The article examines the system of state regulation of agriculture in the Republic of Kazakhstan, state regulation of agricultural relations is carried out, first of all, through the publication of laws and other normative acts that determine the legal status of agricultural producers, their rights and obligations in land, property tax, labor, financial and credit and other ways. The article assesses the current state of the structure of budgetary funds allocated for the development of agriculture over a number of years, an analysis of financial support for agriculture in the Pavlodar region, which showed that in Kazakhstan, mainly monetary and financial support instruments dominate. Conclusions and recommendations for financial support of agriculture are formulated. The authors of the article proposed strategic goals for the development of agricultural production in Pavlodar region, the achievement of which is inextricably linked with the definition of priorities for the development of agricultural production in the region, taking into account the peculiarities of the natural and climatic zones of the Pavlodar region. Improving the system of state support for agricultural production also requires improving non-financial methods to stimulate the development of agricultural production. In order to increase the efficiency of state support, the authors propose to improve the subsidy system. В статье рассмотрена система государственного регулирования сельского хозяйства в РК, государственное регулирование аграрных отношений осуществляется, прежде всего, путем издания законов и других нормативных актов, определяющих правовой статус сельскохозяйственных товаропроизводителей, их права и обязанности в земельных, трудовых, финансово-кредитных и других отношениях. В статье проведена оценка современного состояния структурыбюджетных средств, выделяемых на развитие сельского хозяйства за ряд лет, анализ финансовой поддержки сельского хозяйства в Павлодарской области, который показал, что в Казахстане доминируют в основном денежные и финансовые инструменты поддержки. Сформулированы выводы и рекомендации для финансовой поддержки сельского хозяйства. Авторами статьи предложены стратегические цели развития сельскохозяйственного производства Павлодарской области, достижение которых, неразрывно связано с определением приоритетов развития сельскохозяйственного производства области с учетом особенностей природно-климатических зон Павлодарской области. Совершенствование системы государственной поддержки сельскохозяйственного производства также требует совершенствования нефинансовых методов стимулирования развития сельскохозяйственного производства. С целью повышения эффективности государственной поддержки авторы предлагают совершенствовать систему субсидирования.

Financing of small and medium-sized enterprises (SMEs) today is one of the major areas of state support in volatile economies, as it is recognized as the most pressing problem affecting the activities of small businesses. The scale of development of SMEs in Russia today and its contribution to the economic recovery is clearly insufficient and impossible to expand without special measures of state support. This chapter will analyze the current state, dynamics, and financial constraints of SMEs in Russia; classify state supporting institutions; suggest basic methods to curb the situation; and disclose prospective financial supporting tools for SMEs development. The authors established the possibility of applying the Russian experience in supporting SMEs in the Republic of Ghana. This is due to the similarities in economic issues in these countries such as depreciation of currency and fall in oil prices. The authors analyzed the volumes and results of major government activities of the Russian Federal State and identified prospects for their development and implementation in Ghana.

Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.

State support for the development of agriculture, like other subsidized industries, has a significant impact on the development of crop and livestock products, acting as a strategic bulwark of the country's food security. An increase in the volume of state support for agriculture is possible with the dynamic activity of all sectors of agriculture, the main task of which is to increase economic efficiency through the transition to innovative production principles. State support for the technical re-equipment of agribusiness is the basis of agricultural production, which has a decisive impact on the transition to digital solutions for the entire agrarian industry in the future. In this regard, the goal was set to analyze the effectiveness of the implementation of digital technologies using the example of typical agricultural enterprises of the Republic of Tatarstan located in different climatic zones of the Volga region, confirming an average decrease in the production cost of 1 centner of grain crops by 13%, payment labor on average by 14.5%, which makes it necessary to allocate financial support to agrarians as an effective mechanism for increasing the efficiency of agribusiness based on funds from the federal and regional budgets of the constituent entities of the Russian Federation and from extra-budgetary sources. Revealing the mechanism of state regulation in the form of tax, control and inspection, as well as the mechanism of state support and legal regulation, a mechanism of state support for the digitalization process is proposed in the form of subsidizing the costs of purchasing digital products, as one of the effective mechanisms, contributing to the acceleration of the transition of agribusiness to the digital economy. This mechanism will allow agrarians, at the first stage of the digitalization process of agricultural production, to acquire primary digital equipment in the form of trackers and sensors capable of receiving, sending, generating and processing data, which will subsequently lead to the need for the acquisition of interfaces capable of providing unhindered exchange of data between machines and business partners, and later portals in the form of ecosystems

