Impacts of COVID-19 on parents with small children in South Korea: survey findings and policy implications

The COVID-19 pandemic has emphasised the importance of care and care work, and exposed pre-existing inequalities. Our survey of the impacts of COVID-19 on parents with small children in South Korea reveals that mothers were much more likely to bear the increased burden of childcare than fathers, which, in turn, had direct and negative impacts on their well-being. We discuss how South Korea’s dualised labour market, gender-biased employment practice, social norms about childcare and instrumental approach to family and care policies may have contributed to the persistent unequal distribution of unpaid care work within households and gender inequality.

The present study examined trajectory patterns of self-rated health (SRH) among older rural Chinese adults and gender differences in the relationship between intergenerational relationships and SRH trajectories. Using data from four waves of a longitudinal study on the well-being of older adults in Anhui province, a general growth mixture model was estimated to examine the SRH trajectory patterns and antecedents of SRH trajectory class memberships. A two-class model was selected to interpret the SRH trajectory patterns. The two classes were labeled remaining poor and good but declining. Intergenerational relationships were a significant antecedent of SRH trajectory class memberships among men but not women. Gender differences in the cumulative effects of intergenerational relationships on the health of older adults were identified in rural China. Policy implications regarding how to help rural families support their elderly members are discussed.

COVID-19 has affected individuals and communities in gendered ways. A spike in men’s violence against women has been documented in multiple settings.  Women have faced disproportionate job losses in many countries. Men have died at higher rates from COVID-19 for both biological and social causes. Masculinist responses by some national leaders, and men’s lower propensity to adhere to COVID-19 related health recommendations are also gendered. Research further confirms that both women and men in the context of heterosexual households increased their time devoted to unpaid care, even as women’s increases were generally higher. In the face of these challenges some NGOs increased programming to engage men in violence prevention and carried out advocacy to promote men’s more equitable participation in unpaid care work.  As the world recovers from the pandemic in 2021, an understanding of how masculinities and gender norms and power dynamics affect recover will be vital.

In Western countries, moving toward more sustainable lifestyles often involves the disruption of well-established routines and habits in relation to consumption domains such as food, washing and cleaning, heating and cooling, transportation, and managing “stuff” more generally. These activities are deeply embedded in our everyday lives and often tied to care, which is the work invested in maintaining the well-being of oneself and others. In this paper, we are interested in the ways sustainable consumption and care interlock within the household, how they relate to gender inequalities, and how change toward more sustainable lifestyles can both impact and be impacted by these inequalities. With this in mind, we conducted a critical review of the academic literature by analyzing a corpus of 75 papers on household consumption and sustainability, paying particular attention to the role authors attribute to care and gender. The analysis shines light on the relational character of care and consumption, emphasizing the ways sustainable consumption is dependent on relationships within and outside the home. We suggest that care often acts as a barrier to the establishment of more sustainable consumption practice. Care work, per definition, upholds routines and habits while mobilizing the very resources that are needed to transform them. This insight invites us to rethink the role of households as a site for change. We suggest that the transition toward more sustainable consumption practices within the home relies on reducing and redistributing care work, transforming the world of work, and actively promoting an ethos of care that includes people, other beings, the material world and the planet.

Abstract Objectives This paper analyzes results from focus groups held with women physicians in British Columbia which explored questions around how gender norms and roles influenced their experiences during COVID-19. Methods Four virtual focus groups were organized between July and September 2020. Participants (n = 27) were voluntarily recruited. Data were analyzed using applied thematic analysis. Results In addition to the COVID-19-related changes experienced across the profession, women physicians faced distinct challenges related to an increase in unpaid care responsibilities, and often felt excluded from, and occasionally dismissed by, leadership. Women leaders often felt their contributions were unrecognized and undervalued. Participants drew strength from other women leaders, peer networks, and professional support, but these strategies were limited by unpaid care and emotional labour demands, which were identified as increasing risk of burnout. Discussion Even though women physicians hold a degree of relative privilege, unpaid care work and gender norms contribute to distinct secondary effects of COVID-19. Women physicians link these to pre-pandemic assumptions (within families and communities) that women would absorb care deficits at their own cost. Health system leadership continues to reflect a masculine normative experience wherein the personal and professional are separated, and which devalues the emotional labour often associated with feminine leadership. The strategies participants employed to address negative impacts, while demonstrating resourcefulness and peer support, reflect individualistic responses to social-structural challenges. There is a need for greater recognition of women’s contributions at home and work, increased representation in decision-making, and practical supports such as childcare and counselling.

Care work is the heartbeat of every society: it contributes to our wellbeing as a nation and is crucial for our social and economic development. Yet the disproportionate responsibility for unpaid care work results in time poverty and significant opportunity costs, particularly among the poorest and most marginalized women and girls. This policy brief outlines why unpaid care work is a critical development, economic and gender equality issue for Kenya. It draws on two sets of evidence from Oxfam’s Women’s Economic Empowerment and Care (WE-Care) programme, which explore the impact of women and girls’ heavy and unequal unpaid care responsibilities both before and during COVID-19.

