Rural tourism in foreign countries stably occupies a leading position in tourism industry. As practice shows, its establishment was accompanied by significant participation of the state in terms of the development of different measures and programs for supporting and promotion. The author has generalized foreign experience of such participation. This allowed distinguishing by criterion of the intensity of the efforts of state authorities aimed at the formation and development of the tourism industry in rural areas three types of state policy of development of rural tourism: active, passive and moderate. The article shows the features of these approaches in the formation of the base of strategic documents. As it can be seen from the materials of the article, along with the strategy and programs of development of rural tourism the special legal framework of rural tourism is formed. It is a part of an active state policy and regulates certain aspects, such as taxation, quality of service, etc. Moderate public policy of development of rural tourism is limited to the basic strategic documents, as well as individual measures of interagency cooperation and coordination of the instruments. Passive type of public policy in rural tourism is not systematic and consistent and is characterized by using of separate measures aimed at the development of rural tourism. The article shows the areas and peculiarities of building of interagency cooperation in the development of strategic decisions about the development of rural tourism in the framework of these public policy types. The differences in the coordination of the instruments of public policy of development of rural tourism at all levels of regulation are justified. Various intensities of cross-sectoral integration processes in the development of rural areas correspond to certain types of public policy in rural tourism.

AbstractAn approach to sustainable tourism through clusters is considered an appropriate strategy in less-developed rural areas of tourist-oriented countries, such as Croatia. This paper clarifies the key challenges of the development of tourism clusters in the region of Gorska Hrvatska and provides new data for an approach to sustainable rural tourism development. Using available secondary data from governmental bodies, non-governmental organizations, protected areas of Gorska Hrvatska, and primary data of the Lika Destination Cluster, the paper explores the key challenges of developing a cluster of tourism and selective forms of tourism. Most tourism clusters in Croatia have remained in the first phase of development for years, even though this approach has failed to to achieve significant results. The key benefits of networking and branding in rural areas are identified and defined, but these potentials are still largely underutilized. The objective of this study is to provide practical recommendations to the Croatian tourism industry on how to learn from the suggested best practices and how to implement them effectively. For that purpose, the case of sustainable tourism located in the Gorska Hrvatska region, called the Lika Destination Cluster is analyzed.

Rural tourism is one tour package that is highly desirable for foreign tourists, especially European tourists. Rural tourism has an important role and provides many benefits in the tourism sector for rural communities. When tourists travel to rural areas, they indirectly help local communities in developing rural areas and living standards. Furthermore, homestay is one of the criteria for a tourist village. Homestay is a product of the tourism industry where tourists can meet directly with local residents. Tourists who stay at the homestay and given an offer of rural tour packages, can be an opportunity for the community to attract tourists to stay longer by enjoying a variety of natural and cultural activities in the tourist village. This study aimed to determine the perceptions of European tourists on rural tour packages at D’Karang Homestay. The benefit of this research is to add references in tourism studies especially about the perceptions of European tourists on rural tourism packages. The research methods used were observation, interview, questionnaire and documentation. This research revealed European tourist perceptions of the rural tour packages offered by D’Karang Homestay but there are still shortcomings that need to be corrected.

