Personnel potential is the most important indicator of the efficiency of each university. The relevance of the issue of the quality of training and work of scientific and pedagogical personnel is confirmed by the new challenges faced by the higher education system during the pandemic and the associated transition to a distance learning format. Thanks to the faculty, most Russian universities were able to timely restructure their training courses, adapt to new conditions, and prepare students for intermediate and final certification. Teachers of SUSU showed a high result in mastering new ways of organizing work, demonstrating professionalism and competence in a crisis situation. The remote format of work, the transition to which was unscheduled and forced, revealed new qualitative characteristics of the personnel potential of Russian universities. For the state, criteria for determining the quality of higher school workers were formed back in the Soviet era. Among the universities of Chelyabinsk that were actively engaged in research activities during the study period, the Chelyabinsk Polytechnic Institute should be distinguished. The article analyzes the main directions of formation and functioning of personnel potential of PSI. Contradictions of the specified period in the work of the teaching staff of the higher school are revealed. The effectiveness of the state policy for the development of university science is analyzed, imbalances in the functioning of the personnel potential of technical departments and the peculiarities of the work of structural divisions of the university related to the teaching of social sciences are characterized.

The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

The statistics of research funding are reviewed, the experience of organizing research activities in Russian universities is summarized, and a model of its system support is proposed by the university itself. It is stated that in university science there is a “customer crisis”: the demand of the business sector does not provide the necessary volume of large and long-term orders for scientific research and studies rely mainly on the state budget. Organizational measures are proposed for a gradual transition from teaching to research with step-by-step confirmation of productivity: the creation of a new university subject – a “scientific unit” consisting of two or more employees, regardless of their academic title, with administrative rights and corresponding responsibility.

The need for close cooperation between the University and the school is now becoming one of the key objectives of the educational programs. The aim of the study is to analyze the options and models of interaction between the University and schools. The article deals with the specifi c activities of vocational guidance work of the University with schools on the example of the Department of “personnel management” of the State University of management: Olympiad students in the framework of the annual personnel forum, visiting master classes in sponsored schools, open days. The analysis of the positive aspects of mutual cooperation both for the partner University and for sponsored schools from the point of view of the quality of educational programs and practical experience. Possible models of joint interaction between school and University are studied: options when the Central link is a school or university and in case of equal partnership.

At present, a new stage of reforming postgraduate studies as the third stage of higher education has been identified. All measures taken by the state are aimed at increasing the number of defenses of dissertations for the degree of candidate of sciences at the end of graduate school. However, the percentage of PhD graduates who have defended their dissertations has been steadily declining every year. +e purpose of the study is to identify the problems of research activities of graduate students of Russian universities and propose ways to solve them. +e following methods were used to collect data: analysis of official documents, online survey and free interview. 386 postgraduate students from 42 Russian universities took part in the survey. As a result of the study, the main problems of research activities of postgraduate students of Russian universities were identified: low performance of postgraduate studies (in 2019, only 10,5% of graduate students defended their dissertations); lack of necessary resources (financial, material and technical, etc.) for conducting empirical research, experiment, this problem is especially relevant for representatives of technical specialties; low publication activity of graduate students; insufficient support of the research activities of graduate students by the scientific supervisor, the graduate department and other structures of the university; the need to combine work with graduate school; insufficient level of financial support for research activities of graduate students from the state and the university; lack of the necessary knowledge, skills and abilities among postgraduates to carry out research activities and write a dissertation for the degree of candidate of sciences; problems in the organization of the educational process in graduate school. Based on the results of the study, proposals were made that can contribute to solving the identified problems in the selection of graduate students, the development of the educational component of postgraduate programs, state final attestation, publication activity and financial support for graduate students.

The present study is concerned with determining the effect of organizational reputation on employee engagement in the University of Warth Al-Anbiya. The study is conducted on (50) teaching staff at University of Warith Al-Anbiya. A questionnaire has been designed to collect the required data to measure the sub-dimensions of organizational reputation with the sub-dimensions of organizational immersion and to determine the level of impact between the variables. A set of statistical methods has been used to measure the relevant variables (mean, standard deviation, correlation coefficient "Pearson"). The study indicates a strong direct correlation between the components of organizational reputation with its dimensions (social responsibility, organization image, creativity, quality of service, Attracting the talented) and between employee engagement with its dimensions (enthusiasm, dedication, assimilation). The study has reached a set of conclusions. A set of proposals and recommendations was put forward, the most important of which is the assess of the capabilities of workers and working to identify their needs for continuous training and qualification to enable them to meet new work requirements as well as attract talents and improve the reputation of an organization.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

This study aims to show the importance of evaluating the teaching performance level of the University teaching members. It also aims to provide the suggested mechanisms for evaluating the teaching performance of the teaching staff members of Sebha University. This study was based mainly on documents and analytic description to collect information about the importance and ways of evaluating teachers with reference to some of the international experiences on teaching performance development. This study concluded that the absence of an experienced entity that would develop the teaching performance of faculty members is one of the main reasons for the weak teaching performance at Sebha University. Based on the results of the study, it is recommended that there should be a planned system based on measured standards and criteria for evaluating staff members to improve the quality of teaching in the higher education domain.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The work considered a system of knowledge control of the Kharkiv National Automobile and Highway University. It was shown that the quality of higher education depends mainly on the level of student training, the qualifications of teaching staff, the organization of the learning process, the efficiency of monitoring the quality of the education, and also factors allowing to improve the quality of education in the university. Assessment of the knowledge quality received by the students in the "Chemistry" discipline was carried out among the students of the Automobile Faculty of the KHNADU, entered the first year of the Bachelor of full-time education, during 2014/15–2018/19 academic years. The control was carried out with the help of traditional pedagogical practice types – the main (preliminary, final, and control of residual knowledge) and periodical (current and thematic knowledge tests). Statistical research on the performance of the main types of students' knowledge control, as more significant, shows that the important part of educational activity in university is an effective organization of its control. It was established that main principles of the control of students’ knowledge received during learning subject are the regularity and systematical conduct, the objectivity of assessment of the level of students' skills, the ability to identify the actual level of learning educational materials by the students, the timeliness of identification of the gaps in the learning process by the teacher and applying ways to overcome them. The internal and external factors affecting the performance of students during studying the "Chemistry" discipline have been distinguished. The internal factors are the knowledge level before entering the university and the motivation for learning the subject. The external are an organization of the educational process, self-organization of student learning activity, teaching methods and forms and professionalism of the educator, quality of additional services (holding consultations and individual lessons), educator-student relationship. It was identified that during studying the "Chemistry" discipline, the influence of the factors that students had before entering the university is weakened, and the external factors, which appeared in the process of studying in university, have a significant impact.

In Morocco, there is a crisis that has not yet found its way to serious and decisive treatment, which is the output crisis of the higher education system. Though the successive public policies seek to contain correctional projects and initiatives, they have not made the difference, and have not set out effective and efficient tracks in developing mechanisms for evaluation, development and reconstruction, to produce educational and learning outputs that contribute to the real takeover of the State's development aspirations. The weak capacity of Moroccan universities to respond rapidly to the global, economic, cultural and technological variables imposed by globalization and securing the conditions for social, economic, political and security stability of the state, requires bypassing through advanced science-based treatment of quality and value of achievement. The issue of total quality management in higher education institutions may be raised by including international experiences that have succeeded to curb the regulatory and administrative failure of its educational institutions, to enhance the chances of Moroccan universities to transfer higher education in Morocco from traditional measure to modern measure by applying quality control standards in management, planning and implementation, in accordance with a strategy that is supported by the State and the University.