Abstract Introduction In Europe, young sexual and gender minority (SGM) people continue to face discrimination in the labour sector despite advances in legislation towards their acceptance and equal treatment. Non-discrimination policy strategies helping SGM individuals are not equally enforced in all contexts, making it difficult for many SGM individuals to disclose their identity, hence undermining their health and well-being. Methods Qualitative semi-structured interviews were conducted between October 2020 and February 2021 with 55 SGM youth (18–27 years) having work experience from Austria, Croatia, Serbia, Slovakia, Spain and the UK. Results From the analysis, three overarching themes were significant: (1) societal discrimination played a major role in sociocultural factors and policy considerations, (2) workplace discrimination had distinct factors and impacts on SGM individuals and (3) SGM inclusion should use strategies to ensure workplace diversity and equality. Conclusions SGM individuals from contexts of poor acceptance tended to hide their identity in the workplace, while transgender and non-binary individuals were prone to experience force-disclosure and discrimination in all aspects of employment. There is a lack of resolute reaction from policy makers in managing problems faced by SGM people in workplaces. New laws improving the status of SGM people need to be further adopted, staff training should be implemented, and managers are crucial in achieving an inclusive climate in the workplace. Policy Implications It is essential to implement policies on how to effectively handle problems faced by sexual and gender minority people in the workplace.

Providing caregiving to family members with multiple chronic conditions (MCCs) can interfere with employment status and have a negative impact on caregivers’ well-being. The qualitative analysis of 13 Canadian employees who were also simultaneously providing unpaid care (carer-employees) identified three themes that highlight work interference, negative impacts on well-being, and workplace culture. The findings call for employers to provide health promotion strategies and a supportive workplace culture that reduce workplace interference while being responsive to the unique needs of carer-employees.

Access is a key foundation to achieve digital inclusion, however, in many countries, including G20 economies, structural inequalities such as those in income, education and employment opportunities increase barriers to technology access and use, which women are likely to experience more severely. When promoting policies to facilitate the participation of women in the paid economy, flexible working (including teleworking), is often promoted as a solution. However, studies in several countries show that the digital world of work could further cement traditional gender roles. The digital gender divide has been recognized as a challenge to achieve gender equality for women, particularly as the 4th Industrial Revolution continues to increase the pace of change of information and communication technologies. As societies become increasingly dependent on digital technology, women are at risk of losing out on the positive promise of full participation in digital economies. Reports around the world are showing that during COVID-19 crisis, inequalities are being exacerbated, and so across the world, women are being affected more severely by the socioeconomic impacts of this Pandemic. Many women are juggling an increase in unpaid care work while also contending with paid work, now in a new form: the Digital World of Work, Teleworking and its implications. The pressure of balancing work and family life is taking a severe toll on women’s well-being. Before the pandemic of COVID-19, women globally did nearly three times as much unpaid care and domestic work as men. But after the Pandemic, the care work at home has really grown exponentially. Besides the direct impacts of the pandemic, the response is also exacerbating inequalities. In particular, the closure of schools and nurseries has revealed the fragility of women’s participation in the paid economy. The school closures and household isolation are moving the work of caring for children from the paid economy ‒ nurseries, schools, babysitters ‒ to the unpaid one. This really underpins so many of the inequalities that women experience. While both women and men are suffering the economic fallout of the virus across the world, it is women who are being disproportionately more constricted by it. The right to disconnect, is design to establish boundaries around the use of electronic communication after working hours and to provide employees with the right to not engage in any work-related activities at home. It is often looked upon as an individual right of the employee to not only disconnect but also to not be reprimanded for failing to connect – or rewarded for constantly staying connected. Because of social and cultural roles and stereotypes, women have more responsibility for their families and homes than men, and may not be able to stay connected after the formal working day ends even if they wanted to. This is particularly the case for single mothers, for whom a right to disconnect could have a proportionally larger positive impact than for other employees.  We intend to analyze how the structural and sociological phenomenon, that women experience, articulates with the Digital World of Work and the Right to Disconnect, paying special attention to family work balance and fair family responsibilities distribution.

Women’s unpaid care and domestic work is gaining relevance in policy-making as well as in academia. Feminist scholars and activists have lobbied successfully for the integration of unpaid care and domestic work into the Sustainable Development Goals (Goal 5.4) of the United Nations in the hope for greater recognition of women’s contribution to the economy. Policy documents about social reproduction highlight women’s disproportionate share of reproductive activities as an obstacle to women’s economic empowerment and as a relic of ‘traditional’ gender roles. Social reproduction is thereby not understood as a merit in itself, but as an obstacle to women’s participation in paid labour. Policy implications will enable certain empowerment effects for some women, but at the same time promote the increasing privatization and commodification of reproductive work across the globe. Rising inequalities between the Global North and South and between women along the categories of class and race will be one major result. To theoretically explain such contradictory effects of the recognition of social reproduction, I use the concept of ‘enclosures’ based on Marx’ ‘primitive accumulation’. Feminist scholars use the concept to explain how unpaid care and housework is commodified or de-commodified to integrate women into the paid labour force or to reduce the costs of social reproduction according to the needs of the economy. The sudden interest in unpaid care and domestic work e.g. in the Sustainable Development Goals can therefore be seen as process of double enclosure, which integrates women into the paid labour force, but also sets the grounds for the further commodification of domestic and care work. This paper aims to critically discuss the sudden interest in unpaid domestic and care work and its contradictory effects from a Marxist feminist perspective and reflects on feminist strategies and movements in global governance. After introducing Marxist perspectives on social reproduction, the question if and how feminist ideas and concepts have been appropriated, the effects and implications of global policies on social reproduction and global inequalities, as well as possible counter-strategies will be discussed.
