State support for the development of agriculture, like other subsidized industries, has a significant impact on the development of crop and livestock products, acting as a strategic bulwark of the country's food security. An increase in the volume of state support for agriculture is possible with the dynamic activity of all sectors of agriculture, the main task of which is to increase economic efficiency through the transition to innovative production principles. State support for the technical re-equipment of agribusiness is the basis of agricultural production, which has a decisive impact on the transition to digital solutions for the entire agrarian industry in the future. In this regard, the goal was set to analyze the effectiveness of the implementation of digital technologies using the example of typical agricultural enterprises of the Republic of Tatarstan located in different climatic zones of the Volga region, confirming an average decrease in the production cost of 1 centner of grain crops by 13%, payment labor on average by 14.5%, which makes it necessary to allocate financial support to agrarians as an effective mechanism for increasing the efficiency of agribusiness based on funds from the federal and regional budgets of the constituent entities of the Russian Federation and from extra-budgetary sources. Revealing the mechanism of state regulation in the form of tax, control and inspection, as well as the mechanism of state support and legal regulation, a mechanism of state support for the digitalization process is proposed in the form of subsidizing the costs of purchasing digital products, as one of the effective mechanisms, contributing to the acceleration of the transition of agribusiness to the digital economy. This mechanism will allow agrarians, at the first stage of the digitalization process of agricultural production, to acquire primary digital equipment in the form of trackers and sensors capable of receiving, sending, generating and processing data, which will subsequently lead to the need for the acquisition of interfaces capable of providing unhindered exchange of data between machines and business partners, and later portals in the form of ecosystems

The article examines the system of state regulation of agriculture in the Republic of Kazakhstan, state regulation of agricultural relations is carried out, first of all, through the publication of laws and other normative acts that determine the legal status of agricultural producers, their rights and obligations in land, property tax, labor, financial and credit and other ways. The article assesses the current state of the structure of budgetary funds allocated for the development of agriculture over a number of years, an analysis of financial support for agriculture in the Pavlodar region, which showed that in Kazakhstan, mainly monetary and financial support instruments dominate. Conclusions and recommendations for financial support of agriculture are formulated. The authors of the article proposed strategic goals for the development of agricultural production in Pavlodar region, the achievement of which is inextricably linked with the definition of priorities for the development of agricultural production in the region, taking into account the peculiarities of the natural and climatic zones of the Pavlodar region. Improving the system of state support for agricultural production also requires improving non-financial methods to stimulate the development of agricultural production. In order to increase the efficiency of state support, the authors propose to improve the subsidy system. В статье рассмотрена система государственного регулирования сельского хозяйства в РК, государственное регулирование аграрных отношений осуществляется, прежде всего, путем издания законов и других нормативных актов, определяющих правовой статус сельскохозяйственных товаропроизводителей, их права и обязанности в земельных, трудовых, финансово-кредитных и других отношениях. В статье проведена оценка современного состояния структурыбюджетных средств, выделяемых на развитие сельского хозяйства за ряд лет, анализ финансовой поддержки сельского хозяйства в Павлодарской области, который показал, что в Казахстане доминируют в основном денежные и финансовые инструменты поддержки. Сформулированы выводы и рекомендации для финансовой поддержки сельского хозяйства. Авторами статьи предложены стратегические цели развития сельскохозяйственного производства Павлодарской области, достижение которых, неразрывно связано с определением приоритетов развития сельскохозяйственного производства области с учетом особенностей природно-климатических зон Павлодарской области. Совершенствование системы государственной поддержки сельскохозяйственного производства также требует совершенствования нефинансовых методов стимулирования развития сельскохозяйственного производства. С целью повышения эффективности государственной поддержки авторы предлагают совершенствовать систему субсидирования.

