An Integrated Approach to Disability Policy Development, Implementation, and Evaluation

Abstract This article provides a framework for an integrated approach to disability policy development, implementation, and evaluation. The article discusses how a framework that combines systems thinking and valued outcomes can be used by coalition partners across ecological systems to implement disability policy, promote the effective use of resources, incorporate specific support strategies that advance identified disability policy goals and lead to systemic changes and enhanced personal outcomes, and focus on activities that advance a unified vision for disability policy and the attainment of personal outcomes. The article concludes with a discussion of the significant challenges and opportunities regarding an integrated approach to disability policy in a time of change.

Over the past 10 years, the Southland District Council has developed a proactive integrated approach to economic development. The approach has developed in response to identified needs and opportunities. The strategy recognises the importance of quality recreational opportunities, local services, amenities and infrastructure in the retention of population and attraction of new residents. These are seen as being complementary to initiatives targeted at producing increased employment opportunities. Regional initiatives are undertaken with other authorities or organisations where appropriate, and include: • Tourism Southland • Regional Identity - Branding • Crops for Southland • Topoclimate • Enterprise Connections. A close working relationship and accountability to local communities is maintained through elected members. These include the Mayor, Councillors and 12 Community Boards and 16 Community Development Area Committees. Concept development plans, prepared in conjunction with local communities, provide the basis for identifying local aspirations and priorities and linking these, where appropriate, to regional initiatives to ensure an integrated approach is achieved. A project-based approach and working with groups or organisations with a clear focus and expertise relevant to the project or issue, ensures effective use of resources and the achievement of positive outcomes. Abstract This article discusses how context can be used as an integrative framework to align and promote the seamless integration of disability policies, systems of supports, and personal outcomes in the field of intellectual disability. We describe how disability policy goals serve as inputs to an integrative approach to context, and personal outcomes serve as the intended outputs. We then consider contextual factors that research suggests act as independent or intervening variables and that can be targeted through support strategies to enhance personal outcomes. These independent and intervening variables act as throughputs between disability policy goals and personal outcomes. We introduce a logic model to show how disability policy goals, systems of supports, and personal outcomes can be aligned and discuss the implications of using a context-based integrative framework.

The European Union’s neighbourhood is complex and still far from being stable. In Ukraine, significant progress has occurred in many areas of transition; however, much work remains to be done, especially in the field of regional development and governance where many legacies of the Soviet model remain. At the crossroads between East and West, Ukraine presents an interesting case of policy development as an expression of European Union (EU) external governance. This paper asks the question: why was the relationship between the EU and Ukraine fairly unsuccessful at promoting stability in the region and in Ukraine? What was missing in the European Neighbourhood Policy (ENP) in Ukraine that rendered the EU unable to prevent a conflict on the ground? Reducing nitrogen pollution across the food chain requires the use of clear and comprehensive indicators to track and manage losses. The challenge is to derive an easy-to-use robust nitrogen use efficiency (NUE) indicator for entire food systems to help support policy development, monitor progress and inform consumers. Based on a comparison of four approaches to NUE (life cycle analysis, nitrogen footprint, nitrogen budget, and environmental impact assessment), we propose an indicator for broader application at the national scale: The whole food chain (NUEFC), which is defined as the ratio of the protein (expressed as nitrogen) available for human consumption to the (newly fixed and imported) nitrogen input to the food system. The NUEFC was calculated for a set of European countries between 1980 and 2011. A large variation in NUEFC was observed within countries in Europe, ranging from 10% in Ireland to 40% in Italy in 2008. The NUEFC can be used to identify factors that influence it (e.g., the share of biological nitrogen fixation (BNF) in new nitrogen, the imported and exported products and the consumption), which can be used to propose potential improvements on the national scale.

Projects that require analytical support can evolve from a number of different situations, for example new molecular entities from drug discovery; process changes; packaging changes; site changes; line extensions; and inlicensed projects and compounds. Laboratory automation has been shown to provide a viable and practical solution to assisting in analytical development. However, it is not always the most logical answer. A truly flexible and responsive analytical unit will make a decision on a case-by-case basis, when faced with a new project, whether it is best to: automate some or all aspects/testing involved; contract out to a reputable and approved contract research organization (CRO); hire temporary help; use available in-house resources; use a combination of the options shown above (for example to evaluate the complexity of the new project versus what the in-house resources are currently working on). The paper discusses the advantages and disadvantages of the various options with respect to providing analytical support and suggests optionsfor the most effective use of resources. The role of automation as one of the important tools in the arsenal of these options is highlighted.

Canada is preparing to initiate a challenging, but potentially ground-breaking, strategic assessment on the implications of its climate change mitigation commitments for project assessments. The strategic assessment is immediately needed to provide project-level guidance for decision makers who will be required under new federal legislation to consider the extent to which each assessed project “contributes to sustainability” and “hinders or contributes to” meeting Canada’s climate commitments. However, Canada, like many other countries, has not yet translated its Paris Agreement climate commitments into an adequate suite of specific policies, pathways, budgets, and other directives for compliance. Consequently, the climate commitments’ strategic assessment will need to play a fully strategic role—in policy development as well as policy interpretation and elaboration for assessment purposes. This paper outlines the key considerations and required steps for a strategic assessment that fills the policy gap between Paris and projects, and develops guidance centred on a suite of tests for evaluating proposed major projects that may have important effects on Canada’s prospects for meeting its climate commitments.

Purpose Within the “wicked” concept of ageing, this paper aims to primarily model an integrated approach to identifying and evaluating opportunities that deliver innovative outcomes in Ageing Well Practice, Health and Economic Policy and Research Actions using a collaborative and entrepreneurial mindset. The strategic focus is on a “Boomer” (user)-driven and facilitated Network – that brings together health professionals, research specialists, technologists, ageing well providers, “encore” career specialists, life-style providers, community groups, wealth creation specialists and industry innovators to streamline the progression of identified concepts to valued users and markets and enhance the economy. Design/methodology/approach Using the unit of analysis for innovation, i.e. the “added-value” as perceived by the user and not simply a product or a technology, the identified “opportunity-outcome” will embed a new service concept or intervention, which embraces and promotes ageing well, independent living or resident-centred care in the community and delivers direct and indirect economic benefits. Findings The authors model a point of differentiation in facilitating existing ageing well policies in the community, through a focus on an integrated and multi-dimensional collaborative framework that can deliver user value and contributes to community and economic benefits. Research limitations/implications Generalising results without a commercial business case from this single strategic viewpoint requires caution. The positive outcomes from this innovation collaborative concept can be used to guide further policy development and business investment in ageing well needs. Practical implications Such an integrated innovation collaborative structure provides the capacity to identify ageing well opportunities, to contract enterprises, both SMEs’ and larger companies, for development of the opportunities into user-valued outcomes, to network venture resources and deliver these outcomes to a sustainable market of ageing well citizens. Social implications The Ageing Well Innovation collaborative framework identifies practical ways to integrate new concepts of ageing participation to be realised by the increasing number of “Boomers”. It provides a self-managing process for linking individuals, public and private parties to maximise information and ideas flow, and engagement of the skilled resources in the Boomer group. Originality/value The innovation collaborative structure proposed is not simply novel but is a targeted focus on entrepreneurship and innovation applied strategically to the needs of ageing boomers and community needs. The added-value is in the demonstrated enhancement to effective innovation outcomes in community ageing and the economy.
