The paper will study on the reality of the policies for development for technology and science information system in the world, the necessary discussion before the development of S&T. The author had in-depth assessment of the macroeconomic policy-oriented goals for the development of S&T information in the maritime sector and the development of Vietnamese science and technology information sources. A number of typical policies have been analyzed in the direction of practical application in the situation that Vietnam has been actively integrating with the world. Orientations for development of science and technology, maritime training and coaching to 2025 and a vision to 2030 with the case study of Vietnam Maritime University.  The article conducted researches, surveys, and interviews on the demand trend of S&T information use of information users and managers in the maritime field in the near future through the questionnaire system. From that, the paper proposed a policy framework to develop the S&T information system in Vietnam's maritime sector and analyze the advantages and disadvantages compared to the current policies. The author conducted a SWOT analysis to assess the strengths, weaknesses, opportunities and challenges of the Maritime Science and Technology Information System. Proposal to supplement new policies and complete amendments to existing ones and assess the possible impacts when applying policies in practice. The article confirms the important role of the proposed policies in the context and the practical situation contributing to the successful implementation of the national maritime strategy.

The article summarizes the arguments within the scientific discussion about the search of alternative sources of research universities funding in the absence of sufficient support from the government. The main objective of the research is to define the possibility of using the endowment as a fundraising tool to attract alternative sources of funding for research universities in Ukraine. The relevance of solving this scientific issue lies in the fact that modern research universities are independent entities, which according to the Bologna Declaration assume the entire load on the future of the state and have to do it at the highest professional level. This can be ensured through a combination of traditional and modern sources of funding. The world experience of successful implementation of the endowment has been presented. The level of knowledge intensity of GDP, which is one of the key indicators that reflects the level of quality of higher education, has been analyzed. The endowment as one of the most effective fundraising tools is poorly developed in Ukraine. This fact has prompted us to research the main provisions of this phenomenon and to define the conditions for its implementation in Ukrainian research-based institutions of higher education by means of the strategic analysis. The conducted SWOT analysis has made it possible to systematize problem areas of the domestic market of educational services in the direction of creating and using the endowment and predicting possible strategies for its development. Since the Research Universities are considered to be the core of creation of intellectual and innovative products and the crucial mover of scientific and technological progress in the country and in the world, they have been chosen as the research object.  Keywords: fundraising, endowment, Research University, market of educational services, investment, alternative sources of funding

The Banking system in India and all over the world is based on the interest system. Interest bearing money is almost like the law of nature where money generates money. However, an alternative banking system called Islamic banking which prohibits charging of interest and is based on profit/loss sharing system became popular in many countries. Global Islamic banking assets attained compounded annual growth rate (CAGR) of around 17% from 2009 to 2013 according to the World Islamic Banking Competitiveness Report 2014-2015. The Indian Banking system has undergone many changes in the recent past with deregulation of banking system paving way for new banks in India. However, Islamic banking which has emerged as a global phenomenon lately has not evolved as a full-fledged system in India though is it operative through the NBFC route. The research paper tries to explain the concept of Islamic banking and discusses the various financial products offered by the Islamic banks. It weighs the various pros and cons of Islamic banking in India. SWOT analysis and Porter’s Five Forces Model are used to provide a thorough analysis of feasibility and scope of Islamic banking in India. The paper reveals that India has a great potential for Islamic banking provided necessary changes in the regulations and guidelines are made to evolve it has an alternative system of banking. The law makers should view it from  an economic point of view rather than a religious view for its successful implementation and  for the welfare and upliftment of financially excluded sections of society that do not participate in conventional banking due to their religious beliefs.

 The article examines strategic approaches to the analysis of external and internal factors of the business concept, which makes it possible to formulate further tactical and strategic goals, as well as adjust the initial vision, balance it with specific existing facts in conditions of high uncertainty. The comparative analysis of external and internal factors of classical business models is carried out. The advantages and disadvantages of the selected methods of business modeling of innovative development are determined. The qualitative analysis of such business models as SNW-analysis, SWOT-analysis, and MCC matrix is ​​considered, carried out. The assessment of the methodology from the point of view of optimization of implementation in the conditions of innovation space of “VUCA world” – the world without landmarks. It is emphasized that according to the requirements of the world of VUCA, SWOT-analysis and MCC matrix can be called more universal. SNW-analysis should be considered as a deep and detailed study of the results of SWOT-analysis.

Promising areas for improving the education system, and with the advent of coronavirus online mode has become critical in education, in this regard are at home. Schools have started using Zoom software, and the role of the modular learning environment has grown significantly. At the same time, many problems were identified, such as the lack of Internet access for students from rural areas or disadvantaged families, which has become an obstacle to learning and access to educational materials. In response, the United Nations Educational, Scientific and Cultural Organization has made a number of recommendations for distance learning. Modern distance education is an extensive system of knowledge transfer at a distance using various tools and technologies, the result of which is the receipt by users of the necessary information for its successful implementation in practice. There are a variety of ways to disseminate knowledge today: mailing books, writing assignments, audio and video discs, telephone consultations, and virtually limitless possibilities of the World Wide Web. The use of distance learning methods allows to provide educational services of various kinds in remote areas, to teach without interruption from the main activity, to teach people with disabilities, to have access to educational resources of the world through the use of modern electronic communications. In today's world, education plays a key role in people's lives, which makes it necessary to constantly develop teaching methods, including distance learning. The coronavirus pandemic has revealed many shortcomings of distance education, as well as the absolute unpreparedness of students and educational institutions for this form of education. That is why it is important to develop this industry now in order to further provide comfortable education for both Ukrainian and foreign students and to ensure that in the future the education system will be ready for situations similar to the coronavirus pandemic. The article is written to assess the advantages and disadvantages of distance learning, its necessity, analysis of the requirements for distance learning materials. Prospects of technologies of multimedia representation of researched objects, processes, phenomena, adequate modeling of the subject area, and their realization.

