It is important to be cautious about making inferences from survey data. This chapter focuses on one very important but unexamined problem, that of the undercount of the poorest in the world. This arises both by design (excluding the homeless, those in institutions and nomadic populations) and in practice (those in fragile households, urban slums, insecure areas and servants/slaves in rich households). In developing countries, it is difficult to make inter-censal estimates because essential data like birth and death registration are not systematically collected. Donors have therefore promoted the use of international standardized household surveys. A possible alternative is Citizen surveys initiated by an Indian NGO (Pratham). Comparisons are made between citizen surveys and contemporaneous Demographic and Health Surveys in three East African countries

Abstract Introduction: The use of antenatal care (ANC) plays a major role in minimizing maternal and child mortality through effective and appropriate screening, preventive, or treatment intervention. Despite the fact that almost all of the pregnancy-related mortalities are largely preventable through adequate use of ANC, Sub-Saharan Africa (SSA) particularly East African Countries continues to share the largest share of global maternal, and newborn mortality. Therefore, this study aimed to estimate the overall magnitude and determinants of ANC utilization in the 11 East Africa Countries from 2010 to 2018 using recent Demographic and Health Surveys (DHS)Methods: A secondary data analysis was done based on DHS from 2010 to 2018 in the 11 East African Countries. A total weighted sample of 89,991 women who gave birth in the 5 years preceding each country’s DHS survey were included in this study. Data processing and analysis were performed using STATA 15 software. Multilevel mixed effect logistic regression model was fitted. Model comparison was done based on Akaike and Bayesian Information Criteria (AIC and BIC). Variables with a p-value≤0.05 were declared as significant determinants of ANC utilization.Results: The magnitude of ANC utilization in East African Countries was 53.03% (95% CI: 52.70, 53.35) with the highest ANC utilization in Kenya (57.64%) and the lowest ANC utilization in Comoros (48.99%). In the multivariable multilevel logistic regression model; age 20-24 (Adjusted Odds Ratio (AOR) = 1.25; 95% CI; 1.17-1.34), 25-29 AOR = 1.47; 95% CI; 1.37-1.58), 30-34 (AOR = 1.58; 95% CI; 1.47-1.71), 35-39 (AOR = 1.63; 95% CI; 1.50-1.77), 40-44 (AOR = 1.64; 95% CI; 1.49-1.81), 45-49 (AOR = 1.71; 95% CI; 1.51-1.93), primary education (AOR = 1.24; 95% CI; 1.18-1.31), richest wealth index (AOR = 1.57; 95% CI; 1.47-1.67), being in rural resident (AOR = 0.93; 95% CI; 0.88,0.98), have media exposure (AOR = 1.11; 95% CI; 1.07-1.15), and being a Zimbabwe resident (AOR = 2.87; 95% CI; 2.55-3.23) were among factors that are significantly associated with ANC utilization.Conclusion: ANC utilization was low in the East Africa countries. Age, women education, wealth index, birth order, residence, media exposure and living countries were major determinants of ANC utilization. It would be useful to increase financial support strategies that enables mothers from poor households to use health services will be advantageous. To increase women’s understanding of the significance of ANC utilization, health education targeting mothers with no education is very crucial.

ABSTRACTBackgroundIn many African countries, there are limited representative data on HIV/AIDS mortality. We tested whether such data could be collected during household surveys periodically conducted in most African countries.MethodsWe added HIV questions to the module on adult and maternal mortality used in Demographic and Health Surveys. We conducted a validation study of the data generated by these questions in northern Malawi. We randomly assigned men and women aged 15–59 years old to a face-to-face interview or audio computer-assisted self-interviewing (ACASI). We compared survey reports of adult deaths to prospective data on mortality and HIV collected by the Karonga Health and Demographic Surveillance Site. We calculated the sensitivity and specificity of survey data in recording the HIV status of deceased siblings of respondents. We adjusted for partial verification bias using multiple imputations.ResultsWe interviewed 535 participants, who reported 885 deaths at ages 15 and older. The added HIV questions yielded largely complete data on the HIV status of respondents’ deceased siblings, particularly those who died recently. The adjusted sensitivity of survey data on HIV status of the deceased was high in both study groups (0.78–0.82). There were few false positive reports of the HIV status of deceased siblings (specificity = 0.96–0.98). ACASI did not improve the accuracy of survey data, but it required more time to collect mortality reports. Asking the HIV questions only took 0.4 minute (≈25 seconds) per deceased sibling in face-to-face interviews.ConclusionsAdding HIV questions to mortality questionnaires used in household surveys yields accurate data on the HIV status of deceased adults. The incorporation of a trade-labour (standards) linkage into the multilateral trade regime of the World Trade Organisation (WTO) has been persistently opposed by developing countries, including those in Africa, on the grounds that it has the potential to weaken their competitive advantage. For that reason, low levels of compliance with core labour standards have been viewed as acceptable by African countries. However, with the impact of WTO agreements growing increasingly broader and deeper for the weaker and vulnerable economies of developing countries, the jurisprudence developed by the WTO Panels and Appellate Body regarding a trade-environment/public health linkage has the potential to address the concerns of developing countries regarding the potential negative effects of a trade-labour linkage. This article argues that the pertinent WTO Panel and Appellate Body decisions could advance the prospects of establishing a linkage of global trade participation to labour standards without any harm befalling developing countries.

