This paper derives empirically tractable formulas for the welfare effects of fare adjustments in passenger peak and off-peak rail and bus transit, and for optimal pricing of those services. The formulas account for congestion, pollution, accident externalities, scale economies, and agency adjustment of transit service offerings. We apply them using parameter values for Washington (DC), Los Angeles, and London. The results support the efficiency of the large current fare subsidies; even starting with fares at 50 percent of operating costs, incremental fare reductions are welfare improving in almost all cases. These findings are robust to alternative assumptions and parameters. (JEL L92, R41, R42, R48)

The recent reemergence of the private sector in urban transit, as well as private-sector-like behavior in the public sector, are manifestations of profound political and fiscal crises that are reshaping the service and institutional structure of the US transit industry, These crises developed as coalitions of competing place-based activists sought to deploy transit investments as strategic weapons to gain location advantages, The history and politics of transit in the intensely competitive Los Angeles metropolitan area illuminate these dynamics, especially the continuing conflict between downtown Los Angeles and outlying business centers on the issues of rail rapid transit and the role of the regional bus transit agency. Privatization and institutional fragmentation, facilitated in Los Angeles by passage of a transit sales tax in 1980, are the strategies of choice for outlying business centers, just as region-wide agencies and radial rail rapid transit systems have been downtown initiatives.

The COVID-19 pandemic has infected almost 73 million people and is responsible for over 1.63 million fatalities worldwide since early December 2019, when it was first reported in Wuhan, China. In the early stages of the pandemic, social distancing measures, such as lockdown restrictions, were applied in a non-uniform way across the world to reduce the spread of the virus. While such restrictions contributed to flattening the curve in places like Italy, Germany, and South Korea, it plunged the economy in the United States to a level of recession not seen since WWII, while also improving air quality due to the reduced mobility. Using daily Earth observation data (Day/Night Band (DNB) from the National Oceanic and Atmospheric Administration Suomi-NPP and NO2 measurements from the TROPOspheric Monitoring Instrument TROPOMI) along with monthly averaged cell phone derived mobility data, we examined the economic and environmental impacts of lockdowns in Los Angeles, California; Chicago, Illinois; Washington DC from February to April 2020—encompassing the most profound shutdown measures taken in the U.S. The preliminary analysis revealed that the reduction in mobility involved two major observable impacts: (i) improved air quality (a reduction in NO2 and PM2.5 concentration), but (ii) reduced economic activity (a decrease in energy consumption as measured by the radiance from the DNB data) that impacted on gross domestic product, poverty levels, and the unemployment rate. With the continuing rise of COVID-19 cases and declining economic conditions, such knowledge can be combined with unemployment and demographic data to develop policies and strategies for the safe reopening of the economy while preserving our environment and protecting vulnerable populations susceptible to COVID-19 infection.

In November of 1956, the Los Angeles City Board of Education held a regular evening meeting devoted entirely to the topic of school discipline. The session began with brief comments from the district superintendent, Ellis Jarvis, who urged those in attendance not to take the issue too seriously Discipline was “an inherent part of education,” he reminded them, and thus was always “a problem of all schools; all schools in this city, in every city, in every community.” Moreover, he joked, “Denunciation of the young is a necessary part of the hygiene of older people, and greatly assists in the circulation of their blood.” The rest of the meeting's speakers, however, almost all of whom were Los Angeles teachers, did not share Jarvis’ lighthearted perspective. Representing several local teacher organizations, clubs, and associations, as well as two Board-appointed committees charged with investigating discipline in the city's schools, they portrayed a district in crisis, overrun by misbehaving youth, and urged the Board to take action to address the problem.

This book is an unconventional introduction to basic gerontological issues. It is authored by Harry R. Moody and Jennifer R. Sasser, who are developing a theory of critical gerontology. Moody is well known for, among other things, his work with older adult education. He also recently retired as Vice President and Director of Academic Affairs for AARP in Washington, DC. In the seventh edition of Aging: Concepts and Controversies, he extended opportunity to work on the book as a co-author to Sasser, who works as a Chair and Associate Professor in the Department of Human Sciences at Marylhurst University in Portland, Oregon.

Abstract Background Coccidioidomycosis is a systemic infection caused by dimorphic fungi Coccidioides spp. endemic to Southwestern United States and Central and South America. A history of residence and travel in these areas is essential for the diagnostic of coccidioidomycosis, which has highly variable symptoms ranging from asymptomatic to severe, disseminated infection, and even death. Immunocompromised patients of coccidioidomycosis experience a high risk of dissemination, chronic infection, and mortality. Meningitis is one of the most deleterious coccidioidomycosis and can cause various life-threatening complications. Case presentation Here we report a case of Coccidioides posadasii meningitis in a 49-year-old female who returned to China after one and a half years residence in Los Angeles, USA. The repeated routine cultures using CSF for bacteria or fungi were all negative. To hunt for an infectious etiology, the state-of-the-art technology metagenomic next-generation sequencing (mNGS) was then utilized, suggesting Coccidioides posadasii. Organizational pathological examination and polymerase-chain-reaction (PCR) results subsequently confirmed the mNGS detection. Conclusion To our knowledge, cases for coccidioidal meningitis have been rarely reported in China. While global travelling may spread this disease across continents and make the diagnosis more difficult. mNGS can detect almost all known pathogens with high sensitivity and specificity, especially for uncommon pathogen, such as Coccidioides posadasii in China.


Significance The rail industry is also stressing its green credentials as it seeks approval for a merger between Canadian Pacific and Kansas City Southern that would create the first company with a pan-North American freight line. Impacts The impact of COVID-19 on demand for long-range travel, especially business travel, remains uncertain. Much of Amtrak's rolling stock is at or near the end of its useful service life, pushing up operating costs. Rail and urban transit modernisation would support Biden's aim of creating more jobs in US manufacturing and infrastructure. Replacing highway-funding petrol taxes with vehicle usage fees would encourage freight to move from road to rail.
