This study (The Approach to Reform Islamic religion) deals with the following: 1 - Islamic religion is a set of rules, laws and instructions created by Allah Almighty to organize human society by bringing benefit to them and the preservation of their necessary interests and preventing any harmful and corrupted things from them. Moreover, it prevents overwhelming anyone in his religion, life, wealth and mind.2- Peace is among the fundamentals of the Islamic religion and it is a means of building the country, spreading religion and cooperation among the members of society in addition to organizing international relations between Islamic countries and others to preserve the common interests of the human being, considering that all people are brothers and they came from one father and one mother, Adam and Eve , and that war is an exception should be resorted only in the cases of defense and aggression. Even in the case of war, it must be resorted to peace and reconciliation. 3. Religion is a means of reforming the relationship between the individuals and the individual with the group to achieve peaceful coexistence. 4 - The Islamic religion is not a religion of violence, killing and aggression as alleged by the hypocrites who want to abuse the religion of heaven; because the appeal of the Islamic religion is an abuse to the rest of the heavenly religions; as the source of religions is Allah Almighty. Moreover, the religion was found to serve the community by organizing and preserving their interests. 5. Responsibility for the preservation of religion is a collective responsibility shared by the individual, society, clergy and the government. It must be legislated and directing the people not to offend religions and by insulting the heavenly religions as it is the source of Chaos and aggression among people.

Democracy provides a place for us to learn to live with the enemy because only democracy allows tension and paradox, which comes from freedom, to occur in society. In contrast to the New Order era, we can now enjoy freedom of opinion and association. This freedom can in turn produce tension. The relationship between elements of society with one another, or the relationship between the state and elements of society, can be tense because of differences in interests in regulating social and political order. Meanwhile, Indonesian society witnessed the paradox which also originated from freedom. This, for example, is shown by the emergence of intolerant groups such as the Islamic Defenders Front (FPI) and Hizb ut-Tahrir Indonesia (HTI). Even organizations such as HTI are of the view that democracy is not in accordance with the teachings of Islam in terms of sovereignty in the hands of the people, what should determine that is the preogrative right of Allah SWT. The government in the view of HTI only implements sharia and determines administrative technical issues.

The growth of technological Progress make the change of pattern in  the socialize human life, and it can conduct the economic activity in the local scale, regional and also global. In the individual assocciation by using internet technology will take the relation pattern between individual which it is unlike what that happened in the real world. By the existence of internet, contractual terms between subject of law and each other without meeting (face to face), even it is enabled for subject of law not to recognizing each other. During the people conducting activity in the illusory world, especially in the private law, like commerce, agreement and also banking activity, it is enabled to take a problems such as performed in the conventional private relationship. If the consumer internet in the private activity feel their private rights are impinged and they are wish to claim their rights, so there is civil conflict.  The relationship between the individual in the transaction using internet not yet arrange peculiarly in law and regulation. But judge have to find the law and also create the law if he confronted with a dispute in the transaction using internet. Kata kunci : hakim, hukum, internet, perdagangan elektronik, tanda tangan digital

The concept of citizenship is one of the pillars upon which the modern civil state was built. The concept of citizenship can be considered as the basic guarantee for both the government and individuals to clarify the relationship between them, since under this right individuals can acquire and apply their rights freely and also based on this right the state can regulate how society members perform the duties imposed on them, which will contributes to the development of the state and society .The term citizenship has been used in a wider perspective, itimplies the nationality of the State where the citizen obtains his civil, political, economic, social, cultural and religious rights and is free to exercise these rights in accordance with the Constitution of the State and the laws governing thereof and without prejudice to the interest. In return, he has an obligation to perform duties vis-à-vis the state so that the state can give him his rights that have been agreed and contracted.This paper seeks to explore firstly, the modern connotation of citizenship where it is based on the idea of rights and duties. Thus the modern ideal of citizenship is based on the relationship between the individual and the state. The Islamic civilization was spanned over fourteen centuries and there were certain laws and regulations governing the relationship between the citizens and the state, this research will try to discover the main differences between the classical concept of citizenship and the modern one, also this research will show us the results of this change in this concept . The research concludes that the new concept of citizenship is correct one and the one that can fit to our contemporary life and the past concept was appropriate for their time but the changes in the world force us to apply and to rethink again about this concept.

Contract also forms a new model both for relationships between public agencies and for the relationship between the government and the people it serves. The challenge for the government is to deliver services with integrity, with equity, and with efficiency. The challenge for administrative law is to provide forms of accountability that do what the law can do to promote those goals. This chapter discusses government by contract and proportionate administration, accountability and efficiency, capacity to contract, and how the law controls government contracts.

Focusing on the period 1783–1792, this chapter examines how music was used as a tool of propaganda in the early American republic. Americans used music to craft a central myth of the nation, the drafting and ratification of the Constitution. Music was an important tool of propaganda as debates over how to address crucial financial problems impacting individuals, the states, and the federal government culminated in efforts to restructure the government through the Constitution. As advocates of a more powerful federal government repeatedly turned to musical propaganda, songwriters wrote music to contain popular protest, urge ratification, define the relationship between the people and the new federal government, and promote allegiance to the newly structured government during Washington’s first term as president.

