The article describes the content of the discipline "Kinesiology", developed for the training direction 49.03.02 "Physical culture for persons with disabilities in health (adaptive physical culture)", training profile "Adaptive sports". The urgency of the discipline is substantiated, its features are noted, and kinesiological methods of diagnostics and rehabilitation of persons with health disorders are given. The discipline ensures the formation of professional competencies among bachelors of the specified direction, knowledge, abilities, skills that meet the requirements of the Federal State Educational Standard 3 ++. It instills labor functions that meet the professional standards "Trainer for adaptive physical culture and adaptive sports", "Instructor-methodologist for adaptive physical culture and adaptive sports" and "Specialist for rehabilitation work in the social sphere". The peculiarities of the issues studied, the depth of the study of the material are reflected in the indicators of achievement, indicating the labor ac-tions that students must demonstrate when completing the study of the discipline.

The article offers provisions of the Federal state educational standard of the primary general education, Sanitary and epidemiologic norms and regulations, and Approximate main educational program of elementary school that regulate educational process in first classes of elementary school. The author comprehensively explains requirements of the state documents and possible cases of its abuse by teaching staff that lead to inadmissible increase in study load and violation of educational mode.

The situation with the staffing of the industry “Physical culture and sports” in the Udmurt Republic according to the state statistical reporting for the last 5 years and, in this regard, the process of personnel training in the framework of the direction 49.00.00 “Physical culture and sports” in the Udmurt Republic as a whole and in the Udmurt State University, in particular, is considered. Using the platform of the Google Forms resource, the authors conducted a survey of 80 organizations-employers in order to form a system at the university that provides training of qualified personnel in physical culture and sports. According to employers, in the interpretation of the authors, the system should include: fulfillment of the requirements of the Federal State Educational Standard of the direction 49.03.01 “Physical culture”; requirements of professional standards in the field of physical culture and sports; rating of competencies from employers; practice-oriented approach to teaching in the process of organizing practices and studying sports and pedagogical disciplines. In addition, the authors have systematized and generalized proposals for the formatting of work with applicants and graduates in order to retain personnel in the physical culture and sports organizations of the republic.

To the objective necessity of forming the personality of future physical education teachers in high school there was a need for content development of physical culture competence of students on the basis of mobile learning. Development of competence, which includes a set of common cultural and professional competencies stated in the federal state educational standard of higher education, is presented in the framework of Bloom´s taxonomy of B. on the basis of levels of education. Formation of health and fitness competence of students through the introduction of mobile learning will implement educational technology to meet modern needs of young people and aimed at innovation, creativity, creativity, initiative and interests of teachers and students.

The article deals with the issues of training master’s students in the pedagogical direction of training in the context of updated standards of higher education. The authors propose forms and criteria for evaluating the professional competence of the PC-1 based on the Federal state educational standard Three plus plus training directions 44.04.01 «Pedagogical education», the profile «Educational technologies in the field of physical culture», and the professional standard. In the NSPU Kozma Minin (hereinafter referred to as Minin University) is currently implementing the main professional educational program (opop) in the field of training 44.04.01 Pedagogical education, profile «Educational technologies in the field of physical culture». Opop aims to develop students ‘personal qualities and form universal, General professional and professional competencies in accordance with the Federal state educational standard of higher education in the field of training 44.04.01 – Pedagogical education (master’s level). To form the competence of the PC-1, the curriculum provided for a module «management Technologies in sports organizations» in the amount of 27 credit units. The main purpose of the module is to prepare masters in the field of physical culture to design and manage the educational space, as well as to manage the process of self-development as a person and a professional, which together provides social, personal and professional readiness to improve professional, pedagogical and managerial skills. Examples of project tasks and contextual tasks that determine the degree of formation of undergraduates’ skills to implement modern physical education technologies for training and development of children and adults engaged in educational activities, analyze the process of their effectiveness using modern methods of science, as well as information and innovative technologies are considered. To assess the formation of the PC indicator.1.1. the following forms of assessment were used: report, project task, context task. These forms allow undergraduates to evaluate their knowledge of modern concepts of physical education of students in Russia and abroad, as well as some skills to use methods of designing, implementing and determining the effectiveness of modern physical education technologies for training and development of children and adults.

In the article authors propose the developed content of the discipline “Material and technical support of physical education and sports”. The application of the developed content will contribute to the development of knowledge and skills of bachelor’s degree students in sports, in accordance with the direction of training 49.03.04 “Sport”, recently approved by the Ministry of Science and Higher Education, particularly, in the fi eld of maintenance and operation of sports buildings and facilities. The structure and content of the disciplines “Material and technical support of physical education and sports” are proposed in accordance with the competency-based requirements of the Federal State Educational Standard 3 ++ for the direction of training 49.03.04 “Sport”. Authors recommended labor functions and indicators of achievement, in accordance with the professional standards “Coach” and “Instructor-Methodist”.

The paper deals with the specifics of development of common cultural competence of students majoring in physical culture and sport. Federal state educational standard of the third generation, approved by the Ministry of Education and Science of the Russian Federation, involves development of common cultural competencies that are important for the implementation of the personality program development of a modern expert and a trainer. The value of common cultural competence in the system of modern education increases because of personality-oriented education paradigm, in which the society requires active, capable of self-development and self-education professionals, especially in areas that are vital for the development of Russian society and the state. The paper shows that the development of fitness has formed such a question as fitness pedagogy: it is necessary to determine a set of professional and general cultural competence, content and curriculum framework for future professionals in the field of fitness, to find necessary common cultural competences and how they contribute to the development of the future experts in fitness, how to interact with the professional and general cultural competence in the educational process. Solving this problem will allow to reform the system of experts training in a most optimal and efficient way and will help to realize national objectives to preserve the nations health.
