In this work the task is formulated and the method of reconfiguration of systems of organizational management on the basis of synthesis of the functional structure having an impact on an appearance of all system considerably defining an order of its functioning, integrating in a whole of means of technical and mathematical, program and information support is offered. The research objective consists in need of increase in effective management of organizational systems on the basis of complex development, implementation and application of funds of automated management of its elements. Expert systems on the basis of declarative programming languages are applied to synthesis of similar structures. Research methods. As the tool for definition of the knowledge base about the field of restructuring of structure of management calculation of expressions and language of a predicate logic, that is a logic theory of first order is used. Then, the problem of reconfiguration of hierarchical structure of management system can be presented doubly. First, as a problem of definition of the changes of the known rational hierarchical structure providing minimum loss from the arisen functional failures. Secondly, as a problem of creation of new rational structure which provides optimum use of the resources used in the course of achievement of definite purposes in the changing conditions. Results. As a result of a research, on the basis of de Morgan's law the factors influencing a system status of organizational management in general are defined. The necessary structure of solvable tasks of all hierarchical structure is defined by extent of influence of different factors on characteristics of structure of management. Conclusion. Work of the received expert system consists in consecutive execution or failure to follow rules and transition from one status to another. In case of an impasse the expert system gives the report in the form of requirements of alternative change of these or those rules (factors). New rules are remembered. Thus, the system of knowledge is increased.

The key aspects of the process of designing and developing an information and cartographic control tool with business analytics functions for the municipal level of urban management are considered. The review of functionality of the developed tool is given. Examples of its use for the analysis and monitoring of implementation of the program of complex development of territories are given. The importance of application of information support of management and coordination at all levels of management as an integral part of the basic model of management and coordination system of large-scale urban projects of dispersed construction is proved. Information and map-made tool with business intelligence functions was used and was highly appreciated in the preparation of information-analytical and presentation materials of the North-Eastern Administrative District of Moscow. Its use made it possible to significantly optimize the list of activities of the program of integrated development of territories, their priority and timing.

The purpose of this paper is to create an expert system to detect oil palm plant diseases in order to help farmers / companies in providing accurate information about the diseases of oil palm plants and how to overcome them and to help reduce the risk of decreasing palm oil production. This system is designed to mimic the expertise of an expert who is able to detect diseases that attack oil palm plants. The method used is forward chaining that is starting from a set of data and proving a fact by describing the level of confidence and uncertainty found in a hypothesis. The results of this study are to diagnose diseases of oil palm plants and their computerization using web programming languages.

AbstractThe combination of the paradigms of shape algebras and predicate logic representations, used in a new method for describing designs, is presented. First-order predicate logic provides a natural, intuitive way of representing shapes and spatial relations in the development of complete computer systems for reasoning about designs. Shape algebraic formalisms have advantages over more traditional representations of geometric objects. Here we illustrate the definition of a large set of high-level design relations from a small set of simple structures and spatial relations, with examples from the domains of geographic information systems and architecture.

The article describes the importance of information and analytical support for the formation of organizational support for economic security of business. The stages and principles of formation of information-analytical support for creation of system of economic safety of the enterprise are analyzed. The connection and the nature of the influence of information-analytical activity and organizational support of economic security of the enterprise are investigated. It is important for the management of each organization to develop an individual mode of working with information, especially at the stage of its accumulation and analysis. Only a detailed and step-by-step definition of the process of working with information resources of various departments and officials increases the effectiveness of organizational support of economic security of the enterprise. The quality of analytical support is the basis for building an effective system of economic security of the enterprise and one of the key factors in its development. The harmonious combination of information-analytical work and the organization of economic security is a problem for the management of the business structure and requires a constant, operational study of the economic efficiency of the existing organizational structure.Adjusting the organizational structure directly affects the company's ability to withstand threats and risks from the external and internal environment. Modernity puts forward specific conditions for the economic security of the enterprise, especially given the deepening of the role and increase the amount of available information. The information array, which is freely available, is constantly replenished, which requires decision-makers to find new methods of information processing. The article analyzes the features of using the results of information support and analytical research to form an effective organizational structure of economic security of the enterprise. The study demonstrates the need for reliable and effective information and analytical support to improve the organizational support of economic security of the enterprise.

