Many studies have considered the location of rural waste transfer stations, but most have omitted the impact of transportation network conditions. Traffic accessibility must be considered in optimizing the location of rural waste transfer stations, which is an important difference from the location of rural waste transfer stations. On the basis of previous studies, this study will consider the impact of traffic network on the optimization locations of waste transfer station in the rural areas. The objective of this study was to ensure the minimum Euclidean distance between the waste transfer station and the population center is the maximum, minimize the garbage transportation cost of each population center, construction costs for waste transfer stations, construction and upgrade costs for roads on a traffic network. A multi-objective facility location-network design model and an improved multi-objective simulated annealing algorithm was used to solve the problem. A detailed practical case study was used to illustrate the application of the proposed mathematical model. The results show that transportation network plays an important role in facility location optimization, and the improvement of traffic network conditions can greatly reduce waste transportation costs.

Scientific location selection of schools is an important way to optimize the allocation of educational resources, improve the efficiency of operating schools, and realize the balanced development of education, especially in rural areas. Many studies have considered the location of schools, but most have omitted the impact of transportation network conditions and the time cost differences caused by different travel speeds under different road conditions. The object of this study is to minimize the total transportation costs for students, construction costs for new schools, and the construction and upgrading costs for roads on a traffic network with travel time uncertainty indicated by different travel time scenarios. A mixed-integer programming model for this problem was proposed. Furthermore, a hybrid simulated annealing algorithm was used to solve the problem. Finally, a practical case study was used to illustrate the application of the proposed mathematical model. The results showed that the traffic network has an important influence on the optimization location of rural schools, and the improvement of traffic network conditions can greatly reduce the time required for students to travel to school.

Municipal solid waste management (MSWM) has consistently improved to keep up with the vast amount of solid waste in urban and rural areas. Research on optimization for an efficient management system has a place for the collection, transportation and transfer of solid waste. Waste transfer optimization attempts to minimize the inconvenience and costs, which must transfer between waste generation source and waste disposal sites (WDSs). In this paper, a Multi-objective Linear Programming Model for the Two-phase Waste Transfer System (MOLPMWTS) is assumed to be given, with which the two-phase waste transfer stations (WTSs) and motor carriers for waste transfer are take into account. And a two-phase waste transfer system in town of Guzhen, Zhongshan, China, is presented. The case showed a multi-objectives for numerical minimization of allocation of WTSs and transfer carriers.

Transferring plays an important role between different lines of urban rail transport and routine public transit. The convenience of a transfer station not only directly affects the efficiency of the whole traffic network, but also is a key factor that influences travel convenience. Based on GIS, through the study of the convenience at the 16 subway transfer stations in Beijing, the article tries to find the relationship of the evaluations on the transferring between metro-metro and metro-bus. Finally, by further clustering analysis on the spatial distributions of the transferring evaluations, this article reveals the existing problems of the layout of transfer stations and proposes several effective suggestions and countermeasures for them.

In the context of a rapid developing urban economy and the increasing number of motor vehicles, urban commuting transportation has witnessed a serious mismatch between the supply of and the demand for transportation network resources. In developing an urban multi-mode traffic network, using a urban traffic transfer hub to coordinate the transportation capabilities among different traffic networks is perceived to be highly effective for exploring the network transportation capacity of an entire transportation system, and improving travel efficiency and experiences for the public. Based on the super-network model, this paper develops a topological structure for a multi-mode traffic network, in which two typical combined travel modes are selected to establish the path impedance function for that network. Moreover, the multi-mode traffic allocation model and the solving algorithm are constructed in the research. The paper studies the impact of two types of factors related to the transfer capacity of passenger flows based on the regular traffic network of a bus-and-subway transfer hub using a sensitivity analysis of the transfer time and the associated penalty. The findings suggest that both changes in transfer walking time and the transfer penalty have no significant effect on the bus passenger flow.

In order to study the dynamic characteristics of urban public traffic network, this paper establishes the conventional bus traffic network and the urban rail traffic network based on the spaceRmodeling method. Then regarding these two networks as the subnetwork, the paper presents a new bilayer coupled public traffic network through the transfer relationship between subway and bus, and this model well reflects the connection between the passengers and bus operating vehicles. Based on the synchronization theory of coupling network with time-varying delay and taking “Lorenz system” as the network node, the paper studies the synchronization of bilayer coupled public traffic network. Finally, numerical results are given to show the impact of public traffic dispatching, delayed departure, the number of public bus stops between bus lines, and the number of transfer stations between two traffic modes on the bilayer coupled public traffic network balance through Matlab simulation.

This article reports on a proposed evaluation plan that has been developed to assess the work done by the State Information Technology Agency (SITA). The SITA programme was implemented in response to the South African government’s call to improve the lives of the populations in some rural areas through technology. The programme was meant to address slow development in  rural  areas  that  lack  technological  innovations  and  advances.  In  the proposed evaluation plan a review is made of secondary data, deciding how strategic priorities are to be determined, as well as analysis of the rural context environment. The researcher gives an account of how the evaluation strategies are to be piloted and rolled out thereafter. Lessons learnt are recorded and reported upon. A proposed evaluation plan will be developed, based on the lessons learnt in line with the objectives of the project.


The rural non-farm sector (RNFS) involves a spectrum of economic activity in rural areas and encompasses all rural productive entities other than farm holdings. It has the potential to play a pivotal role in holistic and inclusive development of India’s rural areas by increasing the employment and wages of rural labour, which can reduce income inequalities. The review was carried out in order to explain the present status of RNFE state wise as well as overall to get a comprehensive view on the topic. The review study also focuses to disaggregate RNFE on the basis of gender, size of landholding and castes. Literature depicting the impact of RNFE on rural livelihoods especially in employment and poverty and factors determining it also been compiled to get an overall idea on the study.

This research paper is the part of Research Project entitled “Impact of Elected Women Representatives in the Life and Livelihood of the Women in Rural Areas: With Special Reference to Tiruvannamalai District, Tamil Nadu” funded by University of Madras under UGC-UPE Scheme.The 73rd and 74th amendments of the Constitution of India were made by the government to strengthen the position of women and to create a local-level legal foundation for direct democracy for women in both rural and urban areas. The representation for women in local bodies through reservation policies amendment in Constitution of India has stimulated the political participation of women in rural areas. However, when it’s comes to the argument of whether the women reservation in Panchayati Raj helps or benefits to the life and livelihood development of women as a group? The answer is hypothetical because the studies related to the impact of women representatives of Panchayati Raj in the life and livelihood development of women was very less. Therefore, to fill the gap in existing literature, the present study was conducted among the rural women of Tiruvannamalai district to assess the impact of elected women representatives in the physical and financial and business development of the women in rural areas. The findings revealed that during the last five years because of the women representation in their village Panjayati Raj, the Physical Asset of the rural women were increased or developed moderately (55.8%) and Highly (23.4%) and the Financial and Business Asset of the rural women were increased or developed moderately (60.4%) and Highly (18.7%).
