article attempts to reveal how and why international rescue and relief operations had difficulties, following the 2011 East Japan earthquake, in being smoothly received in a country like Japan with well-prepared domestic natural disaster response mechanisms as well as highly regulated economy and society. To this end, the article examines lessons and challenges from the operations by foreign rescue and relief assistance teams then tries to present possible solutions and prescriptions for adjustment and improvement of inter-state frameworks as well as domestic laws and regulations. Issues are generally analogous to trade and investment liberalisation as well as inter-state deregulatory endeavours, which may give some insights in addressing post-disaster regulatory and procedural impediments.

Indonesia is one of the very prone countries to disaster. The tsunami and earthquake disasters caused enormous damage to property and infrastructure as well as loss of life. An earthquake on September 30, 2009, measuring 7.9 on the Richter scale struck the west coast of Sumatra, causing loss of life and damage to infrastructure. There were around 1,115 people killed, 1,214 seriously injured and 1,688 people lightly injured. A comprehensive study of natural disaster management activities or systems should be used as learning materials to form a disaster management system. Disaster preparedness by minimizing vulnerability has been identified as a better approach to dealing with disasters than post-disaster response. Creating a culture of prevention is critical to dealing with everyday hazards and the consequences of disasters. The study is using data from a natural disaster in west Sumatra, and data from people who were involved in the process of reconstruction post disasters in west Sumatra. This study aims to obtain an accurate description of the reconstruction post-disaster and relation with responsive gender activities in West Sumatra, and identify how the gender effect on reconstruction post-disaster in the West Sumatra region.

AbstractIntroductionNo standard exists for provision of care following catastrophic natural disasters. Host nations, funders, and overseeing agencies need a method to identify the most effective interventions when allocating finite resources. Measures of effectiveness are real-time indicators that can be used to link early action with downstream impact.HypothesisGroup consensus methods can be used to develop measures of effectiveness detailing the major functions of post natural disaster acute phase medical response.MethodsA review of peer-reviewed disaster response publications (2001-2011) identified potential measures describing domestic and international medical response. A steering committee comprised of six persons with publications pertaining to disaster response, and those serving in leadership capacity for a disaster response organization, was assembled. The committee determined which measures identified in the literature review had the best potential to gauge effectiveness during post-disaster acute-phase medical response. Using a modified Delphi technique, a second, larger group (Expert Panel) evaluated these measures and novel measures suggested (or “free-texted”) by participants for importance, validity, usability, and feasibility. After three iterations, the highest rated measures were selected.ResultsThe literature review identified 397 measures. The steering committee approved 116 (29.2%) of these measures for advancement to the Delphi process. In Round 1, 25 (22%) measures attained >75% approval and, accompanied by 77 free-text measures, graduated to Round 2. There, 56 (50%) measures achieved >75% approval. In Round 3, 37 (66%) measures achieved median scores of 4 or higher (on a 5-point ordinal scale). These selected measures describe major aspects of disaster response, including: Evaluation, Treatment, Disposition, Public Health, and Team Logistics. Of participants from the Expert Panel, 24/39 (63%) completed all rounds. Thirty-three percent of these experts represented international agencies; 42% represented US government agencies.ConclusionExperts identified response measures that reflect major functions of an acute medical response. Measures of effectiveness facilitate real-time assessment of performance and can signal where practices should be improved to better aid community preparedness and response. These measures can promote unification of medical assistance, allow for comparison of responses, and bring accountability to post-disaster acute-phase medical care. This is the first consensus-developed reporting tool constructed using objective measures to describe the functions of acute phase disaster medical response. INTRODUCTION: The present article aimed to study field observations of the 2017 Sefid Sang earthquake, Razavi Khorasan Province, Iran, measuring 6 on the Richter scale with the approach of assessing the behaviors and performing a short analysis on the rescue and relief operations. METHODS: This qualitative study has followed the conceptual analysis approach to research. The sample population was selected with purposive sampling technique from the affected villages of Brashak, Karghash Olya, Drakht Bid, Kelate Menar, Kelate Hajikar, Kharzar, and Chah Mazar to study the behavior and knowledge of the affected people. A goal-based sampling was also applied among the operational managers who were directly engaged in the relief and rescue operations. This research benefited the focus group’s viewpoints. The necessary data were gathered from the answers given to the open questions. The process of research data analysis was in the light of phases proposed by Granheim and Lanman. FINDINGS: The results of this study showed that the disaster preparedness index coefficient among the residents of affected and surrounding villages was low which seriously required enhancement. It was also found out the affected people lacked necessary awareness about general training on the subject of disaster resiliency. Although Red Crescent’s role of disaster response in the context of implementation had been effective, it was found that its other roles of advocacy and support could be more effective than its implementation role. CONCLUSION: Observation also showed that cultural diversity was being observed and respected by rescue and relief workers; however, such a critical issue was not observed and respected the same by other organizations, consequently aggravating the cooperation and coordination atmosphere