The article presents a study of assessing the effectiveness of individual instruments of state support to ensure food security in Kazakhstan, based on the indicators of the implementation of state programs. Information is provided on the implementation of strategic goals and the achievement of target indicators in conjunction with budgetary funds for the formation of this article.Purpose of the study. Based on the information provided on the implementation of strategic goals and the achievement of target indicators in conjunction with budgetary funds, it is necessary to analyze statistical data on the implementation of state programs related to ensuring the country's food security.Research methodology. The work uses a systematic approach to data selection, methods of quantitative and qualitative research of reality, methods of economic, statistical and comparative analysis as a methodological tool for solving problems.The analytical part of the work is based on offi cial statistics on agriculture published on the website of the Ministry of National Economy of the Republic of Kazakhstan.Originality of research. The problem of food security of the country is a key priority in the strategy of economic policy of each country, and its effectiveness depends on the social, political and international stability of society. The article provides an overview of the effectiveness of the implementation of state programs aimed at ensuring food security, on the basis of which a set of measures is proposed to improve state regulation of food security.Research results. The authors described the achievement of target indicators in relation to budgetary funds and the study of the role of state regulation of food security in the Republic of Kazakhstan.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Introduction. Ensuring the sustainable development of domestic agricultural producers involves achieving and maintaining a sufficient level of economic efficiency and competitiveness for the implementation of expanded reproduction. This, first of all, implies the formation of an appropriate level of competitiveness through the creation of sustainable competitive advantages of products and manufacturers. This process is impossible without attracting investment resources and introducing innovations in order to create competitive advantages, strengthen market positions and increase the level of concentration of productive capital. The latter necessitates a comprehensive strategic planning, which would be based on the innovative orientation of investment activities. The purpose of the article is to form theoretical and methodological and applied principles of competitive strategies formation of innovation and investment development of agricultural production entities. Method (methodology). Methods of comparison, analysis, theoretical and logical generalization are applied in the course of research. The dialectical method of research became the methodological basis. Results. The author’s vision of the definition of “competitive strategy” is offered in the article. The classification of competitive strategies is developed. A model of a strategic rhombus is proposed as a theoretical basis for determining areas for improving the mechanisms of managing the competitiveness of agribusiness entities, which includes five elements: arena; conductor; differentiators; sequence; economic logic. The proposals of applied character concerning realization of competitive strategies of innovative-investment development of subjects of agricultural production are substantiated. Purpose. The aim of the article is research of theoretical, organizational and economic aspects of functioning and effective development of farms for growing and processing of snails and substantiation of prospects of heliceculture as a branch of agriculture on the basis of analysis of world experience. Methodology of research. In the course of the research the methods of general scientific (analysis, synthesis, abstraction) and empirical methods (observations, questionnaires, conversations) of economic science are used, which are based on a systematic approach, which allowed to characterize the current state of production and export of heliceculture products, as well as identify key issues in this area of agricultural production. Findings. The concept of “heliceculture” is substantiated and its content is analysed in terms of prospects as a new direction of agricultural production. The historical genesis of the development of traditions of snail products consumption has been studied, as a result of which the first mentions in the history of Ancient Rome, as well as France and Italy have been revealed. An analysis of the dynamics and current state of development of domestic heliculture entrepreneurship, which showed a rapid increase in the number of snail farms and increasing exports of snails to Europe. An overview of the world market for edible snails is made, where there is a noticeable tendency to a gradual annual increase in the consumption of heliculture products. The key elements of the technological process of growing edible snails are analysed, which allowed to systematize a number of basic technological processes and to conclude about the complexity and complexity of this production. The commodity assortment of heliculture has been determined, which includes meat, caviar and snail secretion. The key advantages of Ukraine as a producer and exporter of heliculture products are highlighted, including the availability of labour, proximity to markets, high land supply and dissatisfaction with global demand for these products, which makes it significant for the development of heliculture as an agricultural production. The key problems that hinder the development of snail farming are summarized, namely: legislative unregulation, limited industrial production capacity, lack of diversified processing, limited information and scientific research. The key directions of development of the heliceculture industry are determined, among which: organization of production and marketing heliceculture cooperatives, provision of in-depth processing and year-round uninterrupted production, development of agro-tourism on the basis of snail farms. Originality. A systematic approach to clarifying the definition of “heliceculture” is proposed. On the basis of a thorough study of official statistical information on the state of production of snail products, the importance of heliculture as a promising area of agricultural production is substantiated. Practical value. The obtained research results can be used in the development of an effective concept for the development of the heliculture industry. The paper is devoted to the study of the possibilities of developing conceptual approaches to create a legal definition of the concept of “sports-doping drug”. Foreign court practice is examined in order to identify legal positions that suggest ways to improve the definition of the concept of «sports doping». The author explains that in the field of preventing and eliminating the illegal use of doping in sport, the administrative potential of the current state regulation is exhaustive in the framework of the modern paradigm, it has limitations to improve the efficiency of administrative and restrictive measures. The paper describes a set of regulatory and empirical materials developed by the author to develop a theoretical framework for a homologated (for new challenges and requirements) legal definition of the term “sports doping agents”. The author gives a legal definition of this concept. The legislation of 33 foreign countries became the regulatory basis of the study. The court practice of 16 foreign countries became the empirical basis of the study. Based on the aforementioned regulatory and empirical foundations, using the methods indicated at the beginning of the paper, the author has developed an author’s conceptual and in-depth legal definition of the term “sports doping agents”, which can significantly improve state regulation in this field.

In this paper presents and analyzes the concept of the Agrarian Exchange from the point of view of scientists of the economic and legal community, as well as the legislative definition of the corresponding concept. Particular attention is paid to the study of legal documents designed to regulate the activities of the Agrarian Exchange, to establish its legal status. The issues of organizational and legal form and legal status of the property of the Agrarian Exchange are also revealed. Due to some similarities between the Agrarian and Commodity Exchanges, an analysis of the comparison of these two entities is given. The analysis allowed finding fundamental differences concerning the subjects authorized to create the Agrarian Exchange. At the same time, the paper proposes the need to create a subject of the agricultural market in such an organizational and legal form as a non-profit company. First of all, it will be correlated with the legal status of the property owned by the Agrarian Exchange. The possibility of participation in the founding activities of the Agrarian Exchange of large agricultural producers is also considered. But only if the Agrarian Exchange operates in a certain organizational and legal form, which may allow such participation alongside government agencies. That is why, the right of operative management of property, which has the Agrarian Exchange, is decisive for the legislator in the possible choice of organizational and legal form of creation of this entity. That is why the paper is aimed at encouraging the need to adopt a new legislative act that will clearly provide the nuances of the creation, operation and termination of the Agrarian Exchange.
