Development of Socio-Economic and Socio-Cultural Migrant Integration Policy in the Russian Federation

The article examines modern legal and other measures of solution of problems of integration of foreign citizens in the Russian Federation and in a number of Western countries. Any immigrant country has as a part of its state migration policy the so-called “integration policy”(policy of integration) aimed at creation of conditions for adaptation and integration of migrants into new society, granting and protecting their rights and freedoms, providing social and socio and labour protection and creating comfortable socio-cultural climate for living. Immigrant countries use different models of state management of ethnic multitude. Models of multiculturalism and assimilation were the main. At present there takes place a peculiar process of diffusion - blurring clear boundaries between the models. Under conditions of a new migration situation, the Western countries are looking for new approaches to the solution of integration problems. Russian model of inclusion of migrants into receiving society is based on policy of sociocultural adaptation and integration, based on categorization of groups of migrants. Absence of clear strategy of the state migration policy in the field of socio-cultural adaptation and integration of migrants and lack of development in the field of migration legislation interfere with effective implementation of integration of migrants into Russian society. A number of new approaches and improvement mechanisms in the field of migration and national policy of the Russian Federation dealing with policy of adaptation and integration of migrants and legal regulation are proposed in the article.

The article analyses the processes of ethnocultural and ethnopolitical development in Udmurtia and is based on the analysis of statistical materials, data from sociological studies, and other sources of information. The main souses of information for the work are the series of surveys conducted in 2017–2019 in the national republics of the Russian Federation carries out as a part of the program developed by the IEA RAS (or by analogy with it). The object of the study is the Udmurt Republic, as long as recent events and previous observations turned the region into a model “training ground” for studying ethnocultural and ethnopolitical processes in republics with a Finno-Ugric population. Previously, we have summarized some of the prior observations in numerous publications, including the multivolume series “The Phenomenon of Udmurtia”. The results of the recent studies are closely correlated with the data of previous sociological surveys. Thus we are able to define and to access the main trends of ethnocultural and ethnopolitical processes that take place in the Republic as well as in the other subjects of the Russian Federation, where Finno-Ugric peoples live. The analysis of the ethno-political situation in the republic shows that the demand for integration policy in the republican community is more than obvious. But the policy of civic integration needs to be activated, because so far it does not have a significant impact on public sentiment.

The issues of the integration of immigrants in the Russian Federation in 2021 are fundamentally new, if we consider them in the coordinates of the integration crisis, and at the same time, put forward by President Putin V.V. the task of reaching the upward dynamics of the number of Russians, with a persisting pandemic, until 2025. This requires a theoretical rethinking of the conceptual apparatus, not only in relation to the concept of "integration of immigrants". Not only in terms of identifying indicators of this process. But also more broadly — in relation to the definition of the concept of population migration, in general. The article makes a methodological attempt to show that when considering integration, as an integral part, the final, third stage of population migration — adaptation, in accordance with the theory of three stages of population migration, most fully presented in the works of L.L. Rybakovsky, it seems possible more clearly to determine the tasks of the integration policy of the Russian Federation. Since this approach clearly separates the processes of adaptation, integration, arrangement at the stage of settling — in at the place of settling. Gives a clear understanding that integration is the prerogative of only migrants who belong simultaneously to the type of interstate and permanent migration. And only they, objectively, should be the object of integration policy, which should be an integral, integral part of immigration policy. But with its own specific tasks for its object — interstate permanent migrants. Such a methodological approach, to the greatest extent, corresponds to an individual approach to the regulation of the integration process, makes it possible to more effectively use the mechanism of integration contracts to increase the responsibility of the individual and society. Implemented at the local, municipal level, at the same time — the level of self — government in the Russian Federation, such an individual method of integration policy is most consistent with the figurative understanding of integration as a road with oncoming traffic, since it also contributes to an increase in the civic identification of immigrants and national solidarity of society. It implies a targeted mutual determination of rights and obligations.

