RESUMEN: El objetivo de este artículo es analizar la introducción de criterios de transparencia y rendición de cuentas en la gestión de las regalías petroleras en Colombia. A través del estudio de los Comités de Seguimiento y Evaluación a la Inversión de Regalías (CSIR), se intenta indagar si los dispositivos de control ciudadano implican nuevas condiciones de gobernanza en el sector petrolero. Para ello, se presentan primero los argumentos que facilitan la inscripción de la gestión local de las regalías como un tema problemático en la agenda pública. Posteriormente, se describe el surgimiento de los CSIR en respuesta a dicho problema, se analizan los factores que permiten su desarrollo y el nuevo tipo de interacciones Estado-Sociedad que genera su implementación en el ámbito local. En el último aparte, se presentan las inquietudes que suscitan estas nuevas condiciones de gobernanza en términos de su contenido democrático y de sus alcances. ABSTRACT: This article aims at analyzing the introduction of transparency and accountability standards for oil royalties’ management in Colombia. Through the study of the Royalties’ Investment Evaluation and Follow-Up Committees (CSIR), the article intends to understand if the social accountability mechanisms create new governance conditions in the oil sector. The first part presents the arguments that support the positioning of royalties’ management as a problematic topic on the public agenda. Then, the emergency of CSIR is described as a response to such problem, analyzing the elements that make possible its development and the new type of State- Society interactions engendered through its implementation at the local level. Finally, the article presents some questions about the democratic content and the real scope of these new governance conditions. RESUMENLas infraestructuras de transporte presentes sobre el territorio condicionan las relaciones sociales y de comunicación de muchos espacios. Grandes estaciones, puertos o aeropuertos se presentan como ejes de centralidad sobre los que se distribuyen flujos de mercancías y personas, configurando a su vez el diseño y la funcionalidad de las ciudades. Hoy en día, con el avance producido en sectores como el ferrocarril de alta velocidad, las estaciones han transformado su función principal de nudo de intercambio, proyectándose como nuevos espacios comerciales y de negocio. En este artículo se analiza este nuevo fenómeno de transformación espacial y social vinculado a la alta velocidad ferroviaria, focalizando su ámbito en España. Se desgrana a su vez el papel de las comunidades sociales, políticas y empresariales para la ciudad y el espacio público presentes en las nuevas estaciones de ferroviarias. Palabras clave: ferrocarril; espacio público; urbanismo. ABSTRACTThis work aims to discuss the transport infrastructures presents on the territory and the conditions to the social and communication relations of many spaces. Large stations, ports or airports are presented as axes of centrality on which flows of goods and people are distributed, configuring in turn the design and functionality of cities. Nowadays, with the advance produced in sectors such as high-speed rail, the stations have transformed their main function as an exchange hub, projecting themselves as new commercial and business spaces. This article analyzes this new phenomenon of spatial and social transformation linked to high-speed rail, focusing its scope in Spain. At the same time, the role of the social, political and business communities for the city and the public space present in the new railway stations.Keywords: railroad; public space; urbanism.

Religious diversity is posing new and urgent challenges to local authorities and there is no solid foundation of expertise in dealing with this issue at the local level. In some European cities, interfaith platforms are providing local authorities with new governance tools to cope with the challenges of religious diversity and are generating new ways of framing and representing religion in the public sphere. The author takes the city of Barcelona as a case study with the aim of exploring the emergence of a new model for dealing with religious minority issues that goes beyond State–Church relations and the political legacies in this area.

IntroductionThe intention of this study is to show the frequency of the burnout syndrome among the population seen at psychiatric ER for the most severe complication of the burnout, the suicide attempt.Objective(a) To demonstrate the frequency of burnout among the population examined at psychiatric ER for suicide attempt.(b) To establish a correlation between the frequency of burnout and:– the socio-demographic characteristics;– the psychiatric follow-up;– the type of personality found.MethodsDescriptive study on a sample of 92 patients examined at psychiatric ER between 01/02/2014 and 01/06/2014 after a suicide attempt, seen by a single doctor. The patients received the Maslach Burnout inventory (MBI).ResultsThe frequency of burnout among the population consulted for suicide attempts is 8.7%. The limitations of this study were: the use of MBI questionnaire only by one doctor and a collection of data carried on a certain period of time.I managed to characterize the population seen after the suicide attempt induced by the burnout: 88% women; 25% foreign population working in a context with many responsibilities; the predominance of obsessive personality – 50%, followed by anxious personality type – 25%; the suicide attempt was done by a population without psychiatric history and without psychiatric follow-up – 75%; the studied population is divided between patients working in a high responsibility environment – 36% and patients working in the social or the public environment – 63%.Eighty-eight percent of patients were brought in after their first suicide attempt.ConclusionDespite the fact that until now a unanimous definition has not been formulated on the CIM-10, the burnout syndrome is one of the most popular disorders.The problematic is real, considering that this syndrome, which starts with a psychological distress, can escalade to a self-aggressive behaviour.Disclosure of interestThe authors have not supplied their declaration of competing interest.

The article shows that the ongoing processes of networkization, digitalization and hybridization lead to the creation of such a sociotechnical phenomenon as information and analytical platforms, which actualize a new type of social network relations between authorities and citizens in the public space of communications. In these conditions, a new methodology of public administration is required, which would take into account the digital realities of the modern world. According to the authors, the new concept of public administration should be built taking into account the development of a methodology for the following mutually conditioned processes: 1) creation of information and analytical platforms of the digital society; 2) formation of social structures in the network space; 3) configuration of relational networks for solving socially significant problems. It should be based on the actor-network concept and the digitalization ethics, the social network analysis, the relational sociology, the concept of figuration, the fractal-evolutionary concept, the concept of configuring a relational network of stakeholders.


