The article raises the problem of the population aging and the expected significant increase in the proportion of the elderly population in Russian in the next 1015 years. Population aging will cause the need to attract additional financial resources for pensions to 1214% of GDP, which is approximately 1.5 1.6 times more than is provided for by the program of the Government of Russia aimed at improving the pension System in the period until 2025. The existing pension system and social security system only partially takes into account the aging process. Mechanisms for adapting the elderly to work have not yet been created, a well-thought-out state policy in this area has yet to be developed. In addition, the aging of the population leads to an increase in the older age groups of the risks of diseases with severe and catastrophic consequences, to prevent and reduce which is the number one task before the social policy of the state for this population group. The costs of medical care and care help are exorbitant in scope for the vast majority of retirees, so the elderly remain virtually defenseless against the risks of old age. It is emphasized that before medicine the task is not simply to increase life expectancy, but to prolong the labor activity of a citizen. The article suggests measures to improve the policy of interaction between state institutions and civil society in overcoming the negative consequences of aging and social adaptation of older persons.

Political demography links demographic findings with public policies aimed at achieving state goals. Current challenge of population aging causes threat to internal financial stability and well-being of the elderly. Aging also questions countries’ international position due to possibly reduced financial capability to maintain geopolitical power, and in extreme situation of lowest low fertility also due to continuous, unstoppable decline in the population size. In case of Poland, aging alone would result in almost doubling expenditure on pensions and healthcare. To respond to social and geopolitical challenges, the government should primarily focus on policies aimed at stimulating births. To foster pronatalist policies, factors affecting fertility may be grouped into five categories: economic, cultural, psychological, infrastructural and unplanned. All these factors influence childbearing behaviour simultaneously. Some of them constitute barriers to fertility (which need to be eliminated) and the others facilitate fertility (and they need to be strengthened). The barriers include financial constraints, individualistic values, financial insecurity, union instability, insufficient support network and lack of family-friendly employment. Identified facilitators in turn include pension system linking benefits with number of children (family pension system) and family-oriented aspirations and values with religion as a vital ingredient. Father commitment to family life impacts both as facilitator and by eliminating barriers.

Social policy toward old people in Poland — conditions, development and directions of changesSocial policy shapes people’s living conditions. In the era of dynamic demographic changes, especially the aging of the population observed in Poland and across the world, the activity of the state focused on improving the quality of life of the elderly is particularly important. Population aging is a demographic process of increasing the proportion of older people while reducing the proportion of children in the society of a given country. Elderly people will continue to be a part of society, mainly due to the progress of civilization, advances in modern medicine and the popularization of so-called healthy living.Social policy toward the elderly should not be limited to managing the social security system and social welfare. Eff ective use of human and social capital of the elderly will be a growing challenge for this policy, and for senior citizens — spending satisfactorily the last years of one’s life. However, for some senior citizens, old age means or will mean poverty and living on the margins of civil society. The Ministry of Family, Labor and Social Polic y is responsible for the social policy of people in Poland, off ering for example in the years 2014–2020 to senior citizens such programs as “Senior +”, the Government Program for Social Activity of the Elderly ASOS or “Care 75+.” Each of the above programs have appropriate criteria that must be met to be able to use them. Are older people eager to use them, or are the eff ects of these programs already visible? This study will attempt to answer the above questions. The main purpose of the article is to diagnose and analyze selected government programs targeted at older people. In addition, perspectives for changes in social policy toward older people in Poland will be determined.

Introduction. The study of theoretical and empirical aspects of the accumulative pension system should help to identify patterns and contradictions of its development in society. In order to conduct an effective economic policy on the introduction of a funded pension system, it is necessary to define a theoretical concept of a model of the active role of the state in socio-economic processes or a moderate liberal model. Reforming the pension system is a rather long process and requires both the definition of the main directions, principles and measures for the development of the funded pension system, and changes in the values, principles and norms of behavior of citizens.The purpose is to substantiate the theoretical concept, trends, problems of the accumulative pension system and the directions of its introduction into society.Research methods are based on the dialectical method of scientific knowledge and a systematic approach to knowledge of economic phenomena and processes, theoretical generalization, systematization, which allowed to reveal the problems of the accumulative pension system based on theoretical concepts and economic-statistical analysis of demographic load of working age and after working age.Results. The indicators influencing the introduction of the second level of the pension system were monitored. The dynamics of indicators of demographic load of the population of pre-working and post-working age is analyzed. The focus is on the peculiarities of wages and final consumer expenditures of households and the general government sector. It was found that in general, citizens belong to the elderly population, so to prevent further deterioration of the ratio between age groups, it is advisable to increase the effectiveness of the social insurance system. The expediency of paying more attention to actuarial statistics to determine the future size of pensions and their exact calculation is substantiated.Prospects. Further research is important to focus on improving the efficiency of the multi-component funded pension system in the context of ensuring compliance with the values, principles and norms of the society.