Topicality. The article covers the issues of implementation of marketing tools for the development of the ecological direction of rural tourism. Tourism development can become a "catalyst" for economic growth in rural areas: tourism activity is attractive to small start-up investments, because for peasants who have very limited funds, this is a practically crucial moment; tourism is a profitable branch of economy with a high level of profitability, with a minimum payback period, which is very important for the quick income generation. Aim and tasks. The only way to solve systemic problems in the field of tourism is a strategically oriented state policy, the main task of which is to define tourism as one of the main priorities of the state, the introduction of economic and legal mechanisms for the successful conduct of tourism business, investment mechanisms for the development of tourism infrastructure, information and marketing activities with formation of tourist image of Ukraine. Research results. Results For the successful development of rural tourism and tourism in general in Ukraine, it is necessary to ensure the integrated development of territories, in particular the creation of favorable conditions for attracting investment in the development of tourism infrastructure by: monitoring investment proposals for the development of tourism infrastructure in the regions; preparation of a cathlass of investment projects in the field of tourism and resorts to represent potential domestic and foreign investors; the involvement of investment projects in the field of tourism and resorts in international fairs of investment projects. wner village (guest) houses can not independently provide a wide range of leisure activities for their guests. Therefore, they need to cooperate with other structures that serve the guests of the village. Usually such partners are: objects of community food (taverns, bars, roadside cafes); owners of means of transport (traditional, retro options); centers of folk crafts and crafts production; artistic and ethno-folk groups; municipal and private museums; the administration of natural parks. Supporting the region in resource support: - cartographic and advertising-cartographic support, as a rule, is necessary at the level of the region (the only tourist area); - Information and advertising resources of the region (TV and other mass media, regional specialized sites, etc.); - training for tourism industry: effective coordination at the regional level; - Information and advisory support: effective organization at the regional level (including, with the involvement of external expertise, including international). Conclusions. In order to achieve the goals within the specified priority areas, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of state regulation of tourism and resorts development. Prospects for rural tourism development in Ukraine appear to be potentially favorable given the presence of significant natural resources. he flowering of rural recreation should take place under active cooperation with nature conservation institutions of a certain region (according to Article 9 of the Law of Ukraine "On the Nature Reserve Fund of Ukraine", subject to compliance with the environmental protection regime established by this Law and other acts of Ukrainian legislation, provides use them for recreational and other recreational purposes). Ukraine has powerful natural and recreational opportunities, for example, five biosphere reserves, national natural parks: Carpathian, Hutsulshchyna, Vyzhnytsky, Yavorivsky.

This study used panel to identify the relationship between air transport and rural tourism in Thailand. The data covered eleven airports in Thailand from 2009 to 2018 (10 years). The airports are located in the eleven poorest provinces in the country, based on the gross provincial product per capita. The study included the total number of air traveler arrivals as the dependent variable and the total number of flight movements, provincial tourism revenue and the average monthly income per household as the independent variables, and used an autoregressive distributed lag model to identify the relationship between air transport and rural areas in Thailand. The results of the study indicate that increasing demand for air transport to rural provinces is significantly and positively generating an increasing number of flights and a decline in tourism revenue and household income in the eleven provinces in the long run. The development of the air transport industry alone is not enough to alleviate the income inequality; it is suggested that provincial governments need to develop the tourism industry and infrastructure further to bring greater benefits to society and to reduce income inequality in the country.

For a long time, the Communist Party of China Central Committee and the State Council have attached great importance to rural development. At the report of the 19th National Congress, the Communist Party of China clearly pointed out that we should firmly “implement the Rural Revitalization Strategy” and “adhere to the priority development of agriculture and rural areas”. With the improvement of rural ecological environment and the development of economic construction, rural tourism has become more and more popular among the public, and has become one of the important pillars of Rural Revitalization and poverty alleviation. At the same time, rural tourism has greatly increased villagers’ income, improved villagers’ quality of life, and improved villagers’ happiness index. It can be seen that the rural tourism industry and the implementation of Rural Revitalization Strategy promote each other, and the positive development of rural tourism is the only way to promote the construction of new socialist countryside. This paper discusses how to realize the sustainable development of rural tourism in the context of Rural Revitalization from the perspective of the long-term significance of rural tourism to Rural Revitalization and the ways to develop rural tourism.