Immediately following a natural disaster, it is imperative to accurately assess the damages caused by the disaster for effective rescue and relief operations. Passive remote sensing imageries have been analyzed and used for over four decades for such assessments. However, they do have their limitations including inability to collect data during violent weather conditions, medium to low spatial resolution, and assessing areas and pixels on a damages/no damage basis. Recent advances in active remote sensing data collection methods can resolve some of these limitations. In this chapter, the basic theories and processing techniques of active remote sensing data is first discussed. It then provides some of the advantages and limitations of using active remote sensing data for disaster damage assessments. Finally, the chapter concludes by discussing how data from active sensors are used to assess damages from various types of natural disasters.

AbstractIn the wake of recent catastrophic natural disasters, the United Nations (UN) has developed an increasingly sophisticated network of collaborative partnerships to assist with humanitarian relief operations. The growing use of open-source technology such as crowd mapping and resource tracking—being universally accessible, collaboratively designed, subject to ongoing improvement, and responsive to on-the-ground needs—reflects in many respects the emerging UN governance mechanisms developed to support the creation of such technology. The 2008 meeting of the World Economic Forum called for increased documentation and ‘dissemination of the work of humanitarian relief’ and ‘mapping of assets, non-food items’ and resources to prevent duplication.1 However, as yet, little attention has been given to the role of open-source governance mechanisms in the context of disaster response. This article aims to fill this gap by examining the emerging mechanisms by which private sector collaboration is coordinated by international institutions such as the UN. It finds that the emergence of post-disaster open-source humanitarian relief reflects the observations of new governance legal scholars that coordination is increasingly the result of expanded participation and partnership on the part of governments and non-State actors, a learning-focused orientation, with the State increasingly acting as a convener, catalyst and coordinator.

ABSTRACT Objective: Volunteers need considerable resiliency to cope with formidable challenges during their operations in disaster scenes. The present study was conducted to identify factors affecting the different aspects of resiliency among volunteers in disasters. Material and Methods: The databases of Web of Science, Scopus, PubMed, ProQuest, Google Scholar, World Health Organization Library, International Committee of the Red Cross (ICRC) Library, PsycArticles, and SafetyLit were searched until September 29, 2018. The main search terms were resiliency, disaster, humanitarian aid worker, and volunteer. Results: A total of 548 documents were obtained and screened based on the inclusion and exclusion criteria. A number of 8 documents was selected for the final analysis. The main factors contributing to the resilience of volunteers at the 3 stages of pre-, during, and post-disasters were classified into 3 groups of individual, environmental, and organizational. Important factors affecting resilience of volunteers in disasters included previous disaster response experience and disaster-related training. Conclusion: Resiliency should be deemed integral to relief operations. Considering the main factors affecting volunteers’ resiliency, it is highly suggested that organizations active in humanitarian endeavors explore the factors impacting on resilience among their volunteers via various research methods and seek to select those with higher degrees of resilience in order to avert untoward consequences in their missions.

Purpose The purpose of this paper is to reveal the importance of the order of establishment of temporary logistics hubs (TLHs) when resources (mobile storage units used as TLHs) are limited and to present the development and implementation of a methodology that determines the order of establishment of TLHs to support post-disaster decision making. Design/methodology/approach It employed a decision support system that considers multiple decision makers and subjective attributes, while also addressing the impreciseness inherent in post-disaster decision making for ordering the establishment of TLHs. To do so, an optimization model was combined with a fuzzy multi-attribute group decision making approach. A numerical illustration was performed using data from the April 2015 Nepal Earthquake. Findings The results showed the location and order of establishment of TLHs, and demonstrated the impact of decision makers’ opinions on the overall ordering. Research limitations/implications The study does not discuss the uncertain nature of the location problem and the potential need for relocation of TLHs. Practical implications This methodology offers managerial insights for post-disaster decision making when resources are limited and their effective utilization is vital. The results highlight the importance of considering the opinions of multiple actors/decision makers to enable coordination and avoid complication between the growing numbers of humanitarian responders during disaster response. Originality/value This study introduces the concept of the order of establishment of TLHs and demonstrates its importance when resources are limited. It develops and implements a methodology determining the order of establishment of TLHs to support post-disaster decision making.
