The concept of soft power and cultural diplomacy with assessing humanitarian diplomacy activities has been seen as the primary motivation in Turkey’s international relations studies, especially in the last 20 years. In this study, in the Syrian crisis that has left its 10th year behind, activities carried out both in and outside of Turkey’s boundaries were discussed in the context of humanitarian diplomacy and the subject was evaluated in all aspects. In the study, which consists of two main parts, firstly; the concept of humanitarian diplomacy, which symbolizes one of the last stages of public diplomacy, was mentioned. In the second part of the study, in the context of the management of the migration phenomenon in the Syrian crisis studies conducted with public institutions and non-governmental organizations under the coordination of AFAD Presidency were determined. In the conclusion part of the study, all kinds of crises beyond Turkey’s borders besides ensuring its security, evaluations have been made on the benefits and contributions of the countries in the region, Europe and world peace.   Özet Kültürel ve yumuşak güç kavramları ile birlikte değerlendirilen insani diplomasi faaliyetlerinin, Türkiye’nin uluslararası ilişkilerde özellikle son 20 yılda ortaya koyduğu çalışmalarda temel motivasyon kaynağı olduğu görülmektedir. Bu çalışmada, 10. yılını geride bırakan Suriye krizinde, Türkiye’nin hem sınırları içinde hem de sınırları dışında yürüttüğü faaliyetler insani diplomasi bağlamında ele alınmış ve konu tüm yönleriyle değerlendirilmeye çalışılmıştır. İki ana bölümden oluşan çalışmada öncelikle; kamu diplomasisinin geldiği son aşamalardan birini sembolize eden insani diplomasi kavramı ele alınmıştır. Çalışmanın ikinci bölümünde, Suriye krizinde meydana gelen göç olgusunun yönetimi bağlamında AFAD Başkanlığının koordinesinde kamu kurumları ve sivil kuruluşlar ile birlikte yapılan çalışmalara değinilmiştir. Çalışmanın sonuç bölümünde ise Türkiye’nin sınırları ötesinde yaşanan her türlü krizde, sadece kendi güvenliğini sağlamanın ötesinde bölge ülkeleri, Avrupa ve dünya barışına olan fayda ve katkıları konusunda değerlendirmelerde bulunulmuştur.

Despite of the fact that numerous researches on the concept of soft power were conducted by Russian as well as by foreign scholars, negative aspects of soft power, especially concerning actors that implement it, were almost disregarded. This article focuses on possible adverse consequences for such actors and illustrates them with the example of Germany that intensively forms its attractive image in the international arena. The authors affirm in particular that actors should form their comprehensive positive image rather than attractiveness of distinct spheres and features. They should also consider side-effects of soft power and harmonize NGO's activities in implementation of this policy. The latter is becoming more relevant against the background of broader application of soft power through public diplomacy with the help of non-governmental organizations. In addition, the article emphasizes the necessity of further theoretical and empirical researches on the issue.

In the process that started with the Syrian crisis in 2011, Turkey welcomed Syrian citizens who had to leave the country. Turkey has begun to develop policies which respond to the needs of the Syrian migrants in different areas, with a different approach to the process, with increasing confusion and threats in Syria, which they see temporarily before. One of these areas is the need for education. In this study, the policies and practices of vocational and technical education will be analyzed, together with the general education policy for Syrian citizens called international protection in Turkey. For this reason, policy documents and policies have been analyzed in detail. Especially, it has benefit from the the data and studies of the Prime Ministry Disaster & Emergency Management Authority, which has undertaken the coordination of citizens of Syria in Turkey. In addition, the studies conducted by public institutions and foundations and non-governmental organizations are also mentioned.

Abstract The purpose of this study is to examine the role of non-governmental organizations (NGOs) as a part of new public diplomacy. The study specifically investigates NGO’s use of soft power and social media and how they collaborate with the government. This study utilizes qualitative analysis to investigate how an NGO called the Voluntary Agency Network of Korea (VANK) influences the national reputation of South Korea. In-depth interviews were conducted with VANK employees and officers from Korean government agencies who have expertise in promoting Seoul, South Korea, and Korean culture and have previously collaborated with VANK. Findings show that VANK shares functional roles with the government to convey positive information about South Korea based on boundary-spanning theory. VANK specifically demonstrates expertise in correcting misconceptions about Korea online and implanting positive images of Korea to foreigners by actively employing its extensive networks, social media, and soft power.

