The article describes the problem of air pollution by engines of sea and river vessels. Compliance with environmental requirements established by state and international regulatory documents is a prerequisite for the safe operation of sea and river vessels. The composition of the exhaust gases of marine diesel engines should be considered the main and most objective criterion for the environmental safety of marine power plants. The requirements for the exhaust gases composition and the procedure for determining regulated indicators are established by various regulatory documents which indicate only the principle the device operation. Most regulatory documents do not take into account the capabilities of modern devices and design features of ship power plants. In the process of analyzing exhaust gases, the composition of toxic substances and solid particles is determined by gas analyzers and smoke meters. The principles of operation of modern instruments are described, their capabilities and metrological characteristics are presented, and the prospects for using such instruments on sea and river vessels are evaluated. The problems that arise during the analysis of exhaust gases on small displacement vessels with wet exhaust gases are considered. There have been proposed the measures which will improve the quality of marine diesel emissions control and contribute to improving the technical operation of the fleet. The necessity of updating the instrumental base for monitoring toxicity and smoking of exhaust gases of marine diesel engines is indicated. The solution to the problem requires an integrated approach, taking into account the operating conditions of ships, capabilities of measuring equipment, design features of ship engines, requirements of regulatory documents and rules of classification societies.

The course of the government of the Russian Federation for the development of the sea and river fleet is determined by a number of Federal target programs. These programs provide for the modernization of the composition of the sea, river and fishing fleet. The article provides analysis of the current state of the civil fleet of the Russian Federation, as well as an overview of engines that are part of the power plants of the vessels in service. There are considered prospects for the development of shipbuilding in Russia on the basis of plans for construction of different purpose vessels. Achieving the goal set by the fovernment should be ensured taking into account the policy of import substitution of the most important elements of sea and river technology. The authors state that the solution of the tasks is impossible without the development of ship propulsion engineering in Russia. The article presents the review of engine-building enterprises of the Russian Federation and products manufactured by them, most attention being given to engine rotational velocity and output. The authors give a comparative analysis to diesel engines produced in Russia and engines of leading foreign manufacturers, which is based on main technical and economic parameters, such as specific effective fuel consumption, average effective pressure, specific gravity, etc. The results of analysis helped to establish the most promising domestic manufacturers of diesel engines capable to compete with foreign manufacturers of marine diesel engines. The article shows the prospects of converting versatile engines produced at domestic enterprises into marine engines, with appropriate modernization of their systems and use of domestic components in their design which meet modern requirements. The article shows the most promising engines of Russian manufacturers, their technical and economic characteristics, which ensure competitiveness; gives the dimensions of advanced engines. The article contains recommendations for ensuring the developing and production of competitive marine engines intended for sea, fishing and river fleets in the Russian Federation.

Currently shipping costs are increasing sharply due to the rising oil prices. In order to reduce shipping costs, most low-speed two-stroke diesel engines run at low speeds to reduce fuel oil consumption, and this measure might result turbocharger surge. For modern marine diesel engines, the exhaust gas turbochargers are becoming more and more important; their working conditions have a direct impact on the performance of diesel engines, consequently affecting the operation of the ship. Surge will fail a turbocharger to achieve the supercharging ratio, damage the turbocharger components and even lead to a damage accident of the whole turbocharger. Therefore, a good understanding of the reasons for marine diesel engine turbocharger surge will help to prevent and eliminate turbocharger surge in operation. This paper is to make an analysis on the special surge mechanism occurred to the turbocharger on MV "Crystal Star", and propose some appropriate supervisory and preventive measures against the problem.

The article is devoted to the study of the management system of intangible incentives used for the personnel of organizations. The authors defined groups of the main tools of intangible motivation of personnel including working conditions, tools of social support, elements of corporate culture and tools of stimulation of self-realization opportunities; revealed the main principles of the system of intangible motivation of personnel representing a cycle including the following managerial stages: planning, design of methods, techniques and measures of intangible motivation of personnel; plan implementation; coordinated actions, monitor The system of intangible motivation tools application is formed and on its basis the complex evaluation of intangible motivation system of personnel in Belgorod higher educational institutions is performed and the most effective methods of personnel motivation in higher educational institutions of Belgorod region are revealed, the satisfaction of respondents with the system of intangible motivation of personnel is revealed. Further, the authors offered the project to improve intangible motivation of personnel, including forms, methods, recommendations for implementing methods of intangible motivation on the example of educational organizations of Belgorod. It was revealed that it is possible to form a parametric system, including the goal and the way of achieving the goal, requirements for the result and the project result, as well as the final users of the project result, aimed at developing a system of intangible motivation of personnel of educational organizations, which will allow to carry out activities that contribute to the implementation of the required effect in the socio-economic sphere.

This article studies the problem of distance teaching in the pandemic of spring and autumn 2020. The topic of the necessary transition to the computer-mediated interrelation between university teachers and students gains important nowadays, as the worldwide events lead to an inevitable transformation of the educational structure. The changes in the higher educational institutions make students and teaсhers review their attitude to the system and methods of education. We can find the analysis of distance learning in many sources, but the remote learning in state of emergency has not been fully examined. The purpose of this article is to analyze the situation, connected with the distance learning in higher educational institutions, its impact on the level of students’ knowledge and skills. This article gives the perspectives of education taking into consideration information and communication technologies. The authors have conducted the theoretical and comparative analysis of literature, observed the learning process at university, and offered a questionnaire to university teachers and students. The researchers have revealed that, in spite of the technologies being a part of our lives, the quality of education depends on teachers who can use these technologies to their best. A technology without a person does not work. According to the majority of the respondents, the principles of teaching dominate over technologies. However, some elements of teaching should be definitely automated. The pandemic revealed the specific mistakes and weaknesses of high education in Russia, and the authors suggest some ways for its improvement in the period of sanitary and epidemiological restrictions.