AbstractWhereas developed countries were the main players in the GATT dispute settlement mechanism, the era of the WTO saw a sharp increase in the developing countries’ participation in trade disputes. Thus, developing countries are active complainants and defendants in the WTO dispute settlement processes. Nevertheless, African states are still marginalised, and this situation has attracted attention of many scholars. As a result, scholars in the field have come up with many reasons to explain why African states do not appear as either complainants or respondents. The reasons for Africa’s non-participation have been argued to include cost of WTO litigation relative to the gains, low trade volumes, legal knowledge and non-integration of African countries in the WTO system. This article seeks to contribute to the existing literature on Africa’s non-participation in the WTO dispute settlement. The goal in this article is to confirm or dispel assumptions that African states have interests that they need to safeguard through dispute settlement but are inhibited from doing so because of the reasons mentioned above. Unlike other studies, the determination on Africa’s non-participation in the WTO dispute settlement will be approached from African states’ participation in intra-Africa RTA dispute settlement mechanisms. While there are six intra-Africa RTAs notified to the WTO, this work focuses on only two – East African Community and Southern Africa Development Community.

AbstractThe production, compilation, and publication of death registration records is complex and usually involves many institutions. Assessing available data and the evolution of the completeness of the data compiled based on demographic techniques and other available data sources is of great importance for countries and for having timely and disaggregated mortality estimates. In this paper, we assess whether it is reasonable, based on the available data, to assume that there is a sex difference in the completeness of male and female death records in Peru in the last 30 years. In addition, we assess how the gap may have evolved with time by applying two-census death distribution methods on health-related registries and analyzing the information from the Demographic and Health Surveys and civil registries. Our findings suggest that there is no significant sex difference in the completeness of male and female health-related registries and, consequently, the sex gap currently observed in adult mortality estimates might be overestimated.

The countries of Burundi, Kenya, Tanzania, Uganda, Rwanda, and South Sudan geographically lie on the eastern part of the African continent and are member states of the East African Community (EAC), a regional economic bloc. These countries, as many other countries in the world, have important heritage places that are significant to their communities. As a result, these countries have developed various methods of managing this heritage. Heritage management should be understood as caring for a heritage site without compromising its significance so that present and future generations can continue enjoying it. Consequently, countries around the world have put in place various legal regimes that enable them to manage and protect their heritage. Though the East African countries listed belong to the same geographical region and economic bloc, they had differing colonial experiences and, therefore, their legislation regimes, including that governing heritage, may not be exactly the same. Kenya and Uganda, for instance, were British colonies, whereas Tanzania started as a Germany colony but later ended up as a British Protectorate. Rwanda and Burundi also started as Germany colonies but ended up as Belgian colonies. South Sudan, once part of the larger Republic of Sudan, was a British colony. Common to all these countries, however, is the fact that the colonial management system laid more emphasis on the protection of tangible as opposed to intangible heritage, and it also ignored and in most cases destroyed the indigenous management systems that local communities had hitherto used to manage their heritage. Despite gaining their independence from the colonial governments in the early 1960s, these countries, have however, apart from Rwanda, continued to use the inherited colonial legal systems. It is now widely accepted within heritage management circles that unless indigenous heritage management systems are embraced, the local communities tend to feel alienated from their heritage and thus in most cases tend to disregard, ignore, or in some cases destroy the heritage site as it no longer belongs to them but to the state; the end result is that pressure is put on the heritage as the national government institutions do not have adequate financial and human capacity to manage all the heritage resources in their jurisdiction.

Increasingly, the importance of e-government is growing owing to higher quality delivery of government services, improved citizen empowerment through access to e-information, and better interactions between governments and their stakeholders. Despite all this recognition and appreciation of e-government, there is slow uptake and high failure of e-government in developing countries. A huge imbalance still remains between developed and developing countries, specifically in Africa because of numerous impediments. Africa lags far behind all other regions in the world. Some African countries have initiated e-government, such as Ghana, Nigeria, and South Africa, yet others have not taken any initiative or are very slow in realizing its full take off, for instance, Tanzania, Botswana, and Zambia. In light of the above background, the main purpose of this chapter is to determine the challenges and based on the findings make recommendations for adoption of E-Government in Arica. The chapter reviews the theoretical underpinning of E-Government as a tool for modernizing public administration; examines the present state of e-government in Africa; highlights the challenges and barriers African countries encounter in their quest to develop E-Government; reviews the role of public libraries in E-Government, and finally, makes recommendations for E-Government adoption in Africa and other developing countries.
