This article presents the results of a research study aimed to explore and analyze the configuration process and current situation of educational policies for foreign students in Chile and the Autonomous Community of Catalonia. From a qualitative approach, and based on a comparative documentary study, an integral vision of the scenario of policies and instruments of public action for the schooling of foreign students was built in both contexts. The results show more contrasts than similarities. Among the differences, the different configuration processes of these actions are highlighted, where the evolution of the migratory phenomenon and the characteristics of their political and educational systems influence. They also contrast the areas addressed by these actions and the ways in which inclusive education for foreign students is materialized. The most relevant similarity is the incorporation of inclusive education and intercultural education as central approaches of both educational systems and of the actions in favor of the schooling of these students. The value of the comparative study lies in the extensive and in-depth look at the development of educational policies and public action instruments to address the accelerated flow of migrants in school systems.

Inclusive education has become an international educational priority with the ratification of the UN Convention on the Rights of Persons with Disabilities. This article compares and analyses in depth two different educational systems on two continents with regard to their development of inclusive education and their current issues with this policy. France and Nova Scotia, a Canadian province, have two different traditions of schooling and of the education of children with disabilities. The article will compare the educational systems, educational policies, definitions of inclusive education, and the shifting teachers' roles and responsibilities. Two case studies will be used to contextualize the layers of meaning underlying inclusive education.

The European Union has opted for a competitive and dynamic economy without losing social cohesion. Education is one of the pillars on which it is based to achieve this objective, but also a crucial element from which to ensure equity and social cohesion. The present study approaches, with a qualitative approach through documentary research, what equity measures are being developed from the educational systems of 32 European countries and what equity profiles can be established between countries. The analysis allows to show progress in the line intended, but also the use of practices and educational policies inconsistent and even contrary to equity and social and educational inclusion.

Abstract Linguistic and cultural diversity is becoming an inherent feature of most schools in Europe. This is specially so in contexts such as the Basque Autonomous Community in Spain, where the presence of two official languages (Basque and Spanish) is complemented by the early teaching of English, which sets out as early as the age of four in the majority of schools. Nevertheless, the low foreign language command of Spanish students in general and the Basque students in particular has led to the implementation of CLIL experiences, which have been mushrooming in the last decade. Some voices have been raised though against the ever increasing presence of English due to its probable negative impact on language attitudes, especially on attitudes towards Basque. Many efforts have been made to normalize the situation of Basque at school and some scholars consider that these achievements can be jeopardized if the minority language yields too much space to the two international languages (Spain and English). In this paper the effect of CLIL programmes on attitudes towards trilingualism is examined through a holistic questionnaire completed by 277 secondary students. The results obtained demonstrate that CLIL can help to boost positive attitudes towards trilingualism at school, a matter of the utmost importance due to the ever increasing number of multilingual educational systems in Europe.

The work aims to provoke critical educational reflections on the current state of the scientific-pedagogical conception of inclusive education in the university context. In this sense, we are aware of the existence of an extremely positive conceptual evolution in recent times. It is necessary to articulate new discourses and teaching practices that project and illuminate the idea that inclusive education as a permanent process of change in education and for which the development of psychological activities outlined in resilience can play an important role. The Ecuadorian higher education system has experienced, for a few years, changes of great pedagogical interest. In this framework, a whole process of generating educational policies and inclusive education is shown, taking as a framework the professors and managers of the Technical University of Manabí (UTM) (Ecuador), to contribute to the greater inclusive development of the said university. The main challenges for university institutions regarding fostering the resilience of the academic process are presented.

In this illuminating study of German primary schools, Lamberti examines an educational tradition that was the object of wide emulation, but which was often misinterpreted by its admirers. Overlapping communities of American missionaries and higher education administrators and faculty laid the foundations for international education in the United States during the first half-century of that movement’s existence. Their interests and activities in China, in conjunction with Chinese efforts to develop modern educational systems in the early twentieth century, meant that Chinese students featured prominently among foreign students in the United States. Through the education and career of Meng Zhi, an American-educated convert to Christianity, staunch patriot, and long-term director of the China Institute in America, this article examines the transition of international education programs from U.S.-dominated efforts to extend influence overseas to initiatives intended to advance Chinese nationalist projects for modernization.

<p class="apa">This paper analyzes the extension of the right to secondary education in Brazil. Currently, the debate on secondary education has been intensified in civil society highlighting the problem of the reason of its precarious offer, not to mention a significant proportion of young people and adults who have not finished this level of schooling. Opinions vary on how the offer to secondary education should be held: while a minority believes that schooling should be humanistic and scientific; others support integrated education with a technical certification. Others advocate the separation of secondary professional education. This myriad of projects and programs has invaded the educational systems and schools, a portrait of public action in the education area, divided between republicans and private interests, in the context of disputes between the process of democratization and modernization, guided by the excellence of the performance of the institutions and students. This paper has an essay character produced within the research ‘Innovative High School Program: working conditions and teacher education’ with CNPq funding and during the post-doctoral studies conducted at the École Normale Supèrieure de Lyon/France, with CAPES financial support.</p>

In order for all to be included according to their needs and specificities, the objectives proposed by school education must be directed to the recognition and problematization of differences. The objective of this study was to analyze the implementation of programs and actions proposed in the scope of the National Policy of Special Education from the perspective of Inclusive Education (BRASIL, 2008), in a school located in a small municipality in the west of São Paulo. The methodology consisted of formative intervention on public educational policies, programs and actions in an inclusive perspective, and participant observation to follow the actions developed by the school management team, based on a qualitative approach. The programs and actions of the Ministry of Education are effective, since they aim to contribute and help with the guarantee, not only of access, but also of the permanence with the quality of students in the school context.

This chapter explores new communication technologies and methods for avoiding accessibility and communication barriers in the educational environment. It is focused on providing real-time captions so students with hearing disabilities and foreign students, among others, could participate in an inclusive way in and outside the classroom. The inclusive proposals are based on the APEINTA educational project, which aims for accessible education for all. The research work proposes the use of mobile devices for teacher and students in order to provide more flexibility using the APEINTA real-time captioning service. This allows using this service from anywhere and at anytime, not only in the classroom.

ABSTRACT Objective: to understand the experience of being a mother of a child and a nurse working in the COVID-19 pandemic. Method: a research study with a qualitative approach, conducted with 17 participants from different cities of the state of São Paulo, Brazil. Data collection took place in the months of April and May 2020, through semi-structured interviews conducted via an open access virtual communication platform. The data were thematically analyzed, based on the Complexity Paradigm. Results: the absence and mismatch of scientific and systematic information at the beginning of the pandemic, the fragile institutional support, and the concern of contamination of the children generated stress and anguish in the mother-nurses. The support previously offered by schools and family members was hindered by the pandemic, leading to a greater demand for parental care. Creative strategies to provide distraction, as well as religiousness and spirituality were valued to face the chaos experienced. Conclusion: nurses, while being valued as important frontline professionals in the fight against the pandemic, are invisible in their personal-affective dimension and in that of being a mother. The study indicates the need for structural institutional policies so that mother-nurses are placed in a position of equality and safety for the full exercise of the profession and a healthy intra-family relationship, especially in contexts of adversity such as that experienced during the COVID-19 pandemic.