The article reveals the content and outlines approaches to the definition of the legal nature of mining. Attention is drawn to the necessity of legal regulation of this activity, which is predetermined by the Federal Program «Digital Economy of the Russian Federation» — a project that provides for normative regulation of the digital environment. In order to support the mission to eliminate digital illiteracy, which is also envisaged in the National Program, the author elucidates the etymology and meaning of the term «mining» and considers various doctrinal interpretations of this concept. The paper presents such analogies of the blochchain technology as the public ledger, DNA, and a layer-cake for a better understanding of the blockchain technology that is associated with mining. Material-technical and organizational foundations of mining are revealed. The author demonstrates advantages and disadvantages of solo mining, pool mining, and cloud mining. The results of comparative monitoring of the attitude to the recognition of cryptocurrency as a means of payment are presented. Attention is drawn to the liberal legal regulation of blockchain technology and mining under the laws of the Republic of Belarus. The paper determines the stages of a law-making process aimed at legal support of mining in Russia. Based on the results of comparison of concepts of entrepreneurial activity and mining, it is concluded that mining represents one of new types of entrepreneurship brought to life due to the needs of digital economy. The author suggests thatmining participants be recognized as self-employed persons. It is noted that the entrepreneurial nature of mining arises questions concerning measures of its state regulation which is difficult within the framework of the existing paradigm, but should be built on the basis of a balance between private and public interests.

The article deals with issues related to improving the legal regulation of foreign economic transactions in the Republic of Uzbekistan. It is determined that foreign economic transaction is a transaction in which one party is a foreign company or a commercial enterprise located in another state, the trade focused on the import or export abroad and to use in settlements with counterparty foreign currency. It was found out that some types of foreign economic transactions are not reflected in the national legislation of the Republic of Uzbekistan, namely distribute and forfeiting contracts. The article notes that there are various problems associated with the incorrect formation of the terms of foreign economic transactions, their content and requirements, in particular when reflecting the applicable law, the arbitration clause, determining the advantages of the contract language, the application of non-state regulation. It is concluded that it is necessary to regulate the definition of applicable law in relation to certain types of foreign economic transactions that are not reflected in the Сivil code of the Republic of Uzbekistan, namely, in relation to distribution and forfeiting contracts, certain types of foreign economic transactions, internet auctions, internet contests or internet exchanges. Based on the study of foreign experience and scientific and theoretical views, ways to improve legislation in the field of settlement of certain types of foreign economic transactions were investigated. Based on the results of the analysis, relevant conclusions were drawn and proposals were developed for the current legislation.

The article considers methodological approaches to the concept of development of agrarian territories, gives recommendations on improving the organizational and economic mechanism of state influence on the processes of formation and functioning of agrarian territories, determining strategic guidelines for their development. The substantive essence and possibilities of the state support of development of agrarian territories are analyzed. The article analyzes the possibilities for the formation and development of the potential of agrarian territories, the state and prospects for the development of agricultural production using the model of indicative planning, taking into account the specifics of the Russian economy. The approach to the selection of the quantitative and qualitative content of the forecasts for the development of agrarian territories is disclosed. Current problems of forecasting resource support for the formation and development of agrarian territories are outlined. Recommendations are given on the possibility of using planning documents for an integrated approach to planning and regulating the development of the country’s agrarian territories.

There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

Introduction. The digitalization of the economy is closely linked to the formation of an effective legal framework. Any development or operation of digital instruments must be accompanied by appropriate financial and legal regulation. The study of the functioning of digital financial assets allowed us to conclude that, unfortunately, their rapid development is observed against the background of the lag of regulatory regulation of the relevant legal relations that are formed as a result of such activities. A critical scientific analysis of international experience in the field of financial regulation of cryptocurrencies has identified a number of key generalizations. The purpose of the article is to identify the main markers of digital financial assets, study international experience in financial regulation of virtual assets, including cryptocurrencies, identify opportunities to implement positive foreign practices to Ukrainian realities and diagnose the current state and prospects of cryptocurrency in Ukraine. Results. The specific characteristics of digital financial assets are substantiated, namely: freedom of issue, availability of cryptocurrencies, absence of intermediaries, high degree of protection, openness to developers, integration with the latest technologies that produce new digital products. The international practice of state regulation of cryptocurrencies is generalized in terms of both the interpretation of the conceptual apparatus and in view of the qualification of the mechanism of conducting operations with digital assets. It is proved that in Ukraine from the point of view of legal regulation of cryptocurrency is still outside the full framework of the legal field of domestic legislation. The main innovations and specifics of regulation of the market of virtual assets in accordance with modern Ukrainian realities are determined. Conclusions. The difference between national laws in the field of regulation of virtual assets is proved. It is argued that the main vector of regulation is aimed at strengthening control over the transparency and accountability of transactions with virtual assets, cybersecurity and mandatory user verification. The main directions of increasing the settlement and trust in virtual assets are formulated: production of standards and rules of cryptocurrency circulation, in order to bring it to the rank of a competitive means of payment; consolidation of the official status of cryptocurrency; formation of an open ecosystem through effective interaction of all participants in the process of buying / selling cryptocurrency; formation of a legal trading platform for cryptocurrency circulation; support of information literacy of the population to understand the benefits and risks of virtual currency etc.

