Analysis of Universities’ Readiness for the Introduction of Digital Educational Technologies and Products

At the present stage of the information technologies development, the most important aspect of the eff ectiveness of higher education in Russia is the readiness of the higher education system in general and teachers of higher educational institutions in particular to work with digital technologies. The results of the monitoring presented in this article allow to evaluate important indicators such as the level of digital literacy of teachers, the presence of the necessary ICT competencies of teachers, and the level of development of the digital educational environment of Russian universities, including the degree of universities’ digital equipment, the use of educational software products and educational online services, the degree of development of eeducation. This study allows us to draw a number of signifi cant conclusions necessary for the development of the higher education system in Russia and the development of the necessary methodological tools for conducting a comprehensive assessment of the universities’ readiness to introduce digital educational technologies and products.

The modern problems of the formation of digital literacy of the society are considered through the created socio-economic prerequisites for the implementation of digitalization programs in the higher education system in Uzbekistan. The author claims that at the present stage of development of civil society, for the analysis of digital involvement, they allow us to fix a digital gap in the higher education system. The article shows that the implementation of the concept of continuous knowledge in the context of the digital economy becomes a reality when the most talented part of young people is selected for university studies, and the principles of openness and accessibility both in the field of higher education and information technologies are implemented. The implementation of these principles allows us to build a more flexible system of higher education, which will create the prerequisites for obtaining qualified knowledge that meets the requirements of society, a market economy, solve innovative problems in creating universal digital literacy and training competitive personnel. The author of the article offers concrete proposals for further improving the digitalization of the higher education system.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

Introduction. Recent trends in the sphere of internationalisation of higher education expand theoretical insights into the dialectical nature of correlation between pedagogical science and educational practice, as well as the relationship between the general direc tions of the development of higher education, its national and regional specifics. An analysis of the experience of internationalisation of universities is required for the development of various models to modernise higher education, including legal education, and to substantiate practical recommendations for reforming the Russian higher education system. To date, an understanding has been reached of the need to internationalise higher education in the context of globalization to increase the competitiveness of the Russian higher education system, as evidenced by the Federal project to maximise the competitive position of Russian universities among the world’s leading scientific and educational centres (The Russian Academic Excellence Project 5-100). Internationalisation, being the key to optimising the export potential of Russian higher education, is essential for the modernisation of legal education.Aim. The research aimed to evaluate the productivity of actual instruments of international cooperation between universities and to outline optimal approaches to the usage of successful practices of international and Russian educational space to enhance the attractiveness of Russian legal education, and, as a consequence, the creation of a sustainable competitive advantage of a higher education institution.Methodology and research methods. Complex, interdisciplinary goals and tasks of the present research predetermined the application of gnoseological and synergetic approaches to the selection of research tools. The gnoseological approach facilitated a more profound analysis of the nature of internationalisation and integration of education in the current international processes. The synergetic approach resulted in the integration of pedagogical and legal research methods to define an optimal internationalisation strategy for the training of multiskilled legal professionals.Results. The authors assessed the effectiveness of the existing ways of internationalization of Russian legal education according to foreign student demand. A comprehensive analysis of the legal, political and social aspects of the current state of attractiveness of the Russian market of educational services and the need to identify the specifics of the internationalization of higher legal education was carried out. The experience monitoring of inter-university international cooperation allowed the authors to determine the conditions for the effectiveness of joint legal programmes (creation of an innovative educational environment, project activities and a flexible management system); to analyse modern pedagogical technologies applicable to legal disciplines; to determine the best schemes used by Russian and European universities for external mobility of students and teachers; to develop the proposals for the introduction of disciplines (for Russian students) provided in foreign languages by Russian and foreign teachers; to propose measures to improve the state policy in the field of interest, aimed at stimulating Russian universities to develop international joint educational programmes.Scientific novelty. The article presented the analysis of positive and negative experiences of Russian universities in application of internationalisation key tools in legal higher education. The acknowledged internationalisation methods of higher education were systematised in general. The additional ways for the integration of Russian legal education, in particular, to the international educational space, were identified.Practical significance consists in the approbation of new methods based on competency and practice-oriented approaches. The authors developed the guidelines for the implementation of internationalisation to enhance university competitive advantage and to increase the demand for graduates in labour market.

Abstract The current pandemic crisis is unique in its kind, becoming a global cataclysm with a multilateral impact and an extended spread over time. Affecting all aspects of human activity, this crisis has inevitably affected the higher education system, and its consequences are manifesting both locally and internationally. The purpose of this paper was to establish the influence of crisis on the economic situation of higher education institutions. After studying of different institutions reports, analytical presentations of authors from different countries, as well as the author's communication with colleagues from different educational institutions during online academic meetings, it became possible to compile a complex picture of economic consequences of the COVID-19 crisis on higher education system. The research results showed an extremely uneven spread of the economic effects of the pandemic crisis. Thus, the least COVID-19 crisis has affected universities in industrially developed countries and the disastrous impact will manifested in developing countries. In addition, a dependence of evolution of economic situation of educational institutions of a complex of important factors was detected. It is about of change in living standard of the population, the capacity of the local authorities to manage the consequences of the pandemic, the changes in higher education policies, presiding students to do higher education, managerial ability to manage the economic and financial status of higher education institutions and others. Likewise, certain ways of solving economic problems have been outlined.

The article discusses the main trends in the field of artificial intelligence in relation to the educational sphere. The analysis of the use of artificial intelligence technologies and their impact on the higher education system was carried out. The attitude of the citizens of the Russian Federation to artificial intelligence in education was investigated. The main reasons for the fears of the respondents about the use of intelligent information systems in the educational sphere were identified. The proposals for the implementation of the models and methods of artificial intelligence in the higher education system of the Russian Federation were developed. The potential of the possibilities of the influence of new information technologies on the modern society was indicated.

The imbalance between the labor market and the higher education system in the Russian Federation is highly relevant for discussion in the pedagogical environment. Overcoming structural problems is a difficult task, especially in the context of an economic crisis. The transition of Russian higher education to the Bologna model was complicated by many factors. An additional task at this point was the need to reform the structure of the output of specialists, since for some of them there was a large oversupply in the labor market, and for others there was a lack. In addition, the growing process of digitalization has made it necessary to train a sufficient number of specialists in the areas that ensure the spread of information technologies. State policy in the field of higher education has changed the number of students enrolled in the most popular bachelor's degree programs and has affected their structure depending on the form of tuition fees. The study found that the total number of students in the most popular areas of training-economics, management and law-has decreased, but they have retained their leadership, and the structure of students in these specialties is dominated by those who study on a contractual basis. At the same time, the demands of the economy caused a fairly rapid reaction of the higher education system and led to an increase in the number of students in the areas of linguistics, information systems and technologies, and defectological education. As a result of state support, despite the reduction in the total number of students, the share of budget and target students in those professions that are now most in demand in the economy has increased: construction, electric power and electrical engineering, agricultural engineering, computer science and computer engineering, applied computer science.
