This paper suggests the Human-friendly integrated system on the basis of IoT, which can prevent a Haenyeo at work under the sea from an unexpected accident. This system can process thedata based on the stored data, after building the database of the information from Smart Taewak. As a united software, IoT based Haenyeo Safely Managing Software (IOTHSMS) is composed of Data Collection Module, Server Device, Emergency Alarm Module, and Monitoring Program, providing service in various ways. Smart Swimming Goggles collect the information on Haenyeo’s activities and gives it to Smart Taewak, which transmits the data to IoTHSMS server. IOTHSMS needs to access to a PC or a Mobile Phone. IOTHSMS divides the information into the location and the condition of Haenyeo to indicate the POSITION information of Haenyeo at work and services provided by privileged permission. The STATE information of Haenyeo is separated into recent information and statistic one. IOTHSMS should not only have a function to manage user’s information but also the authority to modify PIN number, telephone number, mobile phone number, affiliated fishing village fraternities, and emergency call number in specifically. This study improves the former goggles and Taewak as Smart goggles and Smart Taewak with an IoT technology, the device to understand and analyze the state and the location information of a Haenyeo every real time by measuring her body condition and diving information.

With the rapid development of smart-phone applications, how to make the ordering process via smart-phones more convenient and intelligent has become a hotspot. This paper puts forward a method of restaurant dish recommendation relying on position information and association rules. In addition, this paper has designed and developed a restaurant recommendation system based on mobile phone. The system would fetch the real-time location information via smart-phones, and provide customers personalized restaurant and dish recommendation service. According to the related applications, this system can successfully recommend the related restaurants and food information to customers.

Introduction.The article analyzes the evolution of priority directions and main methods of legal regulation of the information sphere in modern Russia. The main focus is on the specifcs of the regulation of the state information policy in Russia in the new political reality that emerged after 2014. The article explores the basic criteria for the improvement of information legislation with the aim of increasing the effciency of forms and methods of implementation of the communication policy as a management function of the modern state.Materials and methods.Comparative analysis of the legal regulation of the information sphere as one of the main tools of state power in relation to media policy as a management function of the modern state allows conducting a comprehensive interdisciplinary study of the modern practice of implementation of state information policy by public authorities and management of the Russian Federation. The article also uses general scientifc and special methods of cognition of legal phenomena and processes in the sphere of Russian information legislation: the method of systemic structural analysis, comparative-legal and formal-logical methods.Results.The formation and improvement of the legal framework for the development of the information society acts as a priority direction of the state information policy. To date, Russia has established and successfully operates an integrated system of national legislation in the feld of information as a separate independent branch of Russian law. The basis of information policy, as well as policy in General, constitute a set of rules of law and mechanisms for their implementation.Discussion and Conclusion.Information legislation is one of the main conditions for the development and implementation of the state information policy. It creates a legal basis for the regulation of the market of information products and services, as well as the development of the entire complex of mass communication, information and communication. The practical implementation of the state information policy in all its functional and temporary aspects provides for the constant development of information legislation as a system of interrelated legal norms based on the constitutional principles of the Federal structure of the Russian state, the separation of powers, the delimitation of the subjects of jurisdiction and authority and the construction of a unifed system of Russian legislation.

This article reports on a proposed evaluation plan that has been developed to assess the work done by the State Information Technology Agency (SITA). The SITA programme was implemented in response to the South African government’s call to improve the lives of the populations in some rural areas through technology. The programme was meant to address slow development in  rural  areas  that  lack  technological  innovations  and  advances.  In  the proposed evaluation plan a review is made of secondary data, deciding how strategic priorities are to be determined, as well as analysis of the rural context environment. The researcher gives an account of how the evaluation strategies are to be piloted and rolled out thereafter. Lessons learnt are recorded and reported upon. A proposed evaluation plan will be developed, based on the lessons learnt in line with the objectives of the project.

Global Positioning System (GPS) and strap-down inertial navigation system (SINS) are recognized as highly complementary and widely employed in the community. The GPS has the advantage of providing precise navigation solutions without divergence, but the GPS signals might be blocked and attenuated. The SINS is a totally self-contained navigation system which is hardly disturbed. The GPS/SINS integration system could utilize the advantages of both the GPS and SINS and provide more reliable navigation solutions. According to the data fusion strategies, the GPS/SINS integrated system could be divided into three different modes: loose, tight, and ultratight integration (LI, TI, and UTC). In the loose integration mode, position and velocity difference from the GPS and SINS are employed to compose measurement vector, in which the vector dimension has nothing to do with the amount of the available satellites. However, in the tight and ultratight modes, difference of pseudoranges and pseudorange rates from the GPS and SINS are employed to compose the measurement vector, in which the measurement vector dimension increases with the amount of available satellites. In addition, compared with the loose integration mode, clock bias and drift are included in the integration state model. The two characteristics magnify the computation load of the tight and ultratight modes. In this paper, a new efficient filter model was proposed and evaluated. Two schemes were included in this design for reducing the computation load. Firstly, a difference between pseudorange measurements was determined, by which clock bias and drift were excluded from the integration state model. This step reduced the dimension of the state vector. Secondly, the integration filter was divided into two subfilters: pseudorange subfilter and pseudorange rate subfilter. A federated filter was utilized to estimate the state errors optimally. In the second step, the two subfilters could run in parallel and the measurement vector was divided into two subvectors with lower dimension. A simulation implemented in MATLAB software was conducted to evaluate the performance of the new efficient integration method in UTC. The simulation results showed that the method could reduce the computation load with the navigation solutions almost unchanged.

Urgency of the Research. Thirty-five years have passed since the Chernobyl accident. During this time, the environment has undergone constant changes under the influence of natural and human factors. Knowledge of these changes is impossible without the separation of anthropogenic processes from natural, which is why they organize special observations on various parameters of the biosphere, which change as a result of human activity. It is in the observation of the environment, the assessment of its actual state, and the forecasting of its development, that the essence of monitoring of radiation pollution of the territory of the Chernobyl zone is under the present conditions. Investigation of modern technological procedures and technical means of monitoring to further create a system of integrated radiological control of the environment will ensure the prevention and elimination of negative changes in the state of the environment in the territory of both the Chernobyl Exclusion Zone (ChEZ) and throughout Ukraine. The article deals with the issues of integrated radio-ecological monitoring of the environment in the areas of radiation hazard objects, the use of an automated radiation monitoring system (ASCRO), the implementation of a real time decision support system in response to nuclear accidents - RODOS in Chernobyl. Conclusions. The implementation of ASCRO and RODOS systems in the Chernobyl zone has allowed to create a comprehensive system of radio-ecological environmental monitoring of the state, regional and local levels, which is intended to solve the main tasks of environmental safety management, including, at high risk objects.