Interestingly, for the year 2016, there are 10,532 registered not-for-profit agencies with Register of Society (ROS). Malaysian humanitarian relief Non-Governmental Organisations (NGOs) has risen to another platform to be world-recognised agencies. The humanitarian NGOs receive millions ringgit donations from the financial donors for distribution to the refugee and vulnerable community. With huge amount of money received and trust given by the public, the NGOs have to account for their actions to the upward-downward parties. The research investigate the social engagement undertaken by the NGOs in distributing the public donations to the. Thus, the aims of the research are to explain the social actions undertaken by the humanitarian relief mission NGO to discharge the social accountability to the community, to analyse the performance measurement indicator in deliberating the community’s engagement within the humanitarian relief mission and to conceptualise social accountability model for the humanitarian relief mission. The grounded theory is employed in explaining the human agency’s actions through social constructionist position within the humanitarian relief NGOs, through a series of in-depth interviews, memos, documentary reviews and observations. This methodological foundation considers how social phenomena or objects of consciousness develop in social contexts by understanding of human’s actions. The paper reveals the underpinning social engagement and values articulated by the humanitarian relief agencies and in-depth understand of social accountability for humanitarian relief mission, particularly the aid deployment in the Islamic region. The paper is essential in decision making related to national social policy that relates to National Key Results Areas (NKRAs) in prioritising needs of the people. Additionally, it will develop a social accountability model for the government in supporting the NGOs action; monitoring the cash flow from the donors, NGOs and beneficiaries; and supporting the resolution made by Islamic Countries and Organisation for Islamic Cooperation (OIC).

The coronavirus disease 2019 (COVID-19) pandemic—and the social distancing measures that many countries have implemented—have caused disruptions to daily routines. Mental health support and follow-up should be provided even six months after the release from isolation for those individuals with prior vulnerable mental health status. The main aim of the study is to create awareness and knowledge about COVID – 19 and its impact on the mental health of the public. The self-administered design was designed based on awareness. The questionnaire was distributed through google docs link to 100 numbers of the study population who were in lockdown irrespective of age. Methods of representation of each output variable were represented in the pie chart form. The measure that was taken to minimize the sampling bias was that the validity that was checked both internally and externally. The result was statistically analyzed using SPSS software. The participants were explained about the purpose of the study in detail. From the above Survey conducted, 58% of the total 100 participants' mental health being affected due to lockdown imposed due to COVID -19. This COVID 19 has created stress, anxious and nervous situations for 47% of the total participants. Educated people and health professionals are aware of this infection; they take possible preventive measures. They understand the importance of social distancing. So this lockdown is not affecting their mental health.

The development of Renewable Energy (RE) has become a major societal challenge. Even though RE technology is improving fast, the general public has been slow to adopt it. Meanwhile many RE cooperatives have been created; they act as social entrepreneurs in utilizing the social capital of a community to engage the public. Thus, the purpose of this chapter is to consider how they can contribute to the adoption of RE. The author uses an exploratory research design with a multiple case approach drawing on nine RE cooperatives. The chapter discusses a number of actions implemented by cooperatives in order to develop the adoption of RE. These are related to the diminishing of the RE costs, the use of educational campaigns, and the setting of RE projects at local level; the specific status of cooperatives is another facilitating factor. The author concludes by drawing future directions for research and stressing the cultural challenges for the RE cooperative model.

While state legislative rollbacks of public-sector workers’ collective bargaining rights in Wisconsin and other US states in 2011 appeared to signal an unprecedented wave of hostility toward the public sector, such episodes have a long history. Drawing on recent work on “governance repertoires,” this article compares antistate initiatives in Wisconsin in 2011 to two previous periods of conflict over the size and shape of government: the 1930s and the 1970s. We find that while small government advocates in all three periods used similar language and emphasized comparable themes, the outcomes of their advocacy were different due to the distinct historical moments in which they unfolded and the way local initiatives were linked to political projects at the national level. We explore the relationship of local versions of small government activism to their national-level counterparts in each period to show how national-level movements and the ideological, social, and material resources they provided shaped governance repertoires in Wisconsin. We argue that the three moments of conflict over the size of government are deeply intertwined with the prehistory, emergence, and rise to dominance of neoliberal political rationality and can provide insight into how that new “governance repertoire” was experienced and built at the local level.

Different forms of planning and urban design works are used in the process of decision-making on the local level, starting with visions of development, through comprehensive or master plans, finishing with the implemented action plans. Also, various kinds of social participation can be used in the process in spatial planning. The method of participation depends on the range of willingness of the local authority to divide the power and include informing, consultation or placation up to real partnership and delegation of power to citizens. Each form of participation is appropriate for a different situation. Generally, the act of using a specific form of participation in the process of creation of urban design or a planning activity is advisable. This article presents the framework of the model of participation suitable for spatial planning process on the local level. That model would be based on common consensus about the utilization of space. The consensus should be worked out in support of disclosed social and economic interests of important stakeholders from different groups of the local society and the public community as well. It is established using feedback loops on the most important steps of work as a method of gaining the best solution.

The ORDO review group was an influential German-speaking liberal school made up of outstanding economists. One of those leaders was Wilhelm Röpke, who did a critical review of the political economy development during the social policy period. Our aim is to show its advisability in order to reconsider the role of the state political economy at «the post-welfarist age». Röpkean thought is based on a humanistic approach to the economy, from which he criticized both paleoliberalism and socialism. Unlike other liberal and libertarian ideologists —Hayek, Mises, Rothbard or Hoppe—, Röpke is not against the public intervention in the economy, providing an alternative to the nineteenth century ideologies: the Third Way.
