Abstract The term migration encompasses a dynamic and complex process affected by numerous components that at the same time creates numerous relationships and factors. Nowadays, migration is understood as a natural phenomenon that occurs in every state and as a source of cultural diversity or cultural contribution. Migration touches upon a great number of issues in the fields of demography, economy, language, religion, national security and politics. This study describes international labour migration illustrated with the example of Slovakia as well as the theories that explain the beginnings and continuance of this type of migration. Contemporary migration trends shed light on which countries are presently the most attractive for labour migrants. The part devoted to migration policy attempts to generally define this term. The conclusion of the study is dedicated to the impact of labour migration on both the countries of origin and destination.

This article examines the impact of poly-ethnicity on political communities, by focusing on the symbolic aspect of citizenship. What are the symbolic ‘anchors’ that frame and define sentiments of belonging in a democratic polity? How do we evaluate such criteria in the light of the challenge of poly-ethnicity? The article deals with challenges and opportunities for international labour migration in Ukraine. It is stressed that the approach to regulation of international labour migration should be comprehensive and should encompass a whole range of factors influencing migration flows, which will ensure making appropriate economic and social changes. The present concept of regulation of international labour migration in Ukraine is analyzed and the need for its improvement is discussed. The priority goals of the Concept of State Migration Policy in Ukraine are highlighted. It is stated that state migration policy is carried out in both emigration and immigration. Some of the key factors of immigration and emigration are identified. It is proved that migration policy in Ukraine is being shaped towards the European Union, which envisages a mutually beneficial redistribution of human resources over the countries. The paper claims, that achieving the quality of life as high as in the EU countries is a key demand for the integration into the European Union. It is emphasized that the existing legislation on migration has some weak points related to developing and fulfilling human potential of migrants. A range of measures to regulate international labour migration is introduced. Based on the research findings, the following actions are proposed to meet the aims of regulation of international labour migration in Ukraine: reduction of emigration from Ukraine by improving its socio-economic status; training and retraining of potential emigrants tailored to the specific characteristics of labor market growth in the country; stimulation of internal mobility aimed at the reduction of emigration; regulation of external employment of Ukrainian citizens; creation of conditions for attracting and efficient using of migrants’ money transfers; using transnational connections of migrants; halting the employment of national human resources; stimulation of immigration attractiveness for certain professional; halting illegal and undesirable migration; regulation of immigrants in Ukraine; legalization of illegal present immigrants; signing bilateral agreements between countries on return migration; stimulating re-emigration; protection of the rights and interests of labour migrants in Ukraine and abroad.

International labour migration is a global process that has affected the populations of all countries and continents. Today, migrants face a new additional barrier – the COVID-19 pandemic, which has drastically affected all forms of human mobility. Today, labour-based migration from Ukraine is directed mainly to EU Member States. The main motives for international labour migration is the potential of earning money, financial security of the family etc. Accordingly, the consequence of international migration is the inflow of money into the country of migrant origin. Remittances from migrant workers are an important source of income for Ukraine. Despite the COVID-19 pandemic, there has been an increase in migrant remittances, contributing to the development of households, human potential, the reduction of poverty and inequality, and the inflow of foreign currency. This article proposes an econometric model of the impact of migrant remittances on the stabilisation of the country’s economy during the pandemic. As a result of the calculations, it was found that the income from people working abroad initially reduces the deviation of GDP from the equilibrium trend, but over time there is a clear procyclical impact. This feature is favourable for the Ukrainian economy and may mean that migrant transfers in times of crisis help to overcome the effects of global economic downturns.

Abstract Labour migration is the dominant form of international migration in the Southeast Asian region. It involves movement both within and outside the region with Southeast Asia having some of the world’s major origin and destination countries for labour migrants. There is a bifurcation in policies toward labour migrants between high-skilled and low-skilled workers. While there is a manifest demand for both groups, the former are welcomed and enjoy an array of freedom and rights, while the latter are reluctantly accepted under tight restrictive conditions. The failure to recognise that labour migration is a continuing structural feature of Southeast Asian economies has been a significant barrier to migration being able to deliver the maximum potential positive outcomes, not only to the migrants, but also to the economies of origin and destination countries. There is a pressing need for a more evidence-driven, rights-based approach to all labour migration and a shift from the dominance of a policing model to a management model of governance. There are a number of promising developments in the region with respect to labour migration policy but it still suffers from a lack of management capacity, poor governance, ‘rent taking’, corruption and mismanagement. There is a pressing need for the development and adoption of best practice models, especially in relation to low-skilled migration.

With the development of globalization processes and sufficient free movement of labor, and skilled personnel, the problem of legal and illegal migration has gradually become part of public policy for many countries. The aim of the article is to determine the priorities of the state migration policy for legal, illegal migrants and refugees and to form recommendations for the development of clear and transparent rules of the state migration policy taking into account the international legal field and in the context of economic security. An analysis of the main trends in the migration processes was conducted and it was found that over the past 30 years there has been a rapid increase in the number of international migrants and refugees, which puts pressure on the economies of host countries. It has been proven that migration affects the main components of national security, and the impact on the country's economic security is particularly pronounced. As a result, national security requirements must be taken into account when formulating state migration policy. The main components of the state migration policy were identified, the analysis of the main theories and approaches to the migration policy in relation to legal migration was carried out. The main problems of the state policy on illegal migration and refugees have been identified. The state migration policy is analyzed on the example of the EU countries and their overcoming of the migration crisis and the refugee crisis. The state determines the main priorities of migration policy based on national and economic security requirements. There are two main aspects of state migration policy: targeted attraction of immigrants and policy on illegal migration and refugees. There are three main approaches to attracting immigrants - encouraging all types of immigration, creating maximum barriers to immigration, and encouraging specific target groups of immigrants. With regard to illegal immigration, the state can take a tough stance or allow it to replenish the workforce. State policy on refugees is determined by the norms of international law. It has been argued that national migration policies need to be adapted to the current world economy, and that the main priorities include transparency, long-term forecasting of labor market needs, clear criteria for migrant admission and combating illegal migration, which is part of international crime.

The article is intended to analyze the legal aspects of the impact of educational migration on the national security of Ukraine. The legal basis of educational migration is considered, in particular, the consolidation of Ukraine's participation as a full participant in the European educational space in the regulatory framework and its impact on Ukraine's national security. The positive and negative consequences of educational migration and their impact on the national security of the country are analyzed. Comprehensive measures, including legal ones, in the field of education and migration policy of Ukraine have been identified. Academic mobility and cross-border education are identified as the main institutional forms of educational migration. Today, the national security of Ukraine requires the protection of the public interests of all segments of the population, including young students, which ensures the sustainable development of the country and society. The vast majority of migrants are young people - the most active part of the population, prone to self-development and adaptation in a multicultural environment. Ensuring constitutional human rights and freedoms, including their right to education, are objects of national security. It is proved that international integration and integration of the national higher education system into the European educational space is one of the main principles of state policy in education. Accordingly, there are academic mobility programs in the field of international cooperation. Migration policy is one of the priority areas of the country's development. Migration is a complex process that includes, in addition to legal, economic, socio-psychological, political and cultural interrelationships. The issue of modern migration processes and national security is always promising in terms of further research, especially given that the analysis of the migration situation in Ukraine shows that they are developing much more dynamically than the process of legal regulation in this area. In fact, it is about the complexity of effective legal regulation of migration processes in the country.