Despite recent changes in international relations and lapse of time since the fall of the USSR, the issue of Russian membership in NATO has been an ongoing fact. Hence, the principle scope of the paper is SWOT analysis of potential Russian membership in NATO from the perspective of the Russian Federation. Through the introduction and evaluation of advantages and disadvantages of such membership in the light of latest geopolitical events in Eurasia suggested by academic and professional circles in NATO countries and Russia, we proceed with identification of fundamental strengths, weaknesses, opportunities and threats that Russia might face. Taking into account such determining factors as the size of its territory, shifting geopolitical conditions in the world, modern understanding of security and a potentially frozen dispute in Ukraine, we come to the conclusion that benefits potentially brought by Russian membership in NATO could be sustained while drawbacks could be eliminated by incorporation of NATO to OSCE and a change in voting procedures of the Alliance.

In the article the author highlights the need to use matrix methods in the strategic analysis of the industry. The main task of the article is to study the matrix methods, determine the advantages and disadvantages of these methods and justify the need to use them in the strategic analysis of the grain industry of Ukraine. The author focuses on the fact that today agriculture occupies a significant share in the formation of the country's GDP and export structure. The grain industry, as a component of the agricultural sector, provides food security and fills the country's budget with money. The author analyzes the indicators of the grain industry and points to its priority in agriculture. In recent years, Ukraine has been an important player in international grain trade, accounting for 12% of the world market. The use of modern methods of strategic analysis allows to ensure rapid adaptation to external conditions, reduce uncertainty and risk in economic activities and ensure the concentration of resources in selected priority areas. In the article shows that the use of matrix methods in the strategic analysis of the grain industry will determine the advantages and disadvantages of the grain market and choose the optimal direction of development. The main matrix models are characterized and the analysis of the domestic and world grain market according to the main matrices is carried out. In particular, SWOT-analysis was used to identify the strengths and weaknesses, opportunities and threats of the grain industry of Ukraine, BCG and McKinsey matrices were built to determine the attractiveness of the grain market. Different matrices and methods can be used separately or in combination to develop a strategy for the development of the grain industry of Ukraine. In general, the development of a strategy for the grain industry is an important tool for maintaining the country's leading position in the world market in the face of unpredictable changes in the environment and the growing number of competitors. The use of different matrix methods for effective strategic analysis of the grain industry will allow a broader study of different groups of competing and consumer countries.

Many organisations have used Information Technology (IT) and Information System (IS) for successfully implementing Total Quality Management (TQM). With the aid of IT many firms have been able to provide higher quality goods and services. Competition at the international level has expanded the importance of quality in the area of business. The world of business now faces more competition than ever with challenges and pressure growing day by day. Therefore, the focus on quality of product and services is now more paving the way for TQM practices on a large scale. As we are aware, Technology drive the world so how can the business world remain unaffected by it. Hence it is widely used for achieving the desired result. TQM is a management philosophy and IT is best explained as the telecommunication, hardware and software that helps in processing, collecting, storing and transmitting multimedia information. One of the many reasons for the expanding TQM practices is also the cost ratio, which has been possible because of computer processing. This has made the procedure economical in firms. Information System is an integral part of a firm because information is one of the main assets of a firm. Many firms depend on technology based information system for the organisation’s day-to-day activities such as decision making at a managerial level and for getting strategic advantages. It aids in decreasing wasteful spending helps in excellent and error free documentation, analysis and measuring all activities of an organization. The combination IT and TQM plays a vital role in ensuring a bug free and easy to maintain procedures and applications of the changing needs of a firm. The technologies that are used are Database management system (DBMS); Distributed data processing; Object Oriented Programs; Parallel processing; Data Warehousing; Replication; Networks; Neural Networks and Information Communication System Programs.. Basic objectives of Information Systems are to enhance the production, quality development, enhanced service delivery, reduced costs, and increasing the competitiveness of the organization's. An organization’s development expansion and growth require a combination of IT and IS and TQM go hand in hand. This study aims to present the role of Information Technology and Information System on TQM. The present study comprises of a thorough conceptual analysis of 29 review papers in order to compare the standard of literature taken from different papers like TQM practices, approach, Role of IT in TQM, Role of IS in TQM etc.

AbstractIslamic financial market in Indonesia is initiated by market-driven movements. Sukuk issuance is among of them. Growing market, not only domestic but also international, is one of the motivation in Sovereign Sukuk Law initiative. The success of Sukuk issuance has brought new ambitions to make Indonesia as Islamic financial hub in the world. This study aims to analyze the opportunities, challenges, advantages and disadvantages of Indonesia to become the world's Islamic financial center. The study is conducted based on what Malaysia has done – who claim to become a global hub of Islamic capital markets, and Britain – which is a global financial center and set an ambitious agenda to become a global Islamic financial hub. This study uses descriptive analysis and SWOT analysis.
