CALCULATION OF “NORMAL” CONSTRUCTION TIME FOR BUILDING CONSTRUCTION PROJECTS WHILST CONSIDERING UNCERTAINTIES

Construction time has a major influence both on the cost-efficient execution of construction works and on the overall project outcome achieved by the client. Clients would do themselves a disservice if they specified short or extremely short construction periods for their projects. The same applies to time made available for project preparation, particularly for the design and tender stages. Any project that is poorly planned, tendered, and executed under time pressure will adversely affect actual construction work but also the building’s use and possible reuse. Cost, time and quality targets are at risk due to the resulting disruptions to the construction process. Productivity is adversely affected not only by unduly short but also exceedingly long construction times. Short or very short construction times have a major influence on the efficient and effective utilization of production factors, including elementary (workforce, materials, equipment and machinery) and discretionary factors (project manager, site manager, technicians, etc.). This paper outlines the basic correlation between construction time, labor consumption rates and productivity as well as construction cost. Furthermore, it sets out to determine the influence of construction time on costing and, consequently, on the construction process. A practical example demonstrates how normal construction time can be calculated for reinforced concrete works based on uncertain input parameters. In addition, the benefits of specifying normal construction time for clients and contractors are outlined.

This study aims to identify the most important factors that cause delay in road construction projects in Jordan, which results in cost and time overrun allocated for this type of engineering projects and cause critical problems for both the developer and the contractor. The gap between the cost at completion and that originally estimated, known as cost overrun, can be regarded as one of the most important parameters reflecting the success of projects. In the public sector, money spent on project change orders results in increased construction time which in return reduces the number and size of the projects that can be completed during any given fiscal year. To achieve this goal, the documents and the final reports for several sample projects implemented over the years 2000 to 2008 were analyzed. All the projects were administered by the same organization taken from Jordan Ministry of Rural and Public Works. The results of this study can assist highway officials in their design, planning, scheduling and projects completions so that necessary actions can be taken to control these overruns in future projects. The study showed that 19 factors might cause delays of road construction projects as defined through a detailed literature review. The analysis of the study indicated that the top causes affecting time and cost overrun in road construction projects in Jordan are Terrain and Weather conditions.

The construction industry is one of the most significant sectors in Malaysia, specifically in terms of its contribution to the Malaysian Gross Domestic Product (GDP) and facilitation of other industries to enhance their productivity outcome by constructing buildings and facilities for them. However, the process of constructing buildings and facilities will take a long period of time if done according to conventional practices. Due to this circumstance, the establishment of the Internet of Things (IoT) in construction development is beneficial to improve productivity levels and reduce the construction time as well as the cost. Hence, this paper intends to review the adoption of IoT in Malaysia’s construction industry towards Construction 4.0. In conjunction with that, the use of IoT in terms of construction technology such as BIM, smart communication, sensor, big data, augmented reality, location services and remote operation during the construction process has made a massive impact on the monitoring of the construction process, especially in reducing the risk of construction error, defects, and avoiding construction delay. The proper adoption of IoT in the Malaysian construction industry will give a huge positive impact to the construction industry and encourage it to grow and compete with other developing countries. This paper is noteworthy to the Malaysian construction industry, especially for the key players in the construction industry to raise their awareness regarding the benefits of adopting IoT for their future projects.

The purpose of this research is to break down the monitoring process to explore the problems which impede cost efficiency in contract monitoring in a developing country, such as Pakistan. This research investigated the issues and challenges to the cost-efficient and effective implementation of project monitoring systems in public sector construction projects in Pakistan. This study uses the transaction cost economics (TCE) lens, to explore the project monitoring process of construction projects, 25 interviews with Engineers and Associate engineers were conducted from public sector construction projects. Qualitative research was performed, and thick qualitative data has been coded, categorized, analyzed, and concluded. The study concluded that in principle, project monitoring contributes to reduced transaction costs, depending on how efficiently governance arrangements are made. Hurdles related to weak governance in the organization significantly increase the post-contract transaction cost (TC). As a result of the analysis, multiple issues have been identified from the study such as Political realities, capacity building, resource constraints, administrative issues, mutual dependency, and department coordination has a direct influence on the TCs in construction projects. The result of this study provides a deeper understanding and clear roadmap of the ongoing monitoring practices and processes in the public sector construction projects. It identifies the problems and issues of the monitoring process in the construction industry of developing countries which potentially causes to increase in the total project cost.

Variation orders are an on-going phenomenon in construction and industry projects worldwide, particularly in the province of Sulaimani, where the project's damage from cost and schedule overrun because of variation orders. However, the effect on project costs and time overrun of variation order has yet to be identified. This study evaluates the impact of variation orders on the cost and time off in the Sulaimani governorate. Two hundred twenty-eight projects from various construction sectors built between 2007-2012 were adopted to calculate the contract cost and schedule overruns due to variation orders. Data analysis was applied in the study were descriptive statistics. One-way ANOVA was also applied to determine whether the overrun of project cost and schedule significantly varied depending on project type, size, duration, location, and awarded years. The findings indicated that cost overruns are very common due to variation orders. 95.6% of the projects were studied being impacted, and overrun in project cost are also huge, with 16%. Time also overruns more common than cost overruns due to the variation orders. 98.7% of the projects were studied in Sulaimani were affected by time overrun with an average of 46.3% of initial duration observed. Findings also indicated that two out of five parameters measured in the analysis had a significant correlation with project cost overruns. Three out of five considered variables correlated with construction time overruns.

