The purpose of this paper is to examine the usage of public library towards youth development. Generally, a public library offers information and educational resources to a community. Being that in the modern world, there are other modes in seeking information, the public library is often disregarded and being ignored of its existence. Factors that affect the use of public library such as accessibility, availability, comfortability and the maintenance of it plays an important role in determining its usage among youth. The paper will look into four research areas of the urban and rural areas involving 800 respondents (youth) in Malaysia as the base of this study to see whether the public library is used by the youth to gain information apart of other resources available. Keywords:Public Library, Youth, Youth development.ISSN: 2398-4287© 2017. This article focuses on the rural areas of Russia’s North-West borderlands, particularly, the municipal districts and towns that are closest to the national border. The study aims to identify problems in the development of these territories and provide solutions to them. The methodological framework employed is the neo-endogenous approach, which suggests the maximal multifunctionality-driven use of internal resources, bottom-up initiatives supported by the authorities, extensive use of innovations, the Internet, and scientific knowledge. The study takes into account and assesses the heterogeneity of rural areas by producing a typology of districts built on the structure of agricultural production, using the Hall-Tideman index. The study used several indicators to identify the role and place of border districts in their respective regions. Three types of districts were distinguished according to the structure of agricultural production: districts dominated by agricultural organisations, districts dominated by small farms, and mixed-type districts. Cross-district differences in output dynamics were described. The socially essential functions of rural areas and the economic entities performing those functions were identified. The analysis of the recreational resources of border districts helped to determine the directions in which the transformation of rural areas into consumer spaces was moving. The major development trajectories of rural areas were plotted using the non-endogenous approach and differentiated by the district types. The rural areas of the North-West borderlands were confirmed to have a unique and diverse resource potential that is sufficient to ensure their sustainable development based on the non-endogenous approach.

The purpose of this paper is to define a common framework of the Cultural Planning application, in order to provide a range of theoretical and practical tools to combine the conservation of cultural heritage and local development in urban and rural areas, where the management of cultural heritage can have a significant role improving the active participation of the community in the public decision making process. The idea of participation is, at different levels and in different contexts, strongly present in Europe; modern urban design and planning projects are increasingly including local communities in urban development planning activities. In conclusion, the paper argues the possibility of applying the Cultural Planning tool in the field of the Metropolitan City of Reggio Calabria strategic planning.

The article is devoted to the study of existing ecological settlements with agro-recreational function in domestic and foreign practice, which are an integral part of recreational areas and are in interaction with all components of the recreational environment. In modern conditions, urbanization has become more global. Growth of settlements, increasing the proportion of urban population, as well as the emergence of more complex networks and systems of cities - has led to an expansion of the habitats of the urban environment and their qualitative changes.Agri-environmental use in modern conditions of sustainable development should ensure not only ecological food products for the population, but also guarantee the ecological development of the agro- industrial complex at the economic and urban levels, without prejudice to the natural environment. The solution of the problem in general is to create agro-recreational ecological settlements for their inclusion in recreational systems, by creating agrarian landscapes, using the main recreational resources of urban and rural areas such as climate, microclimate, relief, surrounding landscapes, etc.

Heritage is a very complex concept that is characterized by having multiple meanings. Despite this, there is no doubt as to its attraction for carrying out tourist activities. In the specific case of cultural heritage, there is widespread agreement in considering it as a tourist resource given the interest it raises amongst visitors of all origins. This is not, however, always the case and it can be observed that in certain areas, especially rural ones, certain limitations exist. They are caused by multiple factors such as the importance of the resource itself, although the distance to the main centers of tourist attraction is also considered a key point. Due to this, the study puts forward the need for joining forces and attractions in order to create tourist itineraries based on a peculiar kind of resource: Historical Ensembles. In order to achieve this aim, we used the network analysis tools included in a geographical information system and applied it to a rural context, which was that of Extremadura in Spain. To be precise, the closest facility and service area tools were used. The results of the various analyses reflect the real possibility of generating tourist itineraries as a first step in the design of tourist products. In this way, the administration can be provided with a management tool capable of laying the foundations of a coherent and efficient tourist policy.

Studies conducted by environmental psychologists, sociologists and cultural geographers show that affiliation of self with place forms a salient part of identity, and even personalities inclined to nomadic life styles identify themselves in terms of location. In people’s relations with space, cities have a special role, albeit one that changes over time. In the second half of the 20th century, erasing of the borders between urban and rural areas, the growth of migration, and globalisation marked by convergence of consumer tastes and patterns have changed the face of the city. The purpose of this essay is to analyse how the identities of the two biggest Russian cities, Moscow and St. Petersburg, and their residents are negotiated and reshaped in the discourse of Internet users and why the juxtaposition of the two cities has been a pervasive theme in the last decade.
