The Ukrainian railway transport is the leading branch in the national road transport complex. Until recently, the Ukrainian railways have been satisfying the transportation needs of the economy and the population. Today, the service life of the technical resource of railways is practically expired. Therefore, there is a threat that the railway transport fails to satisfy future transportation needs of the Ukrainian economy.According to the accounting reports of Ukrzaliznytsya PJSC, at the end of 2016, the deterioration level of the fixed assets in the industry was 69.4%. In the context of a constant budget shortfall, the most urgent issue for Ukrainian railways is focusing on activation of innovation activity. We believe that most of the schemes of the traditional economy in the 21st century no longer work; therefore, alternatives should be searched for, the most obvious of which now is the cryptoeconomy with its decentralized system. The development and implementation of innovations in the Ukrainian railway industry requires new approaches to the system of financing innovations in the country; in this respect, ICO is a modern and promising method of attracting investments.

In the article, the ideas for the development of unmanned freight vehicles and the construction of high-speed railways are transformed into an innovative resource-efficient and high-tech solution — the creation of an Intelligent Multimodal Transport System of Russia, and the development of projects and structures for unmanned vehicle freight traffic — into the “Intelligent Container Chain” project. The proposals put forward are based on an analysis of the potential of the Russian railways and its implications for the spatial development of the Russian Federation. The trends in the development of unmanned vehicles are analyzed and it is concluded that its implementation in Russia will require the construction of specialized road, energy and digital infrastructure with the appropriate allocation of land allocation and supply of energy, communications and other technological communications. The need to search for new scientific, technological and organizational solutions is shown to achieve synergy between the demand for container road transport and the infrastructural and technological capabilities available in the railway transport system. As such a decision, the expediency of developing a new Intelligent Multimodal Transport System under the auspices of the Russian Railways was substantiated. Priority directions for the development of this system, as well as technical and investment solutions and scientific and technological tasks necessary for its implementation, have been determined. At the same time, questions have been formulated that require scientific study. The advantages of the proposed system for increasing the efficiency of using the transport space and developing a breakthrough competitive infrastructure business of the Russian Railways are disclosed. The prospect of the formation on this basis of unique high-tech groundwork is shown, which makes it possible to realize the potential of Russian science and the transport complex and has a high export potential.

- The liberalization process in the railway industry is highly influenced by the availability of rolling stocks. Although these assets are duplicable and cannot therefore be defined as essential facilities, evidence from many countries shows that they represent the most relevant barrier to entry in the market. In this paper, following the UK experience, we analyse the role of the rolling stocks and the hypothesis of a vertical separation of these assets from the present owner, i.e. the incumbent operator Trenitalia SpA. We therefore evaluate the pros and cons of a potential de-integration of the Italian railway industry in order to enhance market competitiveness and the overall efficiency of this industry. . Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The article presents an outline of the law governing railway transport in comparison with the regulations for road transport. The comparison shows that railway entrepreneurs are much more encumbered with legal obligations than road carriers, which in part is due to the specificity of this branch of transport. The essential constraints to the competitiveness of railway transport relate to the cost of access to railway infrastructure and its condition. The article also points out the faulty legislation, disadvantageous to both modes of transport, and attempts to determine the impact of legal solutions for the development of rail transport.

This article provides the analysis of the possibilities to instal new technologies in the Lithuanian railways the building of a high speed railway line I in Kreta corridor. It is advisable to project this line as a mixed one, i.e. intended for both passenger and goods traffic. The research carried out by the author has shown that light transport dominates in passenger transportation among four cities of Lithuania Vilnius, Kaunas, Klaipeda and Siauliai, which transports even 81,3% of direct passengers. Buses carry 14,9% and only 3,8 % of passengers are carried by railway transport. Therefore the main problem public transport is facing is to“get the passengers back” from light transport means, i.e. cars. The prospective railway and road transport markets in local, intercity and international passengers' transportations are also established in this work.

This paper aims to present the role railway transport plays in European Union and in Romania. The importance of this mode of transport is shortly put to the reader forefronts, while at the same time there is presented its share in land transport market. Road transport has its advantages, but its market share cannot be motivated only by market considerations; there are other factors which put this type of transport on a predominant position. The advantages of rail transport are presented face-to-face with road transport especially for passengers’ transport, how railway transport can gain a greater share in land transport market, and how it can contribute to create the conditions of a more sustainable future.

Abstract. The purpose of the scientific publication is to analyze the dynamics of innovation and investment support for regional ecological development, to identify prospective ways to improve the financial incentives for innovative environmentally-oriented development of Ukrainian regions. The achievement of the purpose of environmentally sustainable development of the country and its regions requires an innovative approach, which  essence is to introduce innovations aimed at accelerating quantitative and qualitative changes in the methods of management combined with the development and absorption of environmentally safe innovations, the development of the market for innovative environmental goods and services. The article emphasizes that the innovative eco-sustainable development is the main means of solving a wide range of problems in almost all spheres of life and characterizes the quality of the socio-economic system of the country as a whole and its regions. The article discusses the features of implementation of innovations and investment in the regional ecological development. It analyses the  dynamics of innovation-investment support of regional ecological development based on calculations of innovation-scientific and investment indicators. This provided the basis for their rating assessment and identification of the interregional differentiation of administrative regions of Ukraine according to the indexes, which could be the basis for making managerial decisions on innovation and investment support for environmentally sustainable development, taking into account regional peculiarities. It is proved that for the activation of innovation and investment support for regional eco-sustainable development, it is necessary to determine its preconditions, taking into account the assessment of the possibilities of implementation of innovations and attraction of investments in the regions of Ukraine. Indices of innovation and investment support for environmentally safe development of the region are calculated on the basis of statistical data that have an enormous influence on their level and their grouping has been conducted according to qualitative features. A number of measures have been proposed to improve the financial incentives for innovative environmentally-oriented regional development.