The article is devoted to actual issues of public finance – old-age income support and social security in the twenty-first century. For this reason, government has tried to guarantee old-age’s pension eligibility. In our country pension system is presented with three-level pension system, which join mandatory and voluntary components – solidary system (first level), compulsory accumulation system (not exist now) and private pension system. According to Ukrainian’s pension model, basic and minimum pensions are funded by solidary system or PAYG (“Pay-As-You-Go”) system. As the results, maintains of sufficient financial resources of Pension fund’s budget is very important for financial stability of pension system. The authors show the relationship between sufficient financial support for the elderly in Ukraine and the financial capacity of the solidarity pension system. It was found that in order to form a financially stability pension system, it is necessary to ensure a sufficient amount of own pension fund revenues and avoiding deficit of the Pension Fund’s budget. So, the main indicators of current PAYG system in Ukraine include the public pension expenditures and deficit of the Pension Fund. The article presents dynamics of revenues to the Pension Fund of Ukraine and structure of own pension fund revenues and allocations from the government budged. According to author’s research, the main source of revenue collection of the Pension fund’s budget in Ukraine is the budget’s transfers. О. Чеберяко, В. The total amount of the government budget expenditures that are directed to financing the pension fund are about twenty percent. In our opinion, the key reasons of the “lack of own income” are the shadowing of the economy, the macroeconomic situation, the low minimum wage, the existence of a limit on the maximum amount of wages, which accrues percent of social contribution. As a conclusion, the authors suggest measures for solving the issue of “lack of own income” of the Pension Fund of Ukraine – rising the retirement age, labor market’s reforming, increasing insurance fees and implement compulsory accumulation system. The analytical materials and conclusions can be useful for following researches of finding solutions for achieving the financial stable Pay-You-Go system. Objective: to study frequencies of occurrence of the combined genetic attributes including different variants of cytokines genotypes (TNFA, IL1B, IL4, IL6, IL10, VEGF), in different on sexual  and age groups in population of Siberia Caucasoid. Material and methods. Frequencies of distribution of variants of structure genes cytokines networks  among 500 representatives of Siberia  Caucasian population, men and women  of  two age groups - more younger than 35 years ("young") and 55 and more years ("elderly") are  investigated. In structure of  investigated genes cytokines net  has come 10 variants of polymorphic sites of cytokines genes and  vascular endothelial growth factor gene: TNFА-863 C→A, TNFА-308 G→A, TNFА-238 G→A, IL1B-31 С→T, IL4-590 С→T, IL6-174 G→C, IL10-1082 G → A, IL10-592 А→С, VEGF-2578 C→A and VEGF+936 С→T. Genotyping are carried out by  restriction fragment length polymorphism method. Processing of results carried out on the basis of the original methodological approach including the complex connected computer analysis of genic circuits of various dimension. Results and conclusions. It is shown, that the significant part of variants genes cytokines networks, which   widely distributed among young people is completely absent in the "elderly" age group. Such variants disappearing with age separately for men and women are established. At the program mathematical analysis it is established, that parameters of the odds ratio  achieve two-place sizes (OR =27, p =0,0004), that testifies to high specificity of complex genetic attributes. Presence in genome such variants of genes cytokines networks  , found out in the childhood or young age, as supposed, is unfavorable personalized prognostic factors of life span of the individual.

BACKGROUND Population aging is a global phenomenon, with the proportion of the population over the age of 60 increasingly rapidly. However ownership and use of technology by people in this age group remains low, which impacts on introduction of and the assumptions made for, technology-based activities such as telehealth and telemedicine. It is essential to gain accurate information on the level of technology ownership in target groups. However, many studies on levels of technology ownership and use report using electronic methods for their survey, which introduces bias and may result in a higher value. OBJECTIVE To determine the level of ownership of technology in the elderly population using an unbiased data collection methodology. METHODS Our study collects data from patients invited to attend a clinic for their annual flu vaccination, and thereby captures a cross section of the population that is unbiased by the collection method. 309 patients completed a questionnaire, and were considered in three (3) age groups; young adults (25 to 45) (n=72), working-age (46 to 59) (n=80) and older adults (60 and above) (n=157). RESULTS In the older adult group (60+), 50 people (32%) out of 157 respondents had a mobile or smart phone and 107 (68%) did not; 38 people (24%) out of 157 respondents owned and used a computer and 119 (76%) had never used or owned a computer or tablet CONCLUSIONS Our results show a significantly lower ownership of technology in the elderly than found in other similar studies, which we attribute to the method of collection of the data, and consider to be a true reflection of the ownership in the general population.

