The article deals with the development of a modern single-industry city using the mechanisms of municipal-private partnership. A feature of the economy of a single-industry city is its dependence on the activities of the city-forming enterprise. In this regard, the mechanisms of municipal-private partnership between a single-industry city and its city-forming enterprise have a number of distinctive characteristics. In contrast to the traditional formats of municipal-private partnership, which provide for the implementation of individual projects, the interaction of its subjects is permanent and comprehensive. Therefore, in relation to a single-industry city, it is proposed to use a program — target approach, highlighting a separate function in the municipal management system-the management of municipal-private partnerships. In addition, the proposed atypical and beyond the traditional forms of interaction between municipalities and business entities directions of public-private partnerships which include: the development of the investment potential of the enterprise, the development of small businesses associated with the activities of the enterprise, implementation of corporate responsibility.

The problem of development of single-industry municipalities is one of the most acute in the modern economy. Single-industry municipalities are characterized by limited opportunities and significant development risks. The dependence of the economy of a multi-profile settlement on the activities of the city-forming enterprise necessitates the search for mechanisms for their mutually dependent development. This mechanism is a municipal-private partnership. The article considers new approaches to the implementation of municipal-private partnership in relation to the conditions of a single-profile municipality. The approaches proposed in the article to the organization of municipal-private partnership are designed to create conditions for the development of the city-forming enterprise, the sectors of the municipal economy associated with its activities, as well as the social sphere of the municipality. The article describes in detail the tools of municipal-private partnership that ensure the development of the investment potential of the city-forming enterprise, entrepreneurship in the municipality and corporate social responsibility.

Individual and corporate responsibility is the basis for sustainable development of society and the world. Environmental responsibility of business entities is a prerequisite for the survival of people, which is why it is an important aspect of corporate responsibility. The purpose of the paper is to determine the content of corporate and social responsibility of business entities in the field of environmental protection in terms of its interaction with the state on the basis of public-private partnership. The general scientific method of comparison made it possible to compare the Ukrainian legislative base on environmental protection with the legal framework of regulation and practice in foreign countries. Through the structural and functional analysis, it was possible to consider the features of the interaction between the state and business structures and between other institutions the activities of which are related to environmental protection. The analysis revealed the necessity to consider and include elements of environmental and social responsibility of business in the mechanisms of public-private partnership. The study shows that public-private partnership is an imperative element in the composition of social responsibility. The author proposes a definition of environmental responsibility that encompasses three factors: legal, economic and social. In the future, this research area will be of interest as a comparison of the legislative support of the types of responsibility for foreign and international standards in the context of implementing the relevant standards in the Ukrainian legislative framework and their implementation on practice.

Bandung city government's desire to work on various projects with a mechanism of Public Private Partnerships ( PPP ) due to limitations of the government for the city of Bandung well within the capability of funding, human resources , technological capabilities , and so forth . This is done to help realize the " Bandung Champion " . City government 's desire based on the opinion the Government is obliged to fulfill its social responsibility to the community economy , and to ensure that public services can be done to the entire community.The aim in this paper to analyze the cooperation scheme of Public Private Partnerships ( PPP ) what is right for the city government The method used in this paper is a descriptive study with technical literature , ie finding relevant theory reference to the case or the problems found , namely the problem of public private partnership cooperation city government with the private sector in the provision of public services . This type of data is secondary data obtained from the documentation media and internet and also sourced from books and other literature sources that support the discussion in this study.In order for the cooperation of public private partnership city government with the private sector managed a few things that must be considered: this cooperation must be strategically important for both parties , this cooperation are complementary rather than mutually competence , openness to information in both parties , and should this cooperation raises link although the true integration of different cultures . Mutual trust is the main thing. Forms of cooperation of public private partnership with the city government to the private sector in the form of contract maintenance , Leasing ( Lease ) or Contract of Build- Operate- Transfer / BOT or Build Operate and Transfer OwnedIt was concluded that the Public -Private Partnership cooperation is not always a bad connotation and in order to succeed , a lot of terms and conditions must be met . It is intended that the government gets the best results , people also get results commensurate , ie welfare . Thus , the spirit of Public -Private Partnership is to strengthen the government or the public service which is considered inefficient

Collaboration with corporations, small businesses, non-governmental organizations and civil society organizations to provide socially beneficial goods and services. Public enterprises and the private sector cooperate in providing services and infrastructure through a variety of mechanisms. The level of performance and development of public enterprise in the country are very low due to corruption, management inefficiencies, overstaffing and inflation. This paper therefore in tend to highlight the different mechanisms of public private partnership (PPPs) in the management of public enterprise including concessions, build-operate- and- transfer (BOTs) arrangement, joint ventures and informal and voluntary cooperation as applied in some Latin American and Asian countries. The paper recommends that the government should clearly identify goals and objectives of public private partnerships and embody them in an official set of laws, develop strategy for management plan for public private partnerships and create employment protection measures for current government employees in organization that will go in to public private partnerships.

