The Federal State Educational Standard draft of higher education’s third level – academic and teaching staff training at postgraduate study in the direction 20.06.01 “Technosphere Safety” – has been submitted in connection with adoption of the Federal law "About education in the Russian Federation" No. 273 dated 29.12.2012 and taken effect from 1.09.2013. The training direction at postgraduate study has been included in the integrated group 20.00.00 “Technosphere Safety and Environmental Engineering”.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal State Educational Standards for their activities; and the heads of educational organizations are not interested in the development of library as it requires serious organizational and financial costs, but does not directly affect the performance assessment of their work.The updated school library, filled with relevant content, supported by personnel, methodology, technologies and resources, has the ability to update the content of school education, create the necessary modern infrastructure and use effective mechanisms for managing educational activities. The authors propose a number of actions, the implementation of which at the federal and regional levels will increase the effectiveness of further activities for the development of school libraries and information and library centres.

Purpose of research. Today, the informatization of school education has reached a qualitatively new level, schools now have access to fast Internet, modern computer equipment, etc. However, the quality of independent written work of students may significally fall, due to open and free access to fabricated texts (essays, reports, essays), as well as the lack of basic skills of independent work and curiosity among the younger generation. In this regard, the purpose of the study is to pose the problem of formation and evaluation of skills for independent preparation of written work in General education, to consider the current state of affairs in this area of primary education, to develop proposals and solutions to this problem.Materials and methods. To solve this problem, the authors of the article have analyzed the works of Russian and foreign authors in the field of pedagogy, as well as works on the digital generation and the information society formation in the Russian Federation and legislative acts (Federal law «on education in the Russian Federation» dated 29.12.2012 N 273-FZ, national project «Education», order of the Ministry of education and science of the Russian Federation dated December 17, 2010 No. 1897 «on approval of the Federal state educational standard of basic General education», The procedure for admitting citizens to study in educational programs of primary General, basic General and secondary General education, approved by order of the Ministry of education and science of the Russian Federation of January 22, 2014, No. 32, etc.).Results. The study has revealed the current situation in teaching and explaining the basic skills of independent and creative work of students: the lack of methodological foundations and practice of teaching the basics of academic ethics and academic writing, the lack of automated means of monitoring the independent performance of written works.Conclusion. In the article, the authors provide basic recommendations and suggestions for improving the current situation, such as the introduction of elements of informing the school system about the requirements for independence in the performance of educational work as part of academic ethics, elements of independence control (systems for detecting borrowings in written works), the development of programs for teachers to master the means of controlling the independence of students’ written work.

The article is devoted to one of the crucial aspects of sustainable development, with the example of analyzing the possibilities for the development of environmental education in the Russian Federation. The article analyzes the possibilities of the current Russian Federal State Educational Standard for general and higher education in implementing the ideas of education in the interests of sustainable development. The methodological principles and philosophical foundations of environmental education are considered to designate the worldview guideline of ecological thinking. The tasks of the state educational policy of the Russian Federation in the field of environmental education and the implementation of the concept of sustainable development are considered. The article describes the representation of the concept of sustainable development in the state policy of the Russian Federation, in the field of environmental education in the requirements of the Federal State Educational Standard for various subject areas and training courses related to the topic of environmental development in school and university education. The strategic goal of environmental education in Russia is the formation and development of an environmental outlook among students of all ages, which is based on scientific knowledge, environmental culture, and ethics. The continuity, basic principles, and trends of the implementation of environmental education in the Russian Federation are shown.

Higher education today is not going through the best of times: decisions taken in the educational process at various levels (Federal Laws “On Education in the Russian Federation” of 29.12.2012 No 273-FZ and “On Amendments to the Federal Law “On Education in the Russian Federation” on the education of students” of 31.07.2020 No 304-FZ, Federal State Educational Standards of Higher Education, etc.), related to global changes taking place in society and in the world in recent decades, were made without careful didactic study. This cannot help to improve the quality of specialist training. Teachers are forced to work “by trial and error”, producing countless didactic documents. At present, identification of didactic problems in the educational process of higher educational institutions is extremely relevant due to the expansion of the field of didactic research in higher school pedagogy.The aim of the authors was to analyze some of the most relevant didactic phenomena in the digital reality that have not yet received proper understanding. As a result of the analysis, some important didactic problems of higher education are identified, concerning goal-setting, compliance of teaching with classical didactic principles, organization of distance learning in electronic informational and educational environment, mixed and project-based learning. The article also dwells on psychological problems of Internet content assimilation and “non-contact” interaction between the subjects of the educational process, etc. The most promising areas of didactic research in higher education, including the development of interdisciplinary contacts, are highlighted.

The article raises the question of legal regulation of after-hours activities in Russian schools. It is defined that in the Federal Law “On Education”, the Federal State Educational Standards and a number of other normative acts, after-hours activities along with lesson activities are considered as a direction of the main educational program. A feature of after-hours activities is learners’ voluntary participation on the basis of individual choice. This principle is revised in the letters of the Ministry of Education and Science (Enlightenment) of the Russian Federation, which states learners’ mandatory participation in after-hours activities. The logic of these letters is understandable as after-hours activities with children affect the overall results of their education and upbringing at school. At the same time, it is shown by the example of an excursion that not every form of after-hours work is methodologically adapted to the contingent of inclusive educational institutions. The authors conclude that the current requirements of the Ministry of Enlightenment of the Russian Federation for organizing after-hours activities should be, firstly, enshrined in regulatory legal acts and, secondly, methodologically adapted to the conditions of ordinary, correctional and inclusive schools.
