A Multistage Stochastic Programming Approach to the Optimal Surveillance and Control of the Emerald Ash Borer in Cities

Emerald ash borer (EAB), a wood-boring insect native to Asia and invading North America, has killed untold millions of high-value ash trees that shade streets, homes, and parks and caused significant economic damage in cities of the United States. Local actions to reduce damage include surveillance to find EAB and control to slow its spread. We present a multistage stochastic mixed-integer programming (M-SMIP) model for the optimization of surveillance, treatment, and removal of ash trees in cities. Decision-dependent uncertainty is modeled by representing surveillance decisions and the realizations of the uncertain infestation parameter contingent on surveillance as branches in the M-SMIP scenario tree. The objective is to allocate resources to surveillance and control over space and time to maximize public benefits. We develop a new cutting-plane algorithm to strengthen the M-SMIP formulation and facilitate an optimal solution. We calibrate and validate our model of ash dynamics using seven years of observational data and apply the optimization model to a possible infestation in Burnsville, Minnesota. Proposed cutting planes improve the solution time by an average of seven times over solving the original M-SMIP model without cutting planes. Our comparative analysis shows that the M-SMIP model outperforms six different heuristic approaches proposed for the management of EAB. Results from optimally solving our M-SMIP model imply that under a belief of infestation, it is critical to apply surveillance immediately to locate EAB and then prioritize treatment of minimally infested trees followed by removal of highly infested trees. Summary of Contributions: Emerald ash borer (EAB) is one of the most damaging invasive species ever to reach the United States, damaging millions of ash trees. Much of the economic impact of EAB occurs in cities, where high-value ash trees grow in abundance along streets and in yards and parks. This paper addresses the joint optimization of surveillance and control of the emerald ash borer invasion, which is a novel application for the INFORMS society because, to our knowledge, this specific problem of EAB management has not been published before in any OR/MS journals. We develop a new multi-stage stochastic mixed-integer programming (MSS-MIP) formulation, and we apply our model to surveillance and control of EAB in cities. Our MSS-MIP model aims to help city managers maximize the net benefits of their healthy ash trees by determining the optimal timing and target population for surveying, treating, and removing infested ash trees while taking into account the spatio-temporal stochastic growth of the EAB infestation. We develop a new cutting plane methodology motivated by our problem, which could also be applied to other stochastic MIPs. Our cutting plane approach provides significant computational benefit in solving the problem. Specifically, proposed cutting planes improve the solution time by an average of seven times over solving the original M-SMIP model without cutting planes. We calibrate and validate our model using seven years of ash infestation observations in forests near Toledo, Ohio. We then apply our model to an urban forest in Burnsville, Minnesota, that is threatened by EAB. Our results provide insights into the optimal timing and location of EAB surveillance and control strategies.

The emerald ash borer (EAB, Agrilus planipennis) is a devastating invasive pest that has killed millions of ash trees in the United States and Canada. EAB was discovered in the US in 2002 and first reported in Minnesota in 2009. It attacks ash trees that are native to the United States, including Fraxinus americana (white ash), F. nigra (black ash) and F. pennsylvanica (green ash). It also attacks Chionanthus virginicus (white fringe tree). Seven species of fungi isolated and identified only from EAB-infested trees in a previous study as having the potential to cause cankers were used to test their pathogenicity in F. americana (white ash). The fungi used were Cytospora pruinosa, Diplodia mutila, Diplodia seriata, Paraconiothyrium brasiliense, Phaeoacremonium minimum, Phaeoacremonium scolyti, and Thyronectria aurigera. Two field experiments that used F. americana used two inoculation methods: woodchip and agar plug inoculations. Results indicated that all of the fungi tested caused cankers in varying amounts, as compared to the controls. The largest cankers were caused by D. mutila (270 mm2), C. pruinosa (169 mm2), and D. seriata (69 mm2). All fungi except for T. aurigera were re-isolated and sequenced to confirm Kochs’ postulates. Canker-causing fungi found in association with EAB galleries have the potential to contribute to tree dieback and mortality.

This paper explores trans temporalities through the experiences of incarcerated trans feminine persons in the United States. The Prison Industrial Complex (PIC) has received increased attention for its disproportionate containment of trans feminine persons, notably trans women of colour. As a system of domination and control, the PIC uses disciplinary and heteronormative time to dominate the bodies and identities of transgender prisoners by limiting the ways in which they can express and experience their identified and embodied genders. By analyzing three case studies from my research with incarcerated trans feminine persons, this paper illustrates how temporality is complexly woven through trans feminine prisoners' experiences of transitioning in the PIC. For incarcerated trans feminine persons, the interruption, refusal, or permission of transitioning in the PIC invites several gendered pasts into a body's present and places these temporalities in conversation with varying futures as the body's potential. Analyzing trans temporalities reveals time as layered through gender, inviting multiple pasts and futures to circulate around and through the body's present in ways that can be both harmful to, and necessary for, the assertion and survival of trans feminine identities in the PIC.

This paper examines the early accounting practices that were used to administer the United States' national land system. These practices are of significance because they provide insights on early governmental accounting and they facilitated an orderly settlement of the western territories. The analysis focuses on the record-keeping and control practices that were developed to meet the provisions of the Land Act of 1800 and to account for land office transactions. These accounting procedures were extracted from the correspondence between the Department of the Treasury and the various land officers.

