The Fourth Industrial Revolution can be summarized as the evolution of a connected and more intelligent society. Moreover, intelligence information technology is the driving force of change as the industry's fundamental structural changes. The intelligence government is one of the digital governments that the Korean e-Government aims for. Korea is one of the leading e-government countries in the world. It is responsible for leading and disseminating e-government around the world, especially in the developing world. In this paper, we discuss the stages of change, strategies, efforts, and examples from the Korean e-government to intelligent government, present guidelines, and discuss future development directions.

The recent transformation caused by the COVID-19 pandemic crisis drives the world economy to an accelerated mutation. This chapter focuses on how the current developments affect the various socioeconomic organizations and systems and how they can adapt to this new emerging reality. To this end, relevant forecasts on the current pandemic crisis are examined. Τhis crisis seems to cause the acceleration of the Fourth Industrial Revolution, functioning as a catalyst of the structural changes also observed in the working environment. The chapter suggests that all socioeconomic organizations (irrespectively of their size, spatial reach, and sectorial focus) are called upon nowadays to readjust themselves and that innovation is the fundamental generator for exiting the ongoing structural crisis. However, innovation unavoidably creates significant changes that socioeconomic organizations must manage effectively in the foreseeable future, according to a new way of perceiving organizational resilience and adaptability for the post-COVID-19 era.

The article defines the main drivers of global industrial change in the context of behavioral economics. The author analyzes the literary sources and highlights the positive and negative consequences of the introduction of innovative technologies created in the course of the fourth industrial revolution. The essential features and content of the fourth industrial revolution as the driving force of the development of the world economy and economy of Ukraine are considered. The essence of the changes taking place in Ukraine and in the world in the conditions of globalization is analyzed. The possibilities of structural changes of the national economy in the conditions of the fourth industrial revolution are estimated. The obtained results develop the theory of innovative management in the part of the formation of the preconditions for managing the choice of strategies of innovative development in the conditions of the fourth industrial revolution. Possible directions of business development for Ukrainian enterprises are offered on the basis of evaluation of the main tendencies of development of the world economic system. The results of their systematization can be used as the basis for the formation of an information base for identifying the priority directions of innovation development. Further research should be aimed at forming of a mechanism for ensuring the social and economic development of Ukraine in the conditions of the fourth industrial revolution. The paper proves that for the development of the digital economy of Ukraine it is necessary to start a large-scale digitalization of all branches as soon as possible, investing the most in the development of digital infrastructure, innovations and modern technologies. Therefore, every effort should be made to ensure the success of Ukrainian innovation companies and those who invest in Ukraine.

The article studies modern concepts and theories of digital transformation of society, analyzes structural changes in the economy during the fourth industrial revolution, presents different views of experts on the expected positive results of Industry 4.0 in the context of globalization. The authors suggest models and correlate increment rate dynamics with the information globalization index in the world and individual countries, and identify trends in the development of digital transformation in the context of slowbalization. The study considers possible consequences and risks of Industry 4.0 and ways to level them, outlines the priority areas of digital transformation to ensure high competitiveness of national economies in the period of slowbalization.

Entering the XXI century and especially in the period of the industrial revolution has entered the era of IT with the knowledge economy in the trend of globalization. The 4.0 mankind development of ICT, especially the Internet has had a strong impact and make changes to all activities profound social life of every country in the world. Through surveys in six high School, interviewed 85 managers and teachers on the status of the management of information technology application in teaching, author of the article used the SWOT method to distribute surface strength, weaknesses, opportunities and challenges from which to export 7 management measures consistent with reality. 7 measures have been conducting trials and the results showed that 07 measures of necessary and feasible.

Nearing the end of the second decade of the twenty-first century many craftspeople and makers are waking up to the inevitable reality that our next human evolution may not be the same, that this time it could be different. Klaus Schwab, Founder and Executive Chairman of the World Economic Forum refers to what we are beginning to experience as the Fourth Industrial Revolution (Schwab 2017, 01). Schwab and his colleagues believe that this revolution could be much more powerful and will occur in a shorter period than the preceding industrial and digital revolutions. This revolution will cause a profound change in how we practice, labour and orient ourselves in the world. Rapidly evolving technologies will proliferate the use of robotics and personalised robots (co-bots) that can sense our presence and safely work alongside us. Digital algorithms are already becoming more reliable predictors of complex questions in medicine and economics than their human counterparts. Therefore, the gap between what a computer can learn and solve and what a robot can do will quickly close in the craft traditions. This article will engage in the discourse of posthumanism and cybernetics and how these debates relate to craft and making. Intentionally this work is not a proud manifesto of positions, strategies, and guidelines required for greatness. Alternatively, it is a humble attempt to reorient makers to the necessary discourse required to navigate the inevitable changes they will face in their disciplines. Thus, the article seeks to transfer posthumanist literary understanding to intellectually position craft in the Fourth Industrial Revolution.

The current study aimed to develop mechanisms for developing the culture of small information technology projects among university students in the context of the Fourth Industrial Revolution by integrating the development of the culture of small information technology projects in the university’s vision, objectives and strategy, and localizing it in the university environment, activating it in the university’s teaching and learning processes, and strengthening the university’s partnership and the outside community to achieve this. The study used the descriptive approach, and the researcher applied a questionnaire consisting of (37) phrases distributed over (4) axes, and the sample amounted to (136) university professors from (5) Egyptian universities. The study found: The need for the university to emphasize in its objectives the teaching of students to build and manage small information technology projects through the development of knowledge and awareness of it, consolidating the values ​​and beliefs that support them, and that the university is interested in formulating a strategy that supports innovation and creativity among faculty members and students, and that the promotions of teachers and assistant professors be linked to their supportive activities for educating students with small IT projects, and to provide paper or digital brochures on opportunities to build small IT projects in the surrounding environment, and to support the practice of cultural activities, and spread the culture of patent in the information technology sector among its students, and that the university’s learning outcomes target the need for graduates to possess positive attitudes and values ​​towards them. and pay attention to educating students about the impact of the Fourth Industrial Revolution on small IT projects, and that the university link the teaching and learning processes, building and managing small information technology projects, and directing its faculty members towards linking the contents of the curricula with the skills of building and managing small information technology projects, with the need to achieve partnership with the external community through the establishment of exhibitions and platforms for marketing information technology projects, and hosting businessmen in seminars or meetings to inform students of their successful experiences.