The chapter studies contemporary innovative approaches to and practices of state support of agricultural production and trade in food and agricultural products. The authors attempt to discover how protectionist policies in the sphere of production and trade affect the level of food security in the conditions of expanding globalization. The chapter focuses on the investigation of advanced innovative practices of state support in the case of selected OECD countries. The authors reveal that the introduction of innovations into the system of state regulation is one of the key determinants of achieving food security in the conditions of the volatile market. Both the volume and priority directions of innovations in agricultural protectionism policies are discussed and evaluated.

The possibilities of developing the tourism industry in the Republic of Kazakhstan based on attracting investment and public-private partnerships (PPP) are examined in this article. The goal of the study is to analyze the possibilities of investing in the tourism industry of Kazakhstan with due consideration of the risk component and to determine the main strategic directions for the development of the tourism industry in Kazakhstan. The authors have analyzed the tourism regulatory practice in the Republic of Kazakhstan and identified the main problems of the tourism industry. The analysis has indicated that the large territory of the country, underdevelopment of the tourism infrastructure, and unwillingness of the tourism business to invest in its development are high-risk factors that require more global investment in the development of the tourism industry. The development of the tourism industry is supposed to be carried out with the comprehensive state support through the creation of a special system of legislative acts and favorable conditions for attracting investment and developing infrastructure. The approaches to attracting investment in various areas of the tourism industry, adopted by the leadership of various countries, have been considered. The authors have proposed recommendations for improving legislative measures and measures of state support for the tourism industry in Kazakhstan, primarily those that should secure the investment flows, based on the analysis of international experience and practice of the tourism industry in Kazakhstan. The issue of attracting international investment to the tourism industry in PPPs has been considered separately. The conclusions and proposals made on the basis of the research results can be used in the regulatory activities of specialized state bodies, taken into account when making investment decisions, and used as educational and methodological materials in the study of state regulation of tourism.


For countries with a market economy small business is an attractive form of business organization because of its flexibility and mobility, which are so necessary for the Ukrainian economy. The purpose of the article is to analyze the experience of legal regulation and state support of small business in Poland and Ukraine and to determine its relevant directions for implementation in Ukraine. In Poland the approach of strategic building of state regulation of business within the framework of legal strategies for 3-4 years has proved its efficacy. Such principles of polish “New Constitution for Business 2017”, as the principle of proportionality of punishment for the violation; the principle of acquiescence; direct liability of civil servants for violation of the law, are innovative for Ukraine. The obvious disadvantage of the Ukrainian small business support system is the predominance of financial instruments, while the regional and local mechanisms for its implementation are under-developed. Ukraine's successes in the legal state regulation of small business in the field of administration are important. The legal foundations for expanding access to public procurement in Ukraine have proved their effectiveness. European small business support tools, that are effective in Poland can and should be used in Ukraine. Close attention to the problem of insolvency is needed in Ukraine. A thorough study of the institutional development of small business support in Poland is relevant. Important for the Ukrainian economy, the direction of foreign trade development is still in its infancy. The EU-Ukraine Association Agreement has already lifted most trade restrictions on the EU export market for Ukrainian exporters, but this is only a search for ways to reach the world market.
