Assessment of small businesses activities in Ukraine

The subject of the research is a set of approaches to the statistical analysis ofthe activities of small business entities in Ukraine, including micro-enterprises. The purpose of writing this article is to study of the features of functioningof small business entities in Ukraine. Methodology. The research methodology isto use a system-structural and comparative analysis (to study the change in thenumber of small enterprises by major components); monographic (when studyingmethods of statistical analysis of small businesses); economic analysis (when assessing the impact of small business entities on socio-economic phenomena andprocesses in Ukraine). The scientific novelty consists to determine the features ofthe functioning of small businesses in Ukraine in modern conditions. The influenceof the activities of the main socio-economic and political indicators on the activities of small enterprises in recent periods of time has been identified. It has beenestablished that there is flexibility in the development of strategies by small businesses in conditions of significant competition, which makes it possible to quicklyrespond to changing situations in specific markets. Conclusions. The use of acomprehensive statistical analysis of small businesses functioning in Ukraine willallow government agencies to develop a set of measures to optimize the activitiesof these enterprises, which ultimately will positively affect the strengthening oftheir competitiveness and will contribute to the growth of the national economicsystem.

The article considers the role of small business in terms of the present-day global economy and analyses the problems of identifying an optimal correlation between small and large businesses in the open-type economic systems. The authors describe the features of small enterprises in performing economic activities and substantiate the necessity and expediency of cooperation between large and small companies in the field of technological innovations. Foreign experience has proved the effectiveness and perspectiveness of incorporating of small businesses in the activities of large companies, one of the components of country's successful economic development as a whole. However, despite the emerging positive trend, this area is still not given due attention in Russia. The authors investigate the historical features of the Russian small business system that have left a mark on its interrelations with large business entities and bring up an issue of the necessity of mastering the state support of the small business sector in our country and pay a sufficiently more attention to the issues of cooperation and mutual support of small and large businesses.

The paper examines approaches to boosting small businesses by solving financial and economic problems of business functioning. The subject of the research is the factors that stimulate business development in tough economic circumstances. The purpose of the research was to identify the factors affecting the development of small businesses and ways of boosting their activities. To this end, a SWOT-analysis matrix for a small organization has been developed. The factors hampering the development of small businesses are revealed including reduced investment, lack of cooperation between large and small companies, significant tax burden on small companies, difficulties in obtaining loans and other sources of financing, insufficient financial support from the state, inefficient microfinance system, scarce introduction of standard leasing schemes into small businesses. As a result of the research, small business promotion policies have been suggested to spur the activities of small business entities. It is concluded that at present the tools available for boosing the small business activities are not used in the full range.

This study is dedicated to assessing the factors of entrepreneurship that contribute or impede the development of small business in the regions. The study aims at displaying the factors of entrepreneurship in Russia through statistical indicators and determining their impact on the development of small enterprises in the regions with different conditions and development. At the first stage of the study, two groups of regions with the most favorable and unfavorable conditions for the development of small business were identified by using the multivariate comparative analysis. At the second stage, the entrepreneurship factors in the form of statistical indicators were divided into four groups: political, economic, socio-cultural, and technological-innovative. Using the correlation analysis, the factors that had the strongest impact on the development of small business in the regions were determined. These factors were compared to the results of monitoring the entrepreneurship in world countries and Russia. The difference between the results of the statistical analysis and the results of the entrepreneurs’ surveys has been revealed. During the study it has been determined that depending on a region and its development, one and the same factor of entrepreneurship can influence small businesses in different ways. It has also been substantiated that it is impossible to correctly compile a general list of entrepreneurship factors for the Russian regions. It is necessary to monitor the opinions of entrepreneurs and carry out the statistical analysis of factors for each group of regions that are similar in their development. The conclusions of the study can be used as theoretical basis for studying the problems of developing small business in the regions.

The aim of this article is to present research on consolidation of enterprises, especially units operating in the private sector. The method of comparative analysis and synthesis of the author’s own research results was used in the study, which proved the hypothesis that consolidation of the surveyed enterprises, which operate in the private sector, causes a gradual decrease in the phenomenon of the precariat, mainly due to an increase in the number of indefinite duration employment contracts. The author personally conducted telephone interviews with managers of variously sized companies. The survey covered 1,000 business entities from Poland, including 550 micro enterprises, 280 small enterprises, 120 medium-sized entities and 50 large enterprises, which in the years 2005–2018 were transformed as a result of consolidation processes (mergers or acquisitions). These phone conversations were conducted as free interviews.

The subject of considerations of the text are the dominant socio-cultural and market orientations of small business in Poland. These orientations are related to the four dominant models of entrepreneurship in Poland: disaster, evolutionary, system and ethical, while their analysis is performed for Tyree basic perspectives. Firstly, from the perspective of the basic functions that can perform these orientations in the development or slowing of the enterprises market. Secondly, from the perspective of the dynamics of technological change and accompanying uncertainties in the sphere of business. Thirdly, the spatial perspective: local, regional and global scales. In the development of SMEs in Poland crucial meaning is legislation, steadily adapted to EU regulations, especially to the European Charter for Small Enterprises. Research conducted in Poland by many authors provide data for doing so, to confirm the hypothesis that among small businesses a vital role in shaping their work situation did not continue to play the market mechanisms and orientations, but mainly socio-cultural factors.