This research is dedicated to the use of widespread static models for coordination of common and private interests to the conditions of municipal programs. The subject of this research is the coordination of interests of the parties to municipal-private partnership projects. The goal lies in application of the static models of coordination of common and private interests to the single-stage socioeconomic processes of implementation of municipal-private partnership projects. The research methodology is structured on the use of static models of coordination of public and private interests), taking into account the utilitarian function of social well-being, the mechanism of Nash equilibrium, and the index of systemic coordination. The author carries out modeling of the coordination of interests of the parties to municipal improvement projects in the city of Novocherkassk, interprets the variants of the use of the mechanism of proportionate distribution, economic regulation and administrative control in managing the implementation of the program. The acquired results find reflection in the municipal management pertinent to the arrangement of municipal-private partnership programs and coordination of interests of the parties. The novelty of this research consists in adaptation of the abstract models of coordination of interests to the tasks of municipal management, which significantly improve the efficiency of planning municipal programs. The conclusion is made on the effectiveness of such management mechanisms for the municipal program. Recommendations are given for coordination of interests of each party to the partnership.

<p>The current paper features the solution of the problem of the controlled impact on the development of the single-industry economy at the expense of small business by using specialized management methods. The article examines the current situation in the monodependent cities of Russia and the existing approaches to solving their social and economic problems. The authors of the study propose their approach to solving social and economic problems in single-industry towns. This approach is based on the use of a group of strategies for managing the city’s mesofactors and microindicators of urban small businesses operating. The article describes each group of strategies from the position of the city administration and from the side of business. In their previous studies, the authors proved the existence of a significant correlation between the socioeconomic performance of a single-industry city and the aggregated economic indicators of small business. The study was carried out on the basis of an analysis of the statistical indicators of more than 400 small companies in the monotown of Yurga in 2007 – 2016. The article gives relevant conclusions about the possibility of applying the above-described strategies both on the scale of the monotown and on the individual branches of the urban economy.</p>

The subject of the research is a set of approaches to the statistical analysis ofthe activities of small business entities in Ukraine, including micro-enterprises. The purpose of writing this article is to study of the features of functioningof small business entities in Ukraine. Methodology. The research methodology isto use a system-structural and comparative analysis (to study the change in thenumber of small enterprises by major components); monographic (when studyingmethods of statistical analysis of small businesses); economic analysis (when assessing the impact of small business entities on socio-economic phenomena andprocesses in Ukraine). The scientific novelty consists to determine the features ofthe functioning of small businesses in Ukraine in modern conditions. The influenceof the activities of the main socio-economic and political indicators on the activities of small enterprises in recent periods of time has been identified. It has beenestablished that there is flexibility in the development of strategies by small businesses in conditions of significant competition, which makes it possible to quicklyrespond to changing situations in specific markets. Conclusions. The use of acomprehensive statistical analysis of small businesses functioning in Ukraine willallow government agencies to develop a set of measures to optimize the activitiesof these enterprises, which ultimately will positively affect the strengthening oftheir competitiveness and will contribute to the growth of the national economicsystem.

Each country strives for growing economic development, but no country is able to implement it. Various experiences and projects from the countries of the European Union and other neighboring countries are taken and considered. Towards the end of the 20th century and at the beginning of the 21st century, economic movements are increasingly relying on public-private partnerships, which can lead to a rapid development process through the financing of infrastructure projects. Economic globalization, as well as the emergence of new opportunities for economic activity in the world, are aimed at cooperation of the authorities and businesses in the realization of the socio-economic policies. The implementation and realization of development projects through public-private partnerships is impossible without participation by the relevant institutions of the public and private sector. Above all, direct participation implies expertise, experience and education. Every project that will be realized through various forms of public-private partnership must fulfill certain conditions. Among the conditions for proper implementation of the project are: dialogue, transparency and monitoring. The main feature of PPP is the transfer of the risk to the financing, efficiency and quality of public services, which are usually the burden of the private partner. This paper analyzes and explores the essence of public-private partnership. The conceptual framework for public-private partnership, as well as its strengths and weaknesses, is set. With the application of PPP, the economic development of the infrastructure as a whole, and in particular the development of local infrastructure, is analyzed. The origin of PPPs, its characteristics, as well as the need and importance for their continuous implementation are explained. The application of PPP is considered through the experiences in certain countries of the European Union and the Republic of Macedonia. Then, the responses to previously hypothesized hypotheses are collected: what is the successful implementation of PPP, what is needed for PPPs and why. In the end, the data from the conducted research are collected, analyzed and determined the profile of certain activities, as well as the possible decisions for further strategies for the implementation of the PPPs.