The article is devoted to the current problem of rural tourism development at the national and regional levels. The paper reviews publications dedicated to rural tourism, which proved that the study of the development and geospatial organization of rural tourism in Poltava region requires further research. It analyzes the domestic legal framework, which is the basis for the development of rural tourism, covers scientific approaches to the conceptual and terminological apparatus of rural tourism and systematizes objects of tourist interest. According to the results of the study, the interpretation of the concept of "rural tourism" in a narrow subject sense (a form of recreational and tourist non-professional entrepreneurship of rural residents in rural areas while preserving their natural and cultural identity with a demonstration of traditional rural lifestyle) and in a broad sense (any forms of leisure time for tourists and excursionists in rural areas, as areas outside the city, including meadow-forest areas and water areas) was cleared up. In order to single out rural tourism accommodation establishments, it was proposed to follow the Minimum International Quality Standards of the European Rural Tourism Federation EuroGites, adapted to the types of settlements accepted in Ukraine. On the example of Poltava region the variety of offers of types of rural tourism estates as per prevailing services was summarized. According to open Internet sources and official data of Poltava regional and district state administrations, a map Estates and Services of Rural Tourism in Poltava Region was built; based on its analysis 6 centers of rural tourism of the region (Opishnya, Dykanka, Novy-Sanzhary, Velyka Bagachka, Kremenchug, Berezova Rudka) and their tourist specialization were singled out. Reshetylivka district is named as the most promising, but not realized in the sphere of rural tourism. Potential trends of rural tourism in Poltava region were determined.

The article deals with the dynamics of the number of tourists in Vinnytsia region. After analyzing the statistics of the State Statistics Service of Ukraine and the Main Department of Statistics in Vinnytsia Region for 2004-2017, it has been shown that the number of Vinnytsia residents who traveled abroad in 2017 compared to 2004 increased by 14.6 times, and the number of domestic tourists decreased three times. The main reasons for the decline of domestic tourists are the financial crisis of 2007-2009, the Revolution of the Maidan in 2013-2014, terrorist acts and political and economic instability in Ukraine, aswell as the sharp increase in utilities bills in Ukraine. It is shown that the correlation between the number of tourists in Vinnytsia region, moving abroad (variable ) and income of the family (variabl ). For the data for 2004-2017, it can be described by a nonlinear model: For such a non-linear correlation, the correlation coefficient , means that when increasing family income by 1% compared with 2017, the number of tourists traveling abroad would increase by about 0, 735%. Green tourism is one of the factors of improvement of tourism industry in the region, rise of economic and social level of living in rural areas, in particular, creating new jobs, increasing incomes, preserving and enriching the cultural heritage, and advance in the infrastructure of the village. By the integral indicator of the development of rural green tourism that changes within the limits , ranking and grouping of the regions of Ukraine has been carried out according to three levels of development: high level ( , type of region's leaders), average level ( , region type average) and low level ( , type of region outsiders). According to the integral indicator of green tourism development in Vinnytsia region , it is classified as an average. Proposals for improvement of indicators of green tourism development in our region: 1) development of partnership relations between local self-government bodies, non-governmental organizations and agricultural enterprises; 2) formation of potential and stimulation of actual demand for rural tourism services; 3) development of innovative projects in the field of rural tourism development. Today, about 30 rural homesteads provide green tourism services. Of these, 2 farms have the third (the highest) category of the categorization system of the village bed base "Ukrainian hospitality estate" and 7 estates have a basic category. Four of the farmsteads of the Yampil district include: "The Magic Corner", "The Manor at Svetlana", "The Art Ladder", "The Ruffle" and one of the manor houses of Mohyliv-Podilsky: "The Comfort," are among the 100 best farmsteads of green tourism in Ukraine. A cozy rest in the picturesque Busha can be combined with the acquaintance wiht the two historical and cultural reserves "Historical Busha" and the geological "Haydamak Yar", were the history of Trypillian culture is presented. There workshops on oil painting, pysanka painting and manufacturing of motanka-dolls are offered. In order to improve the development of green tourism in Vinnitsa region it is necessary: - to use the experience of European countries in organizing green tourism; - to conduct scientific research on development of green tourism; - to develop innovative projects in the field of green tourism development; - to stimulate demand for green tourism services; - to develop partnership relations between owners of homesteads and authorities; - to improve the quality of services; - to improve transport links and the quality of roads.