The article reflects modern trends in the development of domestic small business entities – problems related to their reduction and volatility of financial indicators of activity have been identified. The authors noted the positive and negative characteristics of the modern tax environment for small businesses in Russia (paying special attention to the possibility of abolishing the special tax regime on payment of ENVD), proposed a model of optimization of the internal tax mechanism for small enterprises. The recommended model focuses on changing the activities of small firms in response to tax changes (both from an organizational and industry perspective). It is proposed to choose types of business activities that allow to minimize fiscal burden for small businesses.

This paper explores the impact of privatization on the efficiency growth of enterprises in two transitional countries, which did not follow the same privatization model. The aim of this research is to analyze the effects of privatization on micro and macroeconomic indicators. Research will be based on ten-year time-series analysis, using both financial and other indicators. Particular emphasis will be placed on efficiency and profitability growth by analyzing separately large, medium, and small enterprises. The expressed hypotheses, which will be tested through statistical data analysis, are related to the statement that the privatization model utilized did not contribute to the efficiency of the entire economy. However, it did contribute to the efficiency of particular segments of enterprises. The second hypothesis is that the recent growth of small business efficiency will decrease while medium and large enterprise efficiency will increase. Finally, the third hypothesis is related to the impact of enterprise performance in ten years period on macroeconomic indicators. The development of small business in both countries in the early years of transition will be examined. During this time of period, small businesses tended to experience more efficiency growth than other enterprises. However, there currently appears to be a shift in efficiency and profitability growth to medium and large enterprises. Therefore, another aim of this research is to determine what factors may have caused these differences and lead to the opinion about future efficiency growth in countries in transition.

The main types of activity of small enterprises in Ukraine are investigated in the article. The ratio of the number of small enterprises to the total number of enterprises in the country and the share of micro-enterprises is determined. The influence of small enterprises on the socio-economic development of the country is studied. The state of development of small business in the world is studied. The share of small enterprises in the total number of enterprises is analyzed. The share of small enterprises in the structure of GDP is studied. The number of employees employed in small businesses is analyzed. The importance of small business functioning for the national economy through integrated indicators is substantiated. The branches and types of economic activity of Ukraine are analyzed and the best ones are singled out according to the number of small enterprises and their share in the total volume of enterprises of the country, according to the level of employment and by the volume of sold products. The dynamics of development of small enterprises of Ukraine is analyzed. Significant growth rates of financial results of small enterprises and prerequisites for their effective operation have been identified. The most attractive activities for small enterprises in Ukraine are analyzed. The structure of small business entities by types of economic activity is studied. The place of Ukraine in the world ranking of ease of doing business «Doing Bussines-2020» is studied. The national problems that hinder the development of small enterprises in Ukraine are studied. A comparative analysis of Ukraine and the countries of the post-Soviet space is carried out and the main positive changes and existing unresolved problems are indicated. Ways to eliminate bureaucratic obstacles by creating (functioning) direct financial support from the state and simplifying the procedure for obtaining it are proposed. The experience of foreign countries in state support of small business is considered. The problems of small business development in Ukraine are studied and the ways of solution which will promote further development are offered.

Abstract Research purpose. The purpose of this study was to determine the role of small and medium enterprises in the economy, as well as to study and evaluate the effectiveness of government support methods for small business entities (SMEs) using the example of the Republic of Latvia. The subject of the research was the system of state regulation and promotion of SME development. The object of the research was the sphere of small business in the Latvian economy, including SMEs, infrastructure support and development of small business. Design/Methodology/Approach. The study used basic methods of scientific knowledge of economics: an interdisciplinary approach combining methods of systems and comparative analysis, an integrated approach, induction, deduction, analysis, synthesis, methods of organization theory and management, logical analysis, strategic management and also economic analysis of small businesses. Findings. The research resulted in a system of state regulation and promotion of SME development in Latvia developed by the author, based on an assessment of the impact of measures provided to support SMEs, taking into account the importance of the role of small business in the economy of the Republic of Latvia. Originality/Value/Practical implications. The practical significance of the work is that the study completes a number of conclusions and practical recommendations in the field of organizational measures for effective support and multilateral development of the SME sector in the economy, recognition of the role of small business as the basis of the economic stability of the Republic of Latvia and the effectiveness of its support as the main state economic policy goal.

The place and role of small enterprise in international economic activity are analysed in the article. Analysis and development trends of small business in the world and domestic economic systems. The strengths and weaknesses of such activity, as well as the risks and opportunities. For a deeper understanding, it was suggested to get acquainted with the actual data on the impact of small business on the economies of countries according to relevant sources and its real impact on the domestic economy as well. In general, it should be noted that with the development and transformation of economic and political processes, small business has increasingly begun to play a crucial role in the global economic system, becoming one of the drivers of progress in all its manifestations. The small enterprise sector plays an extremely important part in modern economy, proving to be the most attractive and tremendous innovative system. The small enterprise sector carries great hopes and great burdens in the evolution of all of the economies. Sustained and healthy growth of this sector is obviously necessary, since it is difficult to imagine rising overall living standards and social peace without such a development. The vital contribution to economic development is a reality unanimously recognized. Showing their economically and socially beneficial effects led to the consideration of the small enterprise as a field of strategic interest for the economy. In their whole, the small enterprises are established in a very various, heterogeneous, flexible, dynamical and adaptable reality. They represent a source of entrepreneurship abilities, innovation and creation of new jobs. The health of an economy depends on the number and dynamic of small enteprises as much as their success on the market because small businesses typically make up the majority of firms within most economies. Government policy relating to small business can often be problematic due to the lack of adequate understanding of the sector and its needs. The experience of developed countries confirms the need of well-functioning small business as one of the main factors of sustainable economic growth.
