The author discusses two concepts of responsiveness in his paper: the concept of active society, developed by Amitai Etzioni, and the concept of responsive public administration by Mateusz Stêpieñ. The author finds both concepts potentially inspiring in the context of theoretical proposals to overcome some dysfunctions of representative democracy. The author of the paper also proposes to include the concepts of responsiveness in the framework of the so-called transformation trend of theories of democracy, which perceives politics as the transformation of individual preferences through rational discussion. The author observes a certain convergence between the concepts of responsiveness and the main assumptions of deliberative democracy (falling into the above transformation paradigm). Both concepts attempt at finding a ‘golden mean’ between liberal and republican visions of state community, while significantly ‘supplementing’ liberal democracy concepts, especially those where politics is reduced to a process of an auction of interests. Etzioni’s concept is more philosophically oriented and can serve as a theoretical foundation for more general considerations on the functioning of a democratic system and the relations between authorities and citizens. A more practically oriented concept of responsive administration can inspire the analyses of a desired model of self-government administration, whose role in the context of relations with the citizens of local communities is sometimes equal to that of local authorities.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

The article presents results of a study of how immovable cultural heritage used for commercial purposes of tourism affects local communities. The study is based on data collected in direct interviews with property owners and representatives of local authorities and a questionnaire survey of local residents concerning sixteen historic buildings used as hotels, which are located in rural areas of Wielkopolskie province. It was found that the provision of additional, free cultural functions for local communities by property owners and/or local authorities exerts a greater socio-cultural impact and contributes to local, sustainable development. Based on the results of the study, it can be concluded that when historic buildings of this kind are used for commercial purposes it is important to ensure that they are part of the cultural experience not only for hotel guests but also for the local community. In this way, entire communities can appreciate their local cultural heritage (socio-cultural impact), which in turn strengthens cultural sustainability.

If local authorities units carry out an economic activity, are considered to be taxable under Act No. 235/2004 Coll., On Value Added Tax as amended. Adjustment of VAT in all countries of the European Union is based on Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax as amended. The application of this directive is binding for all EU member states and national treatment of VAT may diverge from the Directive only in cases where the Directive permits. Decisions of the European Court of Justice are of considerable importance during the interpretation of the Czech VAT Act.For the municipalities and regions article defines the activities that are considered to be an economic activity and activities that are deemed to exercise of public administration and are not therefore subject to VAT. Further the paper defines the concept of turnover of local authorities. At paper there are evaluating the impact of the application of VAT on municipalities and regions in the provision of the individual fulfillment. Great attention must municipalities and region devote to the problem of correct application of claim to tax deduction if they carry out the exercise of public administration, taxable activities and fulfillments exempt from VAT.

During the political liberalization of the reform era (1998 – present), various groups have complained about the evil practices of democratic politics. One of the shooting targets is that we have made the wrong choice, namely adopting a majoritarian or liberal democracy model. In the literature on democracy theory, one of the theories relevant to improving democratic practice is TDD (Theory of Deliberative Democracy). Although still using the principle of representation, TDD, in general, makes corrections or improvements to the procedures and substance of democracy that have been poorly practised in Indonesia today. This research is based on qualitative research using the descriptive-analytical method to provide a clear picture of the object of the problem. The conclusion of this study shows evidence that there is a model of democracy—both in substance and in procedures. They are different from the mechanism of representation initially derived from the theory of representative democracy.

An analysis of networks formed by the links originating from the local authorities’ Websites and then from the successor nodes was performed for 30 municipalities in Poland. This analysis accounted for all links contained on the given local authorities’ Websites, with the links being classified into global and national (like those towards the global www services or the national ministries), regional (pointing, generally, towards the entities from the same province), local (within the municipality in question or the neighbouring municipalities), and internal (i.e. referring to various elements of the same municipality’s Website). Of primary interest in the study were the regional and local links, which potentially form networks of relevance for local development. For these local and regional links originating from the municipality Websites, the respective Websites were, in turn, investigated. For these Websites, again, the local and regional links were analysed. Such networks of depth two were established for each municipality considered. The chapter shows the results of this empirical work and draws conclusions of a broader nature, related to the significance and role of Web-based networks in the economic and social sustainability of the respective communities, especially during a crisis. The hypothesis is that networks in general facilitate survival, sustainability, and development of local communities.

Two local case studies are introduced– one from Oxford and the other from Barking and Dagenham in London - of the influence of the finance-housebuilding sector reaching down to the level of day to day planning decisions made by local authorities, making planning for local communities a huge struggle which local authorities and communities often end up losing. The chapter draws conclusions from the case studies about the power of landowners, and the loss of local accountability and control that local communities have over planning and housing in their localities.
