Since March 2020, CORONAVIRUS (COVID-19) pandemic has affected many sectors, including education sector at the global level and at the Kingdom of Saudi Arabia. Preventative procedures have been taken, including suspending teaching and training for K-12 and higher education and moving to use distance education as an alternative to face-to-face education, with the continuation of the Corona pandemic, the Ministry of Education decided to consider the e-learning (distance education and blended education) as a strategic alternative to overcome crises threatening the educational process . With the widespread use of e-learning platforms in the Kingdom of Saudi Arabia, the interest of the quality of e-courses increased more than before. Therefore, this study proposes a model for ensuring the quality of e-learning and e-courses in higher education institutions and developing a set of evidence and suggested performance indicators that help those responsible for quality management to verify and validate the adherence to these standards. Dar Al-Uloom University was chosen as a case study of what was implemented during the Corona pandemic and the extent of the university’s commitment to this standards to ensure continuous improvement and raise the level of performance related to the e-learning system and its e-courses.

Abstract In many countries, open and distance education is perceived as a way to meet the growing need for higher education. This paper explores the development of online and distance education in three countries that are still a white spot on the landscape of international distance education research although they have implemented elaborated distance education systems: Turkey, Russia and Saudi-Arabia. In order to understand the current state of distance education systems in the three countries, their respective systems are described from a historical perspective, compared in regard to their organization, important institutions for open and distance education and current developments. This comparative analysis directs the focus on little investigated education systems and contributes to an enhanced understanding of their past, present, and future.

Objective - As Higher Education Institutions (HEIs) begin to investigate how they can increase revenue and decrease costs, the Virtual Learning Environments (VLEs) already implemented in most HEIs may be the solution. The opportunity for including advertisements on a VLE allows HEIs to minimise the significant financial implications associated with the development and use of a VLE, without reducing the value of the service provided. While incorporating advertisements onto VLEs makes sense financially, there is limited knowledge on how students will respond to the presence of advertisements on VLEs. Consequently, this research study reports on the findings from a pilot study conducted to determine the legitimacy and reliability of a measuring instrument being employed to investigate students' attitudes towards the use of a VLE with the presence of advertisements at a South African university of technology. Methodology/Technique - A measuring instrument, including constructs of self-efficacy, technology experience, perceived ease of use, perceived usefulness, satisfaction, pre advert presence and post advert presence on a selected VLE was employed in this research study. A six-point Likert scale, ranging from 1= strongly disagree to 6= strongly agree was used to avoid the utilisation of a seventh scale item of neither agree nor disagree. After the initial pre-testing of the questionnaire, carried out to verify face and content validity, was completed, a non-probability, convenience, judgement sample of 50 students from a South African public higher education institution situated in the Gauteng province was taken. The gathered pilot data was analysed using the Statistical Package for Social Science (SPSS), Version 25.0. Findings - The findings indicate that the measuring instrument was deemed legitimate and reliable with regards to investigating students' attitudes towards the use of a VLE with the presence of advertisements. Novelty - Only one previous study has been conducted with regards to evaluating students' attitudes towards advertising on HEI VLEs, which was conducted in the UK. In addition, other studies closely related are concerned with students' attitudes towards e-learning and do not evaluate students' attitudes towards the use of a VLE with the presence of advertisements. Attitudes contribute to understanding the perceptions of students towards a VLE. Consequently, if HEIs are to incorporate advertisements on the VLEs used within HEIs, then evaluating the attitudes of the students enrolled at these HEIs, towards the use of a VLE with the presence of advertisements, is paramount. Type of Paper - Empirical. Keywords: E-learning, attitudes, virtual learning environments, advertisements, students, higher education institutions, South Africa. Mobile technologies are widely employed in distance learning in higher education to provide students with an opportunity to learn regardless of time and place in order to obtain a higher education degree. However, little attention has been paid to a comparative study of business and engineering students' attitudes toward mobile technologies. The aim of the chapter is to compare business and engineering students' attitudes toward mobile technologies in distance learning, underpinning elaboration of a hypothesis. The meanings of the key concepts of distance learning, blended learning, and attitude are studied. Moreover, the study demonstrates how the key concepts are related to the idea of mobile technologies and shows how the steps of the process are related: students' attitudes toward mobile technologies in distance learning? empirical study within multicultural environments ? conclusions. The results of the present research show that both business and engineering students' attitudes toward mobile technologies are positive.

Palavras-chave: educação a distância, elearning, ensino superior, investigação, gestão, inovação Abstract: Higher education experiments complex moments of change to a worldwide extent. With the exponential development of technology and, therefore, the distance education and learning, where a new public has access to this level of education. Other factors like being, by its nature, a space for innovation in the relationship and construction of knowledge, scientific developments, particularly in education and technology, contribute to emerging needs analysis, evaluation and reflection of the scientific production, making it the substantial tasks of the academic community. This study aims to outline scenarios of future in distance education and e-learning, in higher education, looking at Portugal's position in the European context. It has been defined three stages of the investigation. Initially, it is intended to outline the state of the art of research on distance education and e-learning, in higher education, but go beyond, in a second moment, summoning discussion and reflection of the protagonists in the process. Thirdly, the prospects of national and European perspectives of specialists in this field will be faced up. Still, in the research process, we present here the global design of the study and preliminary and partial results of phase one of the research. Keywords: distance education, e-learning, higher education, research projects, management, innovation Resumen: La enseñanza superior vive complejos momentos de cambio a escala mundial.
