The trends in the developmen to finvestment activityinUkrainein 2015 - 2020, the existence of reserves for increasing the economic efficiency of investments and the need for their calculation witht hehelpof a special methodological approac hare analyzed. The methodical approach to the evaluation of investment efficiency of constructionis developed, which is based on the magnitude of the multiplier of capital investment in construction inthelong-termperiodandrefinedtheboundariesoftheretrospectivehorizon, which are necessary to determine such a multiplier. The rapid importance of aninvestment multiplier of construction isestablis hedand a methodological approach to qualitative interpretation of this indicator issubstantiated. The basis of a methodological approach is the results of a cluster analysis of aninvestment multiplier in the contex to fvarioustypesofconstructionandregions, the methodof K-medium, aswellaspostulatesofthetheoryoffuzzysets. Within the framework of the developed methodological approach, the "investment attractiveness of construction" characteristicsis presentedin the form of a fuzz yterm-shear, which combines three terms: "Lowefficiency", "averageefficiency", "highlevelofefficiency". Inaccordance with descriptiv estatistics of thereceived clusters, the parameters and type of functions of affiliation, the boundaries of clusters that directly affecttheuse of correctivea mendments to the value of the economic effectof capitalinvestment to the level of the contractor-executor of construction work are substantiated. The article is devoted to dynamic capabilities manifestation issues as a mechanism for implementing the potential of an industrial enterprise. In this context, a methodical approach to managing the industrial enterprises potential is formed, the basis of which are dynamic capabilities indicators. The emphasis on the human factor is made as a basis for the development of dynamic capabilities. The issue of "weak signals" comprehension and detection in the role of organizational changes markers is investigated. Different models of change markers work and study, their role in mutual understanding of people and enterprises are considered. The active and accurate detection of these markers changes allows us to interfere into the processes course, adjusting them with the smallest consumption of forces, material, mental and spiritual resources. The algorithm for an industrial enterprise potential managing is constructed according to the criterion of dynamic capabilities, taking into account markers of organizational changes. The method of an industrial enterprise dynamic capabilities quantitative assessment is developed on the interaction of the dynamic capabilities level and their co-care with weak signals degree. Unlike existing ones, based solely on expert estimates, the proposed method uses statistical data, which allows you to get more objective result. The external weak signals environment changes predicting method using nonlinear dynamics tools, which allows you to identify the most significant organizational markers, to predict changes in the environment and take into account these changes in the process of strategic decisions acceptance. Methodological approach implementation allows an industrial enterprise to take preventive decisions that allow you to store and increase competitive advantages. The obtained research results practical significance is the possibility of using the developed methods in the context of making a strategy for managing the industrial enterprise potential in response to rapid environment changes. Obtained results build the principles of the organizational and economic mechanism for ensuring the effective use of the potential of industrial enterprises in the implementation of domestic economy development European vector.

The operational use of armament and military equipment (AME) and the resulting operational failures and combat damage lead to a decrease or loss of combat capability of groupings of troops. That is why the timely and high– quality implementation of a set of measures to keep the AME in operational conditions is connected with the need of solving the problem of logistical support for the timely elimination of failures and combat damage. At the same time, the effectiveness of the air defense systems recovery, taking into account the type of operation being conducted and the existing resource constraints requires a more detailed study. The aim of the article is to form a methodical approach to evaluate the effectiveness of repairing combat damage and restoring the combat effectiveness of air defense systems in a counteroffensive operation in modern conditions. Means of destruction that can be employed to inflict air defense systems in counteroffensive operation are considered. Modeling of the enemy’s use of different types of means of destruction was carried out, the obtained results substantiated the damage to the air defense systems’ means of combat, which can be sustained in a counteroffensive operation. In addition, the labor costs for recovery were calculated. Using the method of assessing the possibilities of combat damage eliminating and restoring the effectiveness of AME specimen, calculations of the recovery effectiveness of air defense system’s means of combat were performed. As indicators that characterize the capabilities of repair and restoration units to eliminate combat damage and restore the operational performance of AME, the average duration of AME specimen restoration and the probability of timely repairs, taking into account resource constraints are used. An analysis of the calculations results of the probability of timely recovery of air defense system was performed. The maximum values of labor costs for restoration and characteristics of repair and restoration units are given. The method of calculating the effectiveness of combat damage eliminating and restoring the combat effectiveness of air defense system in a counteroffensive operation under resource constraints was further developed.

The purpose of this work if to offer a model of the assessment of innovation effectiveness. Innovation activity is a basic component of the innovation potential and is a tool and mechanism for the innovation economy. The authors propose a holistic model for assessing the effectiveness of innovation from several points of view. The methodological approach to determining the effectiveness of innovations involves comparing the results of innovation activities with innovative expenditures that provided this result. This allows taking into account the synergistic effect expressed in improving the economic efficiency and effectiveness of activities. When assessing innovation efficiency, it is necessary to consider not only the design criteria for evaluating investment projects, but also the assessment of the degree of influence of the results of innovation activity on the development of production. The obtained results can be used when forming the project measures by the federal and regional municipal authorities to increase the efficiency of the managerial impact on regional processes. These elements allow forming the set of instruments that increases the efficiency of the managerial impact.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions.