ABSTRACTObjective: To assess the extent to which the systems in place for prevention and control of routine annual influenza could provide the information and experience needed to manage a pandemic.Methods: The authors conducted a qualitative assessment based on key informant interviews and the review of relevant documents.Results: Although there are a number of systems in place that would likely serve the United States well in a pandemic, much of the information and experience needed to manage a pandemic optimally is not available.Conclusions: Systems in place for routine annual influenza prevention and control are necessary but not sufficient for managing a pandemic, nor are they used to their full potential for pandemic preparedness. Pandemic preparedness can be strengthened by building more explicitly upon routine influenza activities and the public health system’s response to the unique challenges that arise each influenza season (eg, vaccine supply issues, higher than normal rates of influenza-related deaths). We evaluated the prevalence, awareness, treatment, and control of hypertension (defined as a systolic blood pressure [BP]) ≥140 mm Hg, diastolic BP ≥90 mm Hg, or a self-reported use of an antihypertensive agent) among US adults, stratified by race/ethnicity. This analysis included 16 531 nonpregnant US adults (≥18 years) in the three National Health and Nutrition Examination Survey cycles between 2013 and 2018. Race/ethnicity was defined by self-report as White, Black, Hispanic, Asian, or other Americans. Among 76 910 050 (74 449 985–79 370 115) US adults with hypertension, 48.6% (47.3%–49.8%, unadjusted) have controlled BP. When compared with BP control rates for White adults (49.0% [46.8%–51.2%], age-adjusted), BP control rates are lower in Black (39.2%, adjusted odds ratio [aOR], 0.71 [95% CI, 0.59–0.85], P <0.001), Hispanic (40.0%, aOR, 0.71 [95% CI, 0.58–0.88], P =0.003), and Asian (37.8%, aOR, 0.68 [95% CI, 0.55–0.84], P =0.001) Americans. Black adults have higher hypertension prevalence (45.3% versus 31.4%, aOR, 2.24 [95% CI, 1.97–2.56], P <0.001) but similar awareness and treatment rates as White adults. Hispanic adults have similar hypertension prevalence, but lower awareness (71.1% versus 79.1%, aOR, 0.72 [95% CI, 0.58–0.89], P =0.005) and treatment rates (60.5% versus 67.3%, aOR, 0.78 [95% CI, 0.66–0.94], P =0.010) than White adults. Asian adults have similar hypertension prevalence, lower awareness (72.5% versus 79.1%, aOR, 0.75 [95% CI, 0.58–0.97], P =0.038) but similar treatment rates. Black, Hispanic, and Asian Americans have different vulnerabilities in the hypertension control cascade of prevalence, awareness, treatment, and control. These differences can inform targeted public health efforts to promote health equity and reduce the burden of hypertension in the United States.

Background Tuberculosis (TB) is the leading cause of death from a single infectious agent, with around 1.5 million deaths reported in 2018, and is a major contributor to suffering worldwide, with an estimated 10 million new cases every year. In the context of the World Health Organization’s End TB strategy and the quest for digital innovations, there is a need to understand what is happening around the world regarding research into the use of digital technology for better TB care and control. Objective The purpose of this scoping review was to summarize the state of research on the use of digital technology to enhance TB care and control. This study provides an overview of publications covering this subject and answers 3 main questions: (1) to what extent has the issue been addressed in the scientific literature between January 2016 and March 2019, (2) which countries have been investing in research in this field, and (3) what digital technologies were used? Methods A Web-based search was conducted on PubMed and Web of Science. Studies that describe the use of digital technology with specific reference to keywords such as TB, digital health, eHealth, and mHealth were included. Data from selected studies were synthesized into 4 functions using narrative and graphical methods. Such digital health interventions were categorized based on 2 classifications, one by function and the other by targeted user. Results A total of 145 relevant studies were identified out of the 1005 published between January 2016 and March 2019. Overall, 72.4% (105/145) of the research focused on patient care and 20.7% (30/145) on surveillance and monitoring. Other programmatic functions 4.8% (7/145) and electronic learning 2.1% (3/145) were less frequently studied. Most digital health technologies used for patient care included primarily diagnostic 59.4% (63/106) and treatment adherence tools 40.6% (43/106). On the basis of the second type of classification, 107 studies targeted health care providers (107/145, 73.8%), 20 studies targeted clients (20/145, 13.8%), 17 dealt with data services (17/145, 11.7%), and 1 study was on the health system or resource management. The first authors’ affiliations were mainly from 3 countries: the United States (30/145 studies, 20.7%), China (20/145 studies, 13.8%), and India (17/145 studies, 11.7%). The researchers from the United States conducted their research both domestically and abroad, whereas researchers from China and India conducted all studies domestically. Conclusions The majority of research conducted between January 2016 and March 2019 on digital interventions for TB focused on diagnostic tools and treatment adherence technologies, such as video-observed therapy and SMS. Only a few studies addressed interventions for data services and health system or resource management.

<p>This paper analyses the Double Irish and Dutch Sandwich tax structures used by large multinational enterprises. These structures enable companies to shift significant profits to offshore tax havens through the use of wholly owned subsidiaries in Ireland and the Netherlands. Application of the New Zealand General Anti-Avoidance rule in s BG 1 of the Income Tax Act 2007 reveals that any attempt to counteract these structures would be highly fact dependent. The paper concludes that it would be possible to apply the rule, but that there would be practical difficulties in relation to enforceability of the Commissioner’s ruling. A similar result was reached when applying the United States General Anti-Avoidance rule. The attempted application of the General Anti-Avoidance rules reveals a fundamental flaw in the income tax system. That is, the inability of the current system to regulate and control intangible resources and technology based transactions.</p>
