The article summarizes the arguments within the scientific discussion about the search of alternative sources of research universities funding in the absence of sufficient support from the government. The main objective of the research is to define the possibility of using the endowment as a fundraising tool to attract alternative sources of funding for research universities in Ukraine. The relevance of solving this scientific issue lies in the fact that modern research universities are independent entities, which according to the Bologna Declaration assume the entire load on the future of the state and have to do it at the highest professional level. This can be ensured through a combination of traditional and modern sources of funding. The world experience of successful implementation of the endowment has been presented. The level of knowledge intensity of GDP, which is one of the key indicators that reflects the level of quality of higher education, has been analyzed. The endowment as one of the most effective fundraising tools is poorly developed in Ukraine. This fact has prompted us to research the main provisions of this phenomenon and to define the conditions for its implementation in Ukrainian research-based institutions of higher education by means of the strategic analysis. The conducted SWOT analysis has made it possible to systematize problem areas of the domestic market of educational services in the direction of creating and using the endowment and predicting possible strategies for its development. Since the Research Universities are considered to be the core of creation of intellectual and innovative products and the crucial mover of scientific and technological progress in the country and in the world, they have been chosen as the research object.  Keywords: fundraising, endowment, Research University, market of educational services, investment, alternative sources of funding

Abstract Culture is a way of life. A recent correspondence emphasizes that it is a contributory factor in combatting the COVID-19 pandemic, and this must be considered by each government around the world. However, I argue that various elements in culture do not need to stop or else it will create public outrage. I therefore propose a win–win solution for both parties with the inclusion of the church that can serve as a framework for the sake of public health. It is primarily based on a kind of behavior that is needed to be embodied by the involved groups—‘supportive’ government, ‘creative’ church and an ‘adaptive’ public. These essential behaviors of all groups are possible to embody for a successful implementation of public health.

The purpose of this research is to plan a creative and workable strategy for PT. Garuda Indonesia Tbk in an effort to respond to competition in the aviation market. This type of research is descriptive qualitative. Methods of data collection using literature study and data analysis used is a SWOT analysis. Based on the analysis of the Cartesian diagram shows that PT. Garuda Indonesia Tbk is included in quadrant II, which is supporting the Diversification strategy. The result of SO strategy analysis is that PT. Garuda Tbk must maximize the government's financial assistance program to restore the company's financial condition as well as to maintain the company's big name. The results of the ST strategy analysis are PT. Garuda Indonesia Tbk must maintain excellent facilities and services in order to face other aviation competitors. The results of the WO strategy analysis, namely the existence of a financial assistance program from the government, can also be used to improve the competence of company human resources. The results of the WT strategy analysis, namely PT. Garuda Indonesia Tbk must reduce operational costs while maintaining quality in order to be able to compete in the world of aviation.

The paper will study on the reality of the policies for development for technology and science information system in the world, the necessary discussion before the development of S&T. The author had in-depth assessment of the macroeconomic policy-oriented goals for the development of S&T information in the maritime sector and the development of Vietnamese science and technology information sources. A number of typical policies have been analyzed in the direction of practical application in the situation that Vietnam has been actively integrating with the world. Orientations for development of science and technology, maritime training and coaching to 2025 and a vision to 2030 with the case study of Vietnam Maritime University.  The article conducted researches, surveys, and interviews on the demand trend of S&T information use of information users and managers in the maritime field in the near future through the questionnaire system. From that, the paper proposed a policy framework to develop the S&T information system in Vietnam's maritime sector and analyze the advantages and disadvantages compared to the current policies. The author conducted a SWOT analysis to assess the strengths, weaknesses, opportunities and challenges of the Maritime Science and Technology Information System. Proposal to supplement new policies and complete amendments to existing ones and assess the possible impacts when applying policies in practice. The article confirms the important role of the proposed policies in the context and the practical situation contributing to the successful implementation of the national maritime strategy.

Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. Diponegoro University is one reputable university belonging to Indonesia. This state university is located in Semarang, Central Java Province. Global dynamics have also colored its journey in implementing its traditionally assigned three missions: teaching, conducting research, and providing public services. These make this university highly confident heading to become a research university. A research university is a step to take that the university has its competitiveness to compete with the others in the world. There are some Higher Education-rankings institutions which evaluate all Higher Education Institutions in the world, such as Quacquarelli Symonds (QS) World University Rankings, Times Higher Education (THE) University Rankings, 4 International Colleges and Universities (4ICU), and Academic Ranking of World Universities (ARWU). Meanwhile, the ministry which has the function to make coordination with higher education institutions in Indonesia has also conducted higher education institutional ratings, primarily for Indonesian internal needs. The criteria of a research university refer to those evaluated by the higher education institutional ratings in the international level. A research university is a new paradigm which encourages a higher education institution in Indonesia to become highly confident to globally compete with the others in the whole world.

Internationalization is an emerging trend in the development of higher education institutions (HEIs). Around the world, several projects and university associations and collaborations are launched to enhance internationalization including in Indonesia. For Indonesia, internationalization is an inevitable process and considered as a strategic step that Indonesian government should take in the globalizing world, especially after the ratification of the General Agreement on Trade in Services (GATS) by the government in 1994. Since then, the Government of Indonesia revises and produces policy and statutory regulations to promote international education in Indonesia and guarantee a good practice of integration of international dimension. Although many studies have been conducted to analyze this trend, very few studies focus on the legislations support for internationalization. For this purpose, the authors analyze the regulation with a normative juridical approach.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

AbstractThe purpose of this study is to review the effectiveness of the implementation of the lesson study in higher education through the review of 28 empirical researches conducted both inGreeceand the world over the past decade (2008-2018). In particular, the benefits, the difficulties and the conditions of effective implementation of the lesson study are examined. The results of the research revealed that the development of co-operation, reflection and professional development of preservice teachers are seen as important advantages due to the implementation of the lesson study. The preparation time, the tensions and the stress resulting from the monitoring of the teaching of their fellow students are mentioned as main difficulties, while participation and cooperation of preservice teachers and their support by trainers are seen as necessary conditions for its successful implementation. There is also a need for further research on the implementation of the lesson study in higher education, mainly inGreece, compared to the international field.
