Policing Protest in Russia

As Russia’s post-communist regime descends deeper into authoritarianism, protest politics has become a regular feature of the political landscape. As such, President Putin increasingly faces the “dictator’s dilemma”: How much coercion to deploy against protesters without incurring a social backlash against the regime? That question more generally is now part of analytical consideration in comparative scholarship on social movements and contentious politics. This article contributes to the comparative discussion, first, through an elaboration of an original conceptual typology of protest-policing strategies, applicable to democratic and authoritarian regime types. Second, the article applies this conceptual scheme to Russia to illustrate the variant protest-policing strategies employed during the post-communist period. The research explains how Putin’s authoritarian regime responded to the challenge of the dictator’s dilemma by enacting protest-policing reforms. Inspired by policing trends in the Western democracies, these reforms entail a shift from confrontation-based to containment-based tactics. The article shows variation and adaptation in the way protesters were policed across Russia’s transition from unconsolidated democracy to consolidated authoritarianism. Finally, the article suggests the consequences of protest-policing reform for the ruling regime.

In Myanmar, hostilities between the majority Burmese and the minority Rakhine people on one side and the minority Rohingya on the other side have been common, but violence has persisted and even increased during the unstable transition away from an authoritarian regime. Most Burmese citizens appear to be united behind the ruling elites on the Rohingya issue. Why is the violence assumed to be of ethnic origin and whose interests are served by the acceptance of such violent acts as routine events? The article attempts to seek answers by following Brass’s framework on Hindu–Muslim violence in India. Its purpose is to examine which actors, mechanisms and institutional developments have been dominant and significant in the re-ethnicisation of the political landscape in Myanmar and how this has consolidated the formation of a contentious and contested specific Rohingya group identity among many Arakanese Muslims.

Abstract The concept of sovereign democracy dominated the political discourse in Russia in 2006–8 but lost much of its significance since. In this article, I argue that sovereign democracy is best understood as the response of Russia’s authorities to the threats of democratization, following Eurasian color revolutions. I distinguish between three conceptually distinct aspects of sovereign democracy: (1) a social contract (2) a legitimation discourse; and (3) a counter-revolutionary praxis. These dimensions allow us to understand what functions sovereign democracy fulfilled within the framework of Russia’s authoritarian regime and why it lost its prominence over time.

The article deals with the history of celebrating the Liberation Day in Czechoslovakia organised by the state. Various aspects of the history of the holiday have been considered with the extensive use of audiovisual documents (materials from Czechoslovak newsreels and TV archives), which allowed for a detailed analysis of the propaganda representation of the holiday. As a result, it has been possible to identify the main stages of the historical evolution of the celebrations of Liberation Day, to discover the close interdependence between these stages and the country’s political development. The establishment of the holiday itself — its concept and the military parade as the main ritual — took place in the first post-war years, simultaneously with the consolidation of the Communist regime in Czechoslovakia. Later, until the end of the 1960s, the celebrations gradually evolved along the political regime, acquiring new ritual forms (ceremonial meetings, and “guards of memory”). In 1968, at the same time as there was an attempt to rethink the entire socialist regime and the historical experience connected with it, an attempt was made to reconstruct Liberation Day. However, political “normalisation” led to the normalisation of the celebration itself, which played an important role in legitimising the Soviet presence in the country. At this stage, the role of ceremonial meetings and “guards of memory” increased, while inventions released in time for 9 May appeared and “May TV” was specially produced. The fall of the Communist regime in 1989 led to the fall of the concept of Liberation Day on 9 May, resulting in changes of the title, date and paradigm of the holiday, which became Victory Day and has been since celebrated on 8 May.

The rise of neo-Nazism in the capital of the former German Democratic Republic (GDR) was not inspired by a desire to recreate Hitler's Reich, but by youthful rebellion against the political and social culture of the GDR's Communist regime. This is detailed in Fuehrer-Ex: Memoirs of a Former Neo-Naxi by Ingo Hasselbach with Tom Reiss (Random House, New York, 1996). This movement, however, eventually worked towards returning Germany to its former 'glory' under the Third Reich under the guidance of 'professional' Nazis.