In this article, the author analyzes the structure and models of research-policy dialogues and identifies the conceptual emphasis of these interactions in the decision-making process in the scope of migrants integration policy in the Russian Federation. State authorities at all levels are making significant efforts to develop research and knowledge accumulation. Research-policy dialogues are important for the effective and the efficient development of migrants integration policy. The relevance of research-policy dialogues is determined by the need to use knowledge for various purposes by the state authorities: to provide a conceptual basis for political decisions in the field of migration policy, to develop tools and indexes for measuring integration policy, or to monitor and to evaluate the implemented policy. The author of the article analyzed the institutional forms of the research-policy dialogues in the field of migrant integration policy in the Russian Federation, studied communication channels in the framework of the St. Petersburg International Labor Forum (2018-2020), and analyzed the knowledge production process in this case using the network approach. The author considered the main research topics in the field of migration policy based on the data from the Unified Information System of Government Procurement (2016-2020), which allowed studying the functions of knowledge and the directions of its use. The author of the article concluded that the request for the mutual learning model of research-policy dialogues is just beginning to emerge in the Russian Federation. The most frequent models of dialogues are bureaucratic and consultancy, which require the use of knowledge in order to ensure legitimizing and substantiating functions.

The article analyzes the current state of Russian legislation and expanded organizational and legal mechanisms of adaptation and integration of migrants in the Russian Federation. The problems of the division of powers between the various territorial levels of the public authorities in the field of adaptation and integration. The problems of legal regulation of the process of adaptation and integration and on the basis of relevant experience of foreign countries are offered the direction of its development. There have peculiarities of adaptation and integration in a multi-ethnic composition of the population of the Russian state. It is concluded that the implementation of the integration is a challenge not only to the state. Its implementation should involve the media, cultural and scientific organizations, the economy, as well as organizations of migrants themselves. It recognizes the need for differentiated integration policy of the state in relation to various categories of migrants. It is emphasized that the most optimal model of interaction of migrants and the host population is the integration model. An important area of legislative regulation of the author considers the need for further clearer delineation of powers between the public authorities in the field of adaptation and integration of migrants.

Introduction. The Union State of Belarus and Russia is one of the privileged integration formats for the Russian Federation. However the Union State and the participating countries are under pressure caused by internal and external challenges including those rooted in the political dimension. The lack of the union-level political community and the weak institutionalization of public support for the Russian-Belarusian integration increase their danger. The purpose of this article is to identify the specifics of the perception of the Union State by the political parties of the Russian Federation and the Republic of Belarus as an integration format taking into account the key vectors of the state integration policy articulated by them.Materials and methods. The main research methods include comparison, traditional and formal­ized study of documents. The research is based on the program texts of the political parties of the Russian Federation and the Republic of Belarus – their of­ficial programs and charters, election documents, as well as their party websites and mass media.The results of the research. The analysis of these materials made it possible to characterize the dominants and constants of the party discourse in Russia and Belarus, to show the similar and distinc­tive features in it. The major issues concerning the integration policy,recorded in party documents are shown. Special attention is paid to the parties rep­resented in the national parliaments as having the greatest legal opportunities to influence the adop­tion of integration decisions. Almost all of these parties can be considered as pro-integration ones. At the same time, the limited political functionality of the parties in both countries and the lack of posi­tions on issues of integration policy and prospects for the development of Russian-Belarusian integra­tion elaborated in detail in the party programs are emphasized. The interest in the Union State in the party programs as a whole is inferior to the interest in the Eurasian integration.Discussion and conclusions. The necessity of increasing the political functionality of Russian and Belarusian parties as agents of union construc­tion is substantiated. The mechanisms of the federal and regional levels that allow Russian parties to become more active in this capacity are articulated. The trends in the evolution of the party system of the Republic of Belarus are revealed, which allow us to predict a relative improvement in the prospects for creating new pro-integration parties and promot­ing inter-party diplomacy with the participation of the leading parties of the Russian Federation in line with the public diplomacy of the Union State.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.