The lack or instability of the pension system for the elderly in rural China has become a paramount obstacle for sustainable land transfer, namely land use right transfer among farmers, in the context of aging. The New Rural Pension System (NRPS), a pilot project that provided basic security for the elderly, was implemented in 10% of counties in 2009 and rapidly promoted nationwide in China. This study evaluates the impact of NRPS on farmland transfer by developing econometric models by employing the China Health and Retirement Longitudinal Study (CHARLS) from 2011 to 2015. The participation rate in NRPS increased from 25.87% in 2011 to 80.85% in 2015, and the participation rate in farmland transfer rose from 11.56% to 24.04%. Everything else being held equal, the probability of farmers who transferred out their land increased by approximately 13% and the land area has been transferred increased by 11.2% due to participation in NRPS, indicating that the NRPS improved the operation efficiency of land rental market. Furthermore, the heterogeneity analysis showed that the probability and area mentioned above had a significant upward trend with the increase of the time and insured amount of participation in NRPS, which reduced dependence on farmland for the elderly and promoted the sustainability of land transfer. The government should further encourage farmers to increase the coverage and insured amount of pension system in the context of aging. Meanwhile, a platform to promote land transfer should be established to provide information about land supply and demand and reduce the transaction cost of land rental market.

The Mobile payment revolution has led to 55% increase in digital payments in India in the past one year. Currently there are 10 million locations that accept digital payments in the country. Though, internet connectivity, digital literacy and perceptual gaps in generations have proved to be the major hurdles for service providers to capture the full market potential for digital payments. This study holistically approaches the topic by critically analyzing the data collected from different strata based on age groups. It was observed that all the generations are readily adopting digital payments whereas there is still a perceptual gap that exist in the regular usage of mobile payments among the elderly and the young generations. Data analysis also reveals that mobile payments are mostly used for the low value purchase by the customers in comparison to the high value purchase as there is high risk and high channel cost associated with mobile transactions and also government regulations do not support very high value transactions. Another trend observed was Impulsive purchase behavior in customers (especially millennial) using mobile payments as these purchases are unplanned, unintentional and unthoughtful. These facts can be used as an input by the Government departments and the financial service providers to design strategies to bring convenience in the adoption and usage of digital transactions, to bridge the gap in the adoption of digital payments between young and old generations.

Disability of the elderly age group of the population is the most important problem of public health and social services of all developed countries over the world without exception. In the Russian Federation, this age segment is characterized by the gain, reflecting the global process of population aging. The aim of the study was to analyze the nosological structure of the primary and secondary disability in elderly people in comparison with the main age categories of the adult population in the Russian Federation and the evaluation of rehabilitation / rehabilitation activities for disabled people. The volume of the study was 34,840,933 people aged of from 18 years and over, recognized as disabled, including the disabled elderly - 12,971,062. The subject of a special study was the nature of functional disorders, the degree of the disability, the nosological spectrum of causes of the disability of elderly people and the effectiveness of implemented measures of medical and social rehabilitation (rehabilitation and expert characterization). The study was selective, the sample size account of 370 people. The results of the research demonstrate the nosological structure of the pathology, the associated types of impairments and the nature of the disability to determine the severity of the disability in elderly people, the complexity of the formation and implementation of individual programs for the rehabilitation and rehabilitation of disabled people (IPRA). The improvement of the quality of life and integrating disabled people into the society has been and remains a difficult task for rehabilitation and habilitation activities. Rehabilitation and provision of technical means of rehabilitation, to a lesser extent - social and professional rehabilitation are the most feasible for the implementation.

Objectives - to make an assessment of the actual situation in the population ageing process and to define its tendency. Material and methods. The classification characteristics are defined based on the calculation on the elderly people ratio to the total number of people. The structure of the international ranking is presented. The modern approach such as a prospective age was the basis of the ageing evaluation. The point of analysis was the ageing tendency in the Samara region population in the 20th century, observing its range and structure marks, the degree according to the ageing index. Results. The prognostic ageing values of the 2010 year for the period till 2031were corrected. The escalation of the eldest population group in the nearest future was decisively proved. The further interdisciplinary problem management was stated to be focused on, as the elderly people are crucially dependent on the just-in-time and full-range healthcare services supported by the social adaptation.
