The safety of trains is the basis of the efficient operation of the railway transport system, the optimal organization of passengers and cargo transportation. All organizational and technical activities in railway transport must meet the requirements of safe and uninterrupted train traffic. Traffic safety is ensured by the maintenance of all facilities, railway tracks, rolling stock, equipment and mechanisms, technical devices and communications. In order to ensure a given level of train safety, it is essential that the technical facilities and personnel have the appropriate safety level. Comprehensive management of reliability, risks, cost of life cycle in railways is a technology that improves the quality of services. This technology is characterized by several components, namely, factors that affect the reliability and safety of railway facilities, as well as the means of achieving reliability and safety; risk and complete safety; cost of life cycle. As part of the security provision, the Russian Railways regularly upgrades its fixed assets. These are projects related to safety, which are based on life safety aimed at ensuring the technological sustainability of the production process, improving traffic safety and maintaining the existing throughput capacity of transport infrastructure. The assessment of the influence of technical failures and defects on the performance and economic criteria of rail transport will enable objective management decisions to be made in the area of fixed assets renewal in order to improve traffic safety and to introduce measures to reduce the share of non-productive expenditures of structural units.

The article analyzes the EU rail transport directives to be implemented in Ukraine after signing the Association Agreement between the EU and Ukraine, as well as the systematic positive and negative consequences and reservations of the implementation of the directives in the Ukrainian rail transport legislation. However, bringing of rail transport to the state declared in these directives requires significant investments including foreign ones. At the same time, the investment attractiveness of the railway industry is very low. The reason for this is the unsatisfactory state of the non-current assets, low quality of transportation, unprofitable passenger transportation which requires cross-subsidization, etc. Upgrade of the transport infrastructure should be carried out with the use of the latest energy efficient technologies. There is a need to change the management principles of the railway industry as a whole. Fulfilment of implementation conditions will trigger the attraction of investments and increase of the revenue part of the budget of Ukrzaliznytsia, which in turn will increase the competitiveness of the domestic railway.

The study seeks to investigate the awareness and adoption of modern technologies which are collectively called (IRTS) Intelligent Railway Transport Systems by the NRZ (National railways of Zimbabwe) of Zimbabwe. Adoption of these technologies are on an increasing trend in developed and developing countries, installation and implementation of a railway system called RailTracker in Tanzania has improved railway services in that country, in Uganda and Kenya the Rift Valley Railway (RVR) has introduced GPS technology to track trains. In India a system is used to detect defects in rolling stock while they are on the run. Where these systems have been implemented, they have significantly improved the efficiency, safety and quality of service of railway operations. In Zimbabwe the rail network is an important transport infrastructure enabling movement of goods and passengers. Primary research was carried out using questionnaires and semi structured interviews, data was collected from 67 participants comprising Engineers, Technicians, Train Drivers and Station Managers. 98% of the technical participants indicated that they were aware of IRTS however the adoption of the systems by the NRZ is at 0%. 100% of the Managers indicated that they were aware of IRTS and the company is willing to adopt them but currently no system has been installed Secondary research was conducted to identify and study similar projects elsewhere, their success as well as the difficulties encountered during their implementation. Secondary data was collected from books and the Internet.

Article visualizations:

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

The paper considers a new version of IRIS ISO/TS 22163:2017 standard in relation to the quality of repair of complex equipment in the railway industry. It is shown that the new version of ISO/ TS 22163:2017 standard provides for the need of organizations to conduct risk analysis and accounting in their work. The authors propose to consider as an example a well-established analysis of the types and consequences of potential defects in FMEA process. The use of FMEA analysis made it possible to consider the significance of various risks of the quality of traction rolling stock repair, as well as to establish the importance of quality control operations for impregnation of a traction motor.

Railway transport has a very important role in economy of every country. The efficiency of railway transport depends both on the quality of transport organization and on the technical reliability of the railway rolling stock. During operation of the railway freight wagons in the last years, a large number of breaks of suspension system elements have been noticed. This feature is especially reported at four-axle double wagon for coal transport (designated Fbd) and three-axle wagon for transport of cars (designated DDam). Frequent breaks of suspension system elements reduce the efficiency of transport and in some cases cause derailment of wagons and lead to large economic losses. In this paper, the causes of breakage of suspension on both wagons (Fbd and DDam) have been analyzed, but also the possibilities of how to resolve these problems, i.e. how to reduce them to a minimum or avoid them completely.

The competitiveness of an enterprise in comparison with other entities working with it in the same plane has a significant impact on the results of its activities, including profit. If we talk about railway transport, in the field of providing passenger transportation within the country, then road transport has become a close and fairly significant competitor of railway transport, because the availability of cars to an ordinary citizen, an extensive network of bus routes, competitive cost and speed of delivery of a passenger from point A to point B by road vehicles have significantly weakened the place of rail transport in the passenger transportation market. The following factors negatively influence the volume of passenger transportation by rail in Ukraine: ineffective reforms, their obsolescence and protraction, ineffective industry management system, outdated financial model and tariff setting system. Ensuring a stable, profitable operation of a transport organization by identifying and meeting the needs of passengers to the maximum is the main goal of marketing in the field of passenger transportation. The current tough market conditions for the implementation of financial and economic activities in the field of railway transportation require a change in the policy of using the labor potential of Ukrzaliznytsia in order to increase its financial potential. In the article, the authors, in order to increase the competitiveness of railway transport, note not only on a thorough and large-scale renovation and reconstruction of railway transport infrastructure and rolling stock (with the help of public and private funding), but also the need to determine the needs of the passenger, his hopes and expectations from railway travel (for this it is proposed to create an appropriate marketing service in the structure of the railways, conduct regular surveys of passengers, etc.). The authors consider an increase in the motivation for high-quality performance of official duties by railroad employees as one of the important areas of increasing the competitiveness of rail passenger transportation, because it is they who come into direct contact with passengers and significantly affect the general impression of the passenger from the trip.

Nowadays, thanks to funds coming from various sources -including the European Union, intensive modernization and revitalization works regarding railway transport infrastructure are carried out. These works include both the railway surface and the change in the way of conducting railway traffic on both open lines and operating control posts. During modernization and revitalization, efforts are being made to introduce more and more new solutions in both mentioned areas. However, there is no multi-criteria method that would allow to assess which method seems to be the most advantageous. The aim of this article is to present a multicriteria method of choosing the method of conducting railway traffic on the open line for modernized and revitalized railway lines. It should be noted that the basic group of criteria in the method applies to the organization of railway traffic. The article discusses the basic issues regarding the modernization and revitalization of railway lines, ways of conducting railway traffic on open lines and multi-criteria assessment methods. A multicriteria method for selecting the method of conducting trains was presented and it was verified for a selected railway line in Poland.