Urgency of the research. The need to improve the ter-minology of the recreation and tourism sector is due to the emergence of new forms of business organization and the emergence of innovative institutions that significantly affect the processes of socio-economic development. Target setting. There is a scientific problem with the disclosure of the content of innovation in tourism, the innova-tion policy in the recreation-tourism sector, the definition of the innovation policy components, the mechanisms for its formation and implementation. Actual scientific researches and issues analysis. The literature reflects the evolution of the concept of "innovation in tourism." There are typologies and examples of such innovations. The examples of application of the latest innova-tive technologies at the Ukrainian tourism market are ana-lyzed and presented. Uninvestigated parts of general matters defining. The accumulated theoretical material requires the synthesis and development of methodological recommendations for the formation and implementation of innovation policy in the rec-reational and tourist sector of Ukraine. Identify the main factors hampering the implementation of information technology in the recrea-tion-tourism sector of Ukraine. To reveal the main directions of information support of the innovation policy realization process in the recreation-tourism sphere. The statement of basic materials. The article presents the existing definitions of the terms "innovation in tourism", "innovation policy in tourism". The author's interpretation of these terms is given. The existing classification of innova-tions in tourism is generalized. Examples of such innovations are given. The most common information technologies of-fered for use in tourism are presented. These factors re-strain the effective implementation of information technology in tourism. Conclusions. The effectiveness of state innovation poli-cy can be estimated by the impact on the pace of entrepre-neurship, the level of harmonization of innovation policy in society and stimulation of scientific development.

Programming is the core of computer science and due to this momentousness a special care is taken in designing the curriculum of programming courses. A substantial work has been conducted on the definition of programming courses, yet the introductory programming courses are still facing high attrition, low retention and lack of motivation. This paper introduced a tiny pre-programming language called LPL (Learners Programming Language) as a ZPL (Zeroth Programming Language) to illuminate novice students about elementary concepts of introductory programming before introducing the first imperative programming course. The overall objective and design philosophy of LPL is based on a hypothesis that the soft introduction of a simple and paradigm specific textual programming can increase the motivation level of novice students and reduce the congenital complexities and hardness of the first programming course and eventually improve the retention rate and may be fruitful in reducing the dropout/failure level. LPL also generates the equivalent high level programs from user source program and eventually very fruitful in understanding the syntax of introductory programming languages. To overcome the inherent complexities of unusual and rigid syntax of introductory programming languages, the LPL provide elementary programming concepts in the form of algorithmic and plain natural language based computational statements. The initial results obtained after the introduction of LPL are very encouraging in motivating novice students and improving the retention rate.

The article substantiates the relationship between internal control and management accounting. In the course of the substantiation, the content of the definition of "management accounting" is specified in the context of the study of the role of the management accounting system in the information support of internal control; on the example of shipping companies, the information of management accounting for the purposes of internal control is systematized. A conceptual model of management accounting is constructed, the system-forming elements of the management accounting system are identified and clarified, each of which has control elements "embedded" in it.

The aggravation of the crisis phenomena in the national economy and its further recovery are related to the management of the mechanisms to strengthen economic security, which should be based on the improved methodology of accounting and analytical support as the main source of the relevant and reliable information as to the risks of the business environment. The purpose of the research is to establish the institutional factors of accounting and analytical support of economic security management and justify their possible impact. The authors’ definition of economic security has been given and its place in the system of accounting and analytical support has been characterized. The spheres of the institutional influence on accounting and analytical support of economic security management and their manifestations have been determined. It has been assumed that the most fundamental factor that forms the foundation of economic security management on the basis of accounting and analytical support is the effectiveness and vector orientation of the system of strategic management of the enterprise, as the result of which the multidimensionality of accounting and analytical support in the process of strategic management has been characterized. Possible groups of factors that form economic security and the system of its accounting and analytical support have been considered. It has been established that accounting as a source to achieve trust, understanding and manageability of the economic environment and information support of the management processes embodies the features of an independent institution of socio-economic development. The decomposition of the institutional factor influence of accounting and analytical support of economic security management at the macro, meso and micro levels has been substantiated, which allows predicting the vector of changes and form a theoretical foundation for the development of the theory, methodology and organization of accounting and analytical support during the development of the measures to strengthen economic security of the enterprises.