Lady Mary Derby (1824–1900) occupied a pivotal position in Victorian politics, yet her activities have largely been overlooked or ignored. A Female Politician places Mary back into the political position she occupied and offers the first dedicated account of her career. Based on extensive archival research, including hitherto neglected or lost sources, this study reconstructs the political worlds Mary inhabited. Her political landscape was dominated by the machinations and intrigues of high politics and diplomacy. As this book uncovers, her political skill and acumen were highly valued by leading politicians of the day, including Benjamin Disraeli and William Gladstone, and she played a significant role in many of the key events of the mid-Victorian era. This included the passing of the Second Reform Act, the formation of Disraeli’s 1874 government, the Eastern Crisis of 1875–1878, and Gladstone’s 1880–1885 government. By exploring how one woman was able to exercise influence at the heart of Victorian politics, this book considers what Mary’s career tells us about the nature of political life in the mid nineteenth century. It sheds new light on the connections between informal and formal political culture, incorporating the politics of the home, letter-writing, and social relations into a consideration of the politics of Parliament and government. A Female Politician is a rich investigation of how a woman, with few legal or constitutional rights, was able to become a significant figure in mid-Victorian political life.

This chapter introduces the three regions—sub-Saharan Africa, Latin America, and the Former Soviet Union—and the nine countries—Armenia, Benin, Brazil, Chile, Ecuador, Kenya, Malawi, Russia, and Ukraine—that provide the empirical material for the book. It introduces the two criteria used for case selection: 1) democratic competitiveness; 2) de jure and de facto constitutional provisions that empower presidents to be coalitional formateurs. It also introduces a variable that measures the salience of cross-party cooperation: the Index of Coalitional Necessity. Finally, it sketches the political landscape that has shaped the dynamics of coalitional presidentialism within each region, and it draws attention to important contextual differences between the nine country cases.

ABSTRACTVoters’ ideological stances have long been considered one of the most important factors for understanding electoral choices in Chile. In recent years, however, the literature has begun to call this premise into question, due to several changes in the Chilean political landscape: the current crisis of representation, the high programmatic congruence between the two main coalitions, the decline in the political relevance of the dictatorship, and the rise of nonprogrammatic electoral strategies. In addition to these transformations, Chile switched to voluntary voting in 2012. This article studies whether ideology still informs electoral choices in Chile in an era of voluntary voting. It implements a conjoint survey experiment in low-to-middle-income neighborhoods in Santiago, where voters would be expected to be less ideological. It shows that candidates’ ideological labels are crucial for understanding the electoral decisions of a large part of the sample, particularly among likely voters.

This reflexive essay examines the adoption of an intentional ‘ethic of care’ by social work administrators in a large social work school located in the Pacific Northwest. An ethic of care foregrounds networks of human interdependence that collapse the public/private divide. Moreover, rooted in the political theory of recognition, a care ethic responds to crisis by attending to individuals’ uniqueness and ‘whole particularity.’ Foremost, it rejects indifference. Through the personal recollections of one academic administrator, the impact of rejecting indifference in spring term 2020 is described. The essay concludes by linking the rejection of indifference to the national political landscape.

This article argues that, through the coup, the military has become more visible in national politics in post-Mugabe Zimbabwe. The current situation under President Mnangagwa marks a qualitative difference with the military under Mugabe’s rule. Currently, in now being more prominent, the military is politics and is the determinant of any political transition that may be forthcoming in Zimbabwe. However, if it deems it necessary, the military accommodates civilian politicians into politics in order to ‘sanitize’ the political landscape in its own interests. Simultaneously, despite their involvement in the coup, ordinary soldiers feel increasingly marginalized under Mnangagwa’s government.

ABSTRACTThe aim of this article is to analyze three key issues in current Nicaraguan politics and in the political debate surrounding hybrid regimes: de-democratization, political protest, and the fall of presidencies. First, it analyzes the process of de-democratization that has been taking place in Nicaragua since 2000. It shows that the 2008 elections were not competitive but characteristic of an electoral authoritarian regime. Second, it reflects on the kind of regime created in Nicaragua under Daniel Ortega’s mandate, focusing on the system’s inability to process any kind of protest and dissent. Third, it examines the extent to which the protests that broke out in April 2018 may predict the early end to Ortega’s presidency, or whether Nicaragua’s political crisis may lead to negotiations between the government and the opposition.
