The paper describes the main approaches to the formation of professionaltion standards, establish certain principles and industry specific, which formed the basis of professional standards projects.

Since its independence in 1984, the government of Brunei Darussalam has made economic diversification as its prime economic agenda to decrease its heavy dependence on oil and gas industry. The oil and gas industry has significantly contributed in the present level of economic prosperity of this small nation of 0.4 million people. However, being a very capital intensive industry it offers few job opportunities. The majority of the local population relies on better paid government jobs in the non-oil sector. As the rate of growth of new employment opportunities created in the public sectors remains far lower than the rate of growth of local labor force, more and more people must be employed by the private sector. However, a small private sector largely consisting of small service enterprises paying lower wages fails to attract local labor force. The result is a continuous increase in the rate of unemployment among locals now standing at over 12%. This paper will review government’s efforts in diversifying its economy to reduce its vulnerability in revenue generation and create jobs for its increasing labor force. Based on a review the paper will suggest some possible solutions that could be considered by the government and the civil society of Brunei Darussalam.

The article considers indicators of the quality of professional education of future workers in the oil and gas industry, the development of which is determined by the state of training. The need to study them for further specifcation is related to the fact that quality has a dynamic characteristic: its content is transformed in accordance with the needs of the state, society and specifc industries. Accordingly, the presence of indicators is the basis for an objective assessment of the quality of professional education, including future workers in the oil and gas industry. As a result of the analysis of scientifc literature, the author comes to the conclusion that there are four relevant aspects of indicators of the quality of professional education. The frst is their focus on educational results that are of priority importance in the employment of graduates. The second is characterized by the following specifcs: inclusion in the content of indicators of labor market requirements. The third aspect is characterized by the fact that in the process of developing indicators of the quality of professional education, it is necessary to take into account the specifcs of specifc professional activities, in particular, future workers in the oil and gas industry. The fourth aspect is the need for indicators to meet the requirements of regulatory documents regulating both educational and future professional activities of graduates: educational and professional standards. In this regard, the priorities of the educational organization that meet the requirements of educational or professional standards are determined. The main indicator of the quality of secondary vocational education is presented by the author in the indicators of achievement of competencies corresponding to the labor functions of the professional standard. The competence of the future oil and gas industry worker is characterized, in turn, as external and internal readiness to perform labor actions and operations. Methods for developing quality indicators are proposed: the frst combines the requirements of educational and professional standards, the second is based on the requirements of the professional standard.

ABSTRACT: This instructional case allows students to apply various professional standards to the evaluation of audit risk, fraud risk, and client acceptance issues on a new client engagement. It focuses on the audit of a new client in the oil and gas industry when information from a whistle-blower raises questions about the possibility of fraud. In Part I of the case, students are asked to identify unique characteristics of the contract bidding practices within this specialized industry, and to evaluate the related audit risk and client acceptance issues. Part II considers the impact of a whistle-blower letter on the auditors’ professional skepticism, communication requirements, and related fraud risk issues.   Suitable for auditing courses at both the undergraduate and graduate levels, this case portrays a timely scenario, not only because of the applicable recent auditing pronouncements, but also because it presents a specialized and regulated industry that has also been highly publicized.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

The article is devoted to the consideration of geopolitical challenges for the analysis of geoenvironmental risks (GERs) in the hydrocarbon development of the Arctic territory. Geopolitical risks (GPRs), like GERs, can be transformed into opposite external environment factors of oil and gas industry facilities in the form of additional opportunities or threats, which the authors identify in detail for each type of risk. This is necessary for further development of methodological base of expert methods for GER management in the context of the implementational proposed two-stage model of the GER analysis taking to account GPR for the improvement of effectiveness making decisions to ensure optimal operation of the facility oil and gas industry and minimize the impact on the environment in the geopolitical conditions of the Arctic.The authors declare no conflict of interest