Purpose. The authors aimed to form an algorithm for choosing a rational facade system for a specific construction site, taking into account climatic, organizational-technological and operational properties, applicable to use by any participant in the construction process. Methodology. The criteria for choosing a rational facade system were determined. The state of choosing and applicability of modern facade systems for new construction and overhaul in Ukraine was analyzed. Based on certain factors influencing the choice of the most rational facade system of a multi-storey residential or public building the authors formed a convenient and objective algorithm for choosing a facade system, taking into account the main features of the construction object, as well as operating parameters. The algorithm was adapted to practical application. Findings. The influence of the parameters of choosing facade system on the process of arrangement, operation and repair of the modern facade system is established. The obtained algorithm for choosing a rational facade system by an estimation of values of influence factors in activity of the leading design organizations of Dnipro was successfully tested. By passing the appropriate algorithms at the joint meetings of the designer, customer and contractor, the most rational facade systems were found for specific construction projects with significant objectivity of choice. The adaptability of the algorithm by discarding minor factors leads to increased visibility of the process of choosing a facade system. Originality. The regularity of the influence of a number of organizational-technological and operational factors on the process of choosing a rational facade system is established. The efficiency of determining the appropriate system for specific construction conditions has been increased, taking into account the peculiarities of operation and purpose of the building. Practical value. The participant of construction by passing a simple algorithm has the opportunity to clearly assess the influence of organizational, technological and operational factors on the choice of a rational facade system. By evaluating the parameters of the corresponding factors, the most rational facade system for a particular object was determined. As a result, the cost of operation of the facade system is significantly reduced while optimizing the duration of repair periods and improving the working conditions of the components of the facade system.

Construction is a complex system whose parameter values are constantly changing over time and depend on a huge number of factors. Successful completion of a construction project is to achieve the set goals: completion of construction on time, completion of planned workloads, optimal resource allocation, achievement of quality construction products. One of the most important technical and economic indicators of organizational and technological design is the duration of construction. Without its definition, it is impossible to correctly determine the cost of construction, to generate cash flow for the investment period of a construction project, to evaluate its effectiveness.The work is devoted to the organization of frame monolithic works of complexes by different methods, to determine the difference in cost, duration and dynamics of investments, which should be taken into account to the investor. Consideration was given to the construction of a monolithic frame of the house with the use of construction machines and mechanisms.- streaming method, and streaming optimized to eliminate downtime by adjusting construction time;- the parallel method with the greater use of resources;- the method is combined (parallel-sequential);is a sequential method.Functions defined:- cost dependence on the time of general complex construction;- the cost dependence of the time of individual work in the flow with downtime.One of the main tasks was to determine the optimal durationworks for the investor, because the type of organization affects the following indicators:- duration;- cost;- dynamics of investments.Housing is one of the most important areas that determine the economic stability and economic growth of the country, requiring significant and long-term financial investment. That is why the organization of effective management of innovative investment activity in housing construction is a task of particular importance.However, the development of the housing market is hampered by the following factors: inefficient ways of managing construction projects, low level of mobility of economic flows in construction, lack of qualified specialists and participants in the investment construction process. Therefore, the development and implementation of effective ways of managing investment is an important task today.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.

This research aims to diagnose and identify the causes of claims and disputes between the contractor and the employer, also review the methods used to resolve disputes in construction contracts. In order to achieve the goal of the research, scientific methodology is followed to collect information and data on the subject of claims and disputes in construction projects in Iraq through personal interviews and questionnaire form. The most important results in this research are: the price schedule contract as a kind of competitive contracts is the most important and guarantee for the completion of minimum level of claims and disputes with relative importance of (84.1), compared with the (cost plus a percentage of the cost contract) as a kind of negotiating contracts is the most relative importance of (79.6), and the turnkey contract as a kind of special contracts is the most relative importance of (74.2). The  contractor and  his agents are one of the most influence sources in occurring claims and disputes in construction contracts with relative importance of (77.4) followed by the contract documents with relative importance of (74.2) and then the employer with relative importance of (73.2). In addition to the long period of litigation and the multiplicity of veto grades are most negative when contractual disputes have resolved by it, and with relative importance of (86), followed by the large number of issues and lack of efficiency and specialty of Judges with relative importance (78.4). Finally, the direct negotiation method (relative importance of 77) is one of the most friendly settlement ways favored by conflicted parties, while the resolution of disputes and claims board (relative importance of 10) occupied the last rank in the friendly settlement ways.

AbstractSmall-scale commercial rollouts of Cellular-IoT (C-IoT) networks have started globally since last year. However, among the plethora of low power wide area network (LPWAN) technologies, the cost-effectiveness of C-IoT is not certain for IoT service providers, small and greenfield operators. Today, there is no known public framework for the feasibility analysis of IoT communication technologies. Hence, this paper first presents a generic framework to assess the cost structure of cellular and non-cellular LPWAN technologies. Then, we applied the framework in eight deployment scenarios to analyze the prospect of LPWAN technologies like Sigfox, LoRaWAN, NB-IoT, LTE-M, and EC-GSM. We consider the inter-technology interference impact on LoRaWAN and Sigfox scalability. Our results validate that a large rollout with a single technology is not cost-efficient. Also, our analysis suggests the rollout possibility of an IoT communication Technology may not be linear to cost-efficiency.