Abstract The paper describes the differences between the actual results of the measurement of equivalent sound level and the feelings of people visiting "a Spa Park". Noise, as one of the environmental pollutants, cause detrimental effects on the recipient. Measurements of noise are usually performed in urban areas, especially in the road environments, providing a basis for measures to limit their impact on the environment. Often in the measurement there are ignored areas for recreation. Usually, they do not determine the relationship between the results of measurements of noise equivalent sound level and the individual feelings of the people living in these areas. The analysis was performed with the use of fuzzy set theory. The evaluation of the acoustic climate on the "Spa Park" should be determined on the basis of sound level measurements and questionnaires.

ABSTRACTThis critique of the term ‘carer’ argues that, although developed as a result of well-intentioned and socially-engaged research, it fails the people with whom it is most concerned, that is ‘carers’ and those who are cared for. The paper considers the historical and political development of the term ‘carer’ before examining research in various ‘carer’-related settings in the United Kingdom, namely mental health, physical and intellectual impairment, cancer and palliative care and older adulthood and dementia. The article concludes that the term ‘carer’ is ineffective and that its continued use should be reconsidered. This conclusion is based on the consistent failure of the term ‘carer’ as a recognisable and valid description of the relationship between ‘carers’ and those for whom they care. Furthermore, use of the term may imply burden and therefore devalue the individual who is cared for and in this way polarises two individuals who would otherwise work together. Consequently, this commentary suggests that descriptions of the caring relationship that focus on the relationship from which it arose would be both more acceptable and useful to those it concerns. Furthermore, a more accessible term may increase uptake of support services currently aimed at ‘carers’, therefore inadvertently meeting the original aims of the term, that is, to increase support for ‘carers’.

AbstractThe study aims to know the existence of operation of madrasah in regions with few moslems in Manokwari Regency, West Papua Province. Using qualitative method, the study result shows that the operation of madrasah in the study location is initiated by migrant people from outside Papua. All madrasahs there are operated in Transmigration settlements and in Hidayatullah pesantren. If we see eight components of education, the madrasahs generally have not met the SNP. From the government policy, the madrasahs have not gained equal treatment from the regional government and the regional parliament due to political, socio cultural, religious and ethnicity factors while the policy of the ministry of religion still refers to the government’s policy through the Central Government’s Performance Plans not realized in accordance with the region’s need. The relationship between the madrasahs and the migrant people is good as the people need comprehensive Islamic educational service and formal education is yet available in their settlements. However, the relationship with indigenous people is hampered by regulations imposed on migrants that sometimes bring loss. AbstrakPenelitian ini bertujuan untuk mengetahui eksistensi penyelenggaraan madrasah di daerah minoritas muslim di Kabupaten Manokwari, Propinsi Papua Barat. Dengan menggunakan metode kualitatif, hasil penelitian menunjukkan bahwa penyelenggaraan madrasah di lokasi penelitian dilatarbelakangi kedatangan masyarakat migran dari luar Papua. Seluruh madrasah di sana berdiri di lokasi Pemukiman Transmigrasi dan di lingkungan pondok pesantren Hidayatullah. Dilihat dari kondisi delapan komponen pendidikan, umumnya madrasah tersebut belum memenuhi SNP. Dilihat dari kebijakan pemerintah, madrasah belum memperoleh kebijakan yang berkeadilan dari Pemda maupun DPRD, yang disebabkan oleh faktor politik, sosial budaya, agama dan etnis. Sedangkan kebijakan Kemenag sendiri masih mengacu pada kebijakan pusat melalui Rencana Kinerja Pusat (RKP) yang terkadang realisasinya tidak sesuai dengan kebutuhan daerah. Hubungaan madrasah dengan masyarakat migran cukup baik, karena pendirian madrasah memang dikehendaki oleh masyarakat tersebut, karena masyarakat sangat membutuhkan layanan pendidikan agama Islam yang utuh dan layanan pendidikan formal yang memang belum tersedia di sekitar pemukiman mereka. Namun hubungan dengan masyarakat penduduk asli, terkendala dengan aturan-aturan yang berlaku yang juga diterapkan pada penduduk pendatang yang terkadang merugikan.

He paints the barbarity of man in relation to his fellow man. It also presents the duality between the traditional society characterized by democracy, peace ... and the modern society based on dictatorship in which the government behaves as a state, as absolute master, and the governed in the eternal "- mute", "voiceless". It invites the recipients to renounce to the bad principle in order to establish democracy, a system that respects the individual freedom of the people, that of human rights, of professional promotion for the harmonious development of a sovereign and democratic State. The novel "The Shameful State" unfolds the spiral of the unpleasant reign of a megalomaniacal, criminal and lustful president, Colonel Martillimi Lopez, who "shamefully" manages power and ends with the crying and gnashing of his constituents' teeth. After having committed: pedophilia, adultery, assassination of opponents, he was deposed by his relatives who created an insurrection and was forced to hand over power to civilians to return to his native village.
