The article considers the problems in regional healthcare wage system. It is found that the persistent imbalance between income and expenses formed against the background of increased funding of the public health. It is noted that the main item of expense of medical organizations is the wage fund, which remains understudied. The high share of labor costs, low level of wages in the industry compared to neighboring entities, wage differentials, erratical wage framework and low share of the guaranteed part of wages, overloading of the wage system and low level of automation of information systems are highlighted as major issues. At the same time, in the author’s view, the healthcare wage system that meets modern requirements is the key to the economic and social security of the region and the state. The regional healthcare wage system needs to develop new approaches. According to the author, it is required to build a wage system according to a hierarchical type, depending on the level of the medical organization, based on the central place theory and the development of inter-municipal cooperation. The analysis is based on statistical and analytical data for the last 5 years, as well as methods of dynamic and structural analysis, measuring the achievement of targets and integrated approach.

The rational-choice paradigm has been attractive to many area specialists in their efforts to arrive at explanations of social and political behavior in various parts of the world. This model of explanation is simple yet powerful; we attempt to explain a pattern of social behavior or an enduring social arrangement as the aggregate outcome of the goal-directed choices of large numbers of rational agents. Why did the Nian rebellion occur? It was the result of the individual-level survival strategies of north China peasants (Perry 1980). Why did the central places of late imperial Sichuan conform to the hexagonal arrays predicted by central-place theory? Because participants—consumers, merchants, and officials—made rational decisions based on considerations of transport cost (Skinner 1964–65). Why was late imperial Chinese agriculture stagnant? Because none of the actors within the agricultural system had both the incentive and the capacity to invest in agricultural innovation (Lippit 1987).

Abstract A case study illustrating cloud processes and other features associated with the Ross Ice Shelf airstream (RAS), in Antarctica, is presented. The RAS is a semipermanent low-level wind regime primarily over the western Ross Ice Shelf, linked to the midlatitude circulation and formed from terrain-induced and large-scale forcing effects. An integrated approach utilizes Moderate Resolution Imaging Spectroradiometer (MODIS) satellite imagery, automatic weather station (AWS) data, and Antarctic Mesoscale Prediction System (AMPS) forecast output to study the synoptic-scale and mesoscale phenomena involved in cloud formation over the Ross Ice Shelf during a RAS event. A synoptic-scale cyclone offshore of Marie Byrd Land draws moisture across West Antarctica to the southern base of the Ross Ice Shelf. Vertical lifting associated with flow around the Queen Maud Mountains leads to cloud formation that extends across the Ross Ice Shelf to the north. The low-level cloud has a warm signature in thermal infrared imagery, resembling a surface feature of turbulent katabatic flow typically ascribed to the RAS. Strategically placed AWS sites allow assessment of model performance within and outside of the RAS signature. AMPS provides realistic simulation of conditions aloft but experiences problems at low levels due to issues with the model PBL physics. Key meteorological features of this case study, within the context of previous studies on longer time scales, are inferred to be common occurrences. The assumption that warm thermal infrared signatures are surface features is found to be too restrictive.

ABSTRACTThe urgency to set up the Border Between Indonesia and Timor-Leste and the border crossers is based on much more complex historical reasons than the arrangement of Indonesia's borders with other countries. Border governance policies between Indonesia and Timor-Leste are characterized by: border governance policies indicate a desire to adopt an integrated approach, governance practices tend to be fragmented where two very dominant approaches are the security approach and the socio-economic welfare approach. A border governance policy that ignores cultural identity variables leads to a reverse response, namely the use of cultural identity to challenge the country's dominant conception and policy in border governance. The phenomenon of "rat road" and other cross-border interaction networks called illegal by the state can be read as a form of local community resistance to the claim of state sovereignty over the border. In an integrated border governance policy, a cultural approach should be one of the main components that characterize other approaches. Jailly puts the four dimensions of the policy parallel, the cultural approach in border governance policy to the principles that fuel security policy, local politics and economic policy in border governance. The practical consequence of this study is the policy that border governance must move beyond the dominance of the economic security approach to an integrated approach. This study proposes the concept of trans-border social and cultural space as an important element in integrated border governance.Key Words: Border governance, Indonesia – Timor-Leste, Cultural crosser borders.

The article is devoted to the study of problems in the field of economic security of the enterprise. The essences of the concepts «danger» and «threat» are analyzed, their main properties are determined. The main types of danger are identified, according to the magnitude of the possible consequences. The main types of hazards include «warning», which has the following characteristics. They are: set of circumstances that have developed in the enterprise, to which it is necessary to react. The peculiarities of the evolution of threats have been studied. The actuall scheme of evolution of threats has been built, considering the concepts of «risk», «danger» and «threat». The classification of economic threats and risks according to the main features (by area of distribution and objects of influence) as components of economic security of the enterprise are formed. The main causes of economic threats have been identified. They are: insufficient adaptation of individual business entities to dynamic and constantly changing market conditions; general insolvency of business entities; growing crime; low level of labor discipline and responsibility of employees of enterprises, insufficient legal regulation of some activities; as well as low professional level of a significant part of the management and employees of the enterprise. It is determined that the causes of physical threats are: inefficient personnel policy of business entities, low professional training, insufficient level of security of enterprises, banks, low control over the work process of employees. The causes of intellectual threats are studied. They are first of all inefficient personnel policy of the enterprise, secondly, violation of non-disclosure agreements and the principle of publicity of results, then, intensification of competition in the markets along with low level of information security or its absence. It is proposed that in order to effectively ensure the economic security of the enterprise, first of all, it is necessary to focus on the presence of various threats, risks and dangers and try to minimize their impact in time.

The theoretical bases of essence of management of financial and economic safety of the enterprise are investigated. It is noted that in the scientific literature there is a huge number of opinions on the essence of the concept of financial and economic security, which is quite new in domestic economics. It is established that financial and economic security is an important system for ensuring the resilience of the enterprise to the changing external environment, and therefore consists of many effectively interconnected elements. The high level of financial and economic security of the enterprise is due only to a well-thought-out concept that operates at a particular enterprise and includes means, measures and methods to ensure financial stability and economic development of the enterprise. The process of managing the financial and economic security of the enterprise is divided into several successive stages: clear definition of the interests of the enterprise, forecasting possible threats, assessing the level of financial and economic security of the enterprise and comparing it with the normative, budgeting of financial and economic security, feedback in the implementation of measures by adjusting them. It is revealed that the integrated approach in the assessment of the level of financial and economic security of the enterprise is the most acceptable for domestic enterprises due to the coverage of a large number of important performance indicators in one integrated indicator. We have improved the method of assessing the level of financial and economic security of the enterprise, proposed by scientists N.V. Bondarchuk and M. Humenchuk, in accordance with the specifics of the activities of Altair + LLC. Along with the financial gaps, which these scientists propose to analyze in the process of assessing the financial and economic security of the enterprise, we proposed to analyze the technical, organizational, personnel and integration characteristics. It has been proved that the improved methodology is effective and allows to objectively assess the financial and economic security of Altair + LLC, as well as to identify reserves for improving the company.