This research analyzes the soft power and cultural diplomacy of the Kingdom of Saudi Arabia. Over the years, the Kingdom has been using its cultural diplomacy as an instrument of foreign policy for the promotion of its soft power at regional and global level. The analysis suggest the use of soft power and cultural diplomacy are part of Kingdom’s foreign policy, bringing a wider gesture of aptness and goodwill. In this sense, the study of cultural diplomacy allows the understanding of new concepts and ideas of international insertion, with the participation of higher education institutions, research centers, government agencies and non-governmental organizations. King Abdullah has pioneered this initiative of soft power projection of the Kingdom through cultural diplomacy. The study revolves around the era of King Abdullah (2005-2015) while significant reinforcement of this policy is undertaken by King Salman and Crown Prince Mohammad Bin Salman (MBS).

This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.

During the sixth session of the Executive Board in Geneva from June 1 to June 9, 1950, it was reported that some difficulties had been encountered in the establishment of a regional office for Europe. Six member states had not replied to the request sent them on the subject, seven had expressed reservations, six had sent in negative replies, and only eight had indicated their approval. It was also proposed that rules of procedure of the Assembly be changed to permit the participation in discussions of representatives of the Executive Board in either plenary or committee meetings. During the biennial revision of the list of non-governmental organizations with which WHO maintained official relations, a total of eighteen were retained. The Executive Board also agreed that, while WHO was not an organization for sending supplies to governments, it was nonetheless true that supplies were occasionally indispensable to enable a government to carry out a specific program. A total of $100,000 had been thus distributed to Afghanistan, Ethiopia, Finland, India, Hashemite Kingdom of the Jordan, Monaco, Portugal, Thailand and Yugoslavia for the control of malaria and leprosy, the improvement of nursing care and similar activities.

This article deals with international experience integration of openness and transparency level evaluation of activities by non-governmental organizations (NGOs) into the Russian practice. The object of this study is socially oriented non-governmental organizations — both those that receive financial support from the state and those that do not. The subject of the study is the transparency and openness of the socially oriented non-governmental organizations of the Sverdlovsk region. The article proposes the following hypothesis: the government provides financial support to exceptionally transparent and open socially oriented non-governmental organizations; the most popular socially oriented non-governmental organizations are considered the most transparent, and the state financial support is provided to them. To evaluate the level of openness and transparency of non- governmental organizations the authors use quantitative methodology for websites monitoring of non-governmental organizations. The indicators proposed allow for the evaluation of the current level of openness of socially oriented non-governmental organizations. In addition, the article assesses available statistics to evaluate the popularity indicator of specific socially oriented non-governmental organizations. After  Decision of the Constitutional Court Number 98 / PUU-X / 2012, NGO include third parties with an interest in submitting pre-trial proceedings by terminating investigations or terminating proceedings, but related to Post- Decision of Constitutional Court Number 21 / PUU-XII / 2014, it can be seen that there is an extension of pre-trial proceedings, one of which is the suspect's determination. It actually raises concerns about pre-trial object posed by NGO, whether or not it requires the determination of a suspect, it given that it is not written if it looks at grammatically. Based on background above, this research analyzes about first, can non-governmental organizations submit pre-trial applications for the purpose of determining a suspect? Secondly, what is the concern of juries’ respect to the position of Non-Governmental Organization that submitted a pre-trial application for the purpose of determining the suspect? This research is a normative legal research with an approach to laws, a philosophical approach and a case approach. Based on this research, it has been identified that First, NGO should first submit pre-trial applications for the purpose of assessing a suspect. Whereas, since Article 77(a), which is incidentally the subject-matter of pre-trial proceedings for NGO, has been extended, it should be interpreted that NGO also send pre-trial applications for the purpose of determining the suspect. Secondly, in some justices' reflections based on Constitutional Court's Decision Number: 98 / PUU-X / 2012 on May 21, 2013 jo. The justice considered, in Constitutional Court Decision Number 21/PUU-XII/2014, that the complainant as an NGO has a legal role in bringing a preliminary ruling against the object of suspect’s determination.
