5. THE LIMITED IMPACT OF THE ASEAN ECONOMIC COMMUNITY ON SKILLED LABOUR MIGRATION

The opportunities and challenges for Cambodia from the free flow of skilled labour in the ASEAN Economic Community (AEC) has been a topic of heated discussion amongst the general public, learners, researchers, skilled workers, people in charge of skilled labor, as Cambodia prepared to enter the ASEAN Economic Community at the end of 2015. A descriptive statistical analysis in the Statistical Package for the Social Science, version 23.0 shows that there is optimism on the participation of Cambodia in the AEC. Firstly, 81 per cent of respondents supported that free flow of skilled labour as an opportunity for Cambodians to participate in the job market in ASEAN. Secondly, 77 per cent of participants accepted that “Free flow of skilled labour in ASEAN offers opportunities for Cambodians to get well-paid jobs in the region of ASEAN.” Thirdly, 84 per cent of respondents agreed that “free flow of skilled labour in the ASEAN helps inspire local education”. However, there were challenges for Cambodia, indicated by 75 per cent of respondents thinking that the country lacks skilled labour to challenge other ASEAN professionals. 70 per cent of respondents considered the inflow of foreign skilled labour as a threat to local jobs seekers, while 81 per cent of respondents agreed with the statement “the imbalanced agreement implementation on skilled labour in ASEAN is Another barrier in ASEAN’s jobs finding for Cambodian skilled workers,” Toward the solutions to reduce the challenges and to better the opportunities for Cambodians, suggestions have been observed; firstly, 72 participants recommended that education reform, further vocations and trainings for Cambodians should be better improved. Secondly, 23 participants advised that creating more local jobs should be further done and thirdly, 21 participants commented that Cambodian skilled workers should improve their knowledge of the English language, as it is very important in Cambodia, the ASEAN and the world in pursuing their present and future’s studies and works.

Masyarakat Ekonomi ASEAN adalah salah satu pilar pembentukan Komunitas ASEAN dan merupakan bentuk integrasi ekonomi regional yang mulai di berlakukan pada tahun 2015. Pemberlakuan tersebut akan menjadikan ASEAN sebagai pasar tunggal dan basis produksi dimana terjadi arus barang, jasa, investasi dan tenaga terampil yang bebas serta aliran modal yang bebas antar-negara di kawasan ASEAN. Arus bebas tenaga kerja terampil tersebut harus dimanfaatkan oleh Indonesia sebagai peluang dalam menyerap tenaga kerja dan mengurangi pengangguran. Hal yang menjadi permasalahan adalah bagaimanakah kebijakan pemerintah dalam bidang ketenagakerjaan dalam mempersiapkan tenaga kerja terampil menghadapi Masyarakat Ekonomi ASEAN 2015. Dengan menggunakan metode penelitian yuridis normatif dapat disimpulkan bahwa terdapat berbagai kebijakan dalam bidang ketenagakerjaan yang mendukung terciptanya Sumber Daya Manusia yang berkualitas atau tenaga kerja terampil. Maka dari itu, Undang-Undang Nomor 13 Tahun 2003 tentang Ketenagakerjaan dan berbagai kebijakan lain yang mengamanatkan pemberian pelatihan kerja serta pembentukan Badan Nasional Sertifikasi Profesi yang bertugas memberikan sertifikasi kompetensi kerja harus dioptimalkan, guna mempersiapkan tenaga kerja terampil, berkualitas dan berdaya saing serta diakui oleh negara ASEAN lainnya dalam menghadapi Masyarakat Ekonomi ASEAN 2015.<p>ASEAN Economic Community is one of the pillars of the establishment of the ASEAN Community which formally as a form of regional economic integration that will enter into force by 2015. This enforcement will make ASEAN as a single market and production based where there are flow of goods, services, investment and skilled labor that is free and free capital flows among ASEAN member countries. Free flow of skilled labor should be used by Indonesia as an opportunity to absorb employment and reducing unemployment. The issue of this subject is how the government policy in the field of labor in preparing skilled labour in facing the ASEAN Economic Community 2015. By using the method of juridical normative research can be concluded that there are a variety of employment policies supporting the creation of high quality human resources or skilled labor.Thus, Law of Republic of Indonesia Number 13 year 2003 on Employment and another regulations that mandate the provision of vocational training and the establishment of the National Professional Certification which in charge of certifying the competence of work must be optimized in order to prepare skilled labour, high quality and having competitiveness and recognized by the other ASEAN countries in facing the ASEAN Economic Community 2015.</p>

The AEC is the founder of the ASEAN Community and the formation of regional economic integration, which was implemented in 2015. The implementation of ASEAN is made up of the flow of services/goods on a single product and market basis, skilled labour, investment, and free capital flows between countries in the ASEAN region. As an opportunity at the time of employment and as a substitute for unemployment, the Indonesian state must be utilized free of skilled labour. The issues that have arisen are how the employment arrangements in Indonesia are? How to optimize Indonesia’s employment arrangements in the AEC era? The method of approaching this research is the normative juridical method. The research shows that there are arrangements in the field of manpower that help realize quality human resources and skilled labour. It also states that Law No. 13 of 2003 on Manpower and other policies that provide job training and certification of work competencies that optimize employment to be more qualified, skilled, and competitive and recognized by other ASEAN countries in facing the AEC.

The article examines whether, and how far, the ASEAN Economic Community (AEC) has triggered a discourse on labour migration in ASEAN member countries which exhibits a tendency towards securitising the free flow of labour. It begins with the observation that fears linger in ASEAN’s member countries that market liberalisation may not only lead to a flooding with imported goods, but also intensify intra-regional labour migration. The ushering in of the AEC can thus be considered a critical juncture facilitating ideational changes and so exacerbating labour migration politicisation. Resting on the Copenhagen School’s securitisation theory and a discourse analysis of 72 newspaper articles, and based on a taxonomy of politicisation, the article’s major findings are that the level of politicisation is limited in the four countries under investigation. Surprisingly, it is higher in Indonesia than in Singapore and Malaysia where securitisation effects would have been expected. Explanations suggest that issues such as terrorism and maritime border concerns are currently more conducive for securitisation. In Indonesia and Singapore, the level of politicising post-AEC labour migration is higher than in Malaysia and the Philippines due to deeply inculcated vulnerability and survival discourses, which let elites respond seismically to global and regional developments.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. Indonesia dengan jumlah penduduk yang terbanyak dikawasan ASEAN harusnya itu menjadi modal besar untuk meningkatkan produktifitas menjelang era MEA 2015. Sebagai salah satu dari tiga pilar utama ASEAN Economic Community 2015, ASEAN Economic Community yang dibentuk dengan misi menjadikan perekonomian di ASEAN menjadi lebih baik serta mampu bersaing dengan Negara-negara yang perekonomiannya lebih maju dibandingkan dengan kondisi Negara ASEAN saat ini. Dalam memberdayakan sumber daya manusia yang ada, khalifah umar bin khattab melakukan berbagai macam cara untuk memberdayakannya, yaitu: Tazkiyah dan Taklim, Pelatihan dan Meraih Keterampilan, Makanan, Kesehatan, dan Kepedulian Sosial. Dengan melakukan langkah-langkah yang telah dilakukan umar bin khattab dalam memberdayakan sumber daya insani, penulis yakin indonesia bisa berjaya para era ASEAN Economic Community (AEC) 2015 nanti, dan bisa bersaing dengan negara-negara maju.
