This paper analyzes the roles played by the legislative, executive, and business sector in Mexico’s 2013 tax reform, drawing on original field-research findings. I examine each of these actors’ influence over the public period of congressional debate, as well as the typically invisible agenda-setting stage and the adoption of executive decrees following the legislative process. I find that Congress remains subordinated to the executive in budgetary matters and that business is more central in shaping the details of the tax bill. The tax reform achieved little, leaving the overall fiscal capacity of the Mexican State largely unchanged.

This research aims to know the authority of the public prosecutor in applying the cancellation of marriage application at Mahkamah Syar’iyah Jantho. Article 22 of the Act Number 1, 1974 on Marriage states that a marriage bond might be cancelled if it failed to fulfill the requirement. However, in the practice at the Mahkamah Syariyah Jantho, the prosecutor has never been conducted such authority. This research aims to explore the reasons of the Public Prosecution Office has never been applying for the invalid marriage and legal consequence for the prosecution office when it fails to conduct its duties. This is field research, by using a juridical empirical approach. The research findings are the public prosecution office might apply for r the marriage cancellation towards marriage as ruled in Article 23 point c of the Marriage Act due to reasons for the Prosecution Office that has never been applying is due to the reason that there is no special explanation regarding the matter and there is different perception. The Prosecution Office or the prosecutor but it has implication over the ignorance of not applying the cancellation of marriage. Thus in terms of keeping the law is working, and preventing the offense committed in the future and there is legal certainty amongst people there should be  a common goal and aims in imposing law by law enforcers in responding the authority and the position of the public prosecution office  in applying the application of marriage cancellation.

The correlation of horizontal skills and vocational specializations is a major challenge for regional employment policies and national economies. This is because this specific type of correlation is capable of shaping the vocational training model as well as the educational system at a higher level (universities) based on the business sector dynamics. The purpose of the article is to explore the correlation of horizontal skills and job specializations based on the business sector dynamics in Attica region, Greece. To achieve that, both quantitative and qualitative approaches were used. In terms of the quantitative research, a field research was conducted to collect primary data on a sample of companies the needs for horizontal skills and one-digit (ISCO-Codes) specializations are explored and recorded. Emphasis was placed on the recording of vacancies as well as jobs that are difficult to be filled-in in the Attica region; their quantitative and qualitative characteristics were also analyzed. The results of the quantitative analysis are confirmed by the qualitative research findings, following the logic of the triangulation research methodology. Triangulation was originally proposed in social sciences to increase the credibility and validity of research findings. In other words, it is the use of more than one research techniques in the study of the same research field, each used to verify the results of the other. The methodology used in this research is innovative due to the use of geographic information systems (GIS).

Abstract One prominent competitor to press influence on the public in digital spaces is the President of the United States. This presidential influence is largely unaccounted for, however, in contemporary agenda-setting models. This study examines the network agenda-building and setting capabilities of President Trump around tax reform and North Korea to determine whether and how presidential use of Twitter facilitates agenda building and disrupts the traditional press/public agenda-setting process. Offered in this research are contributions to network agenda setting by placing this theoretical perspective in conversation with research on how the press and public “echo” the language of the president under particular circumstances. Our results illustrate the president can disrupt press-public agenda formation in some circumstances, but popular accounts of the all-disrupting influence President Trump has on political life should be approached cautiously.


Evaluating the services of public hospitals in medical tourism in our country, to create data structures to improve. The research is descriptive and field research. The questionnaire was used as data collection tool. The population of the research was public hospitals in Ġstanbul. It has yet to determine the sample. All were included in the study of the universe. Surveys have been applied to the hospital executives face to face. Serving a total of 62 public hospitals in Istanbul has reached 60 from the administrator. Data were analyzed by SPSS software package was used. Demographic information obtained as a result of the implementation of the survey percentage (%) and number of people (n) taking statements have been prepared. In the analysis of data obtained from the survey; frequency distribution, mean, standard deviation, chi-square (χ2) test was conducted as required statistical analysis. According to the research findings; from abroad, especially from June to July and August in the patients (86.7%) were admitted to hospitals and reference is made to themselves (90%) were determined. Patients are often admitted to the eye and obstetric services (40%), the majority (91.7%) of the patients and 46.7% from the Turkish Republic of Germany. If Turkey is found to be effective in the choice of the price with a rate of 96.7%. These results indicate that the desired level yet in the public hospitals of health tourism.It shows that we are more advanced in their health tourists. Foreign patients, especially the Public Hospitals have to choose when they come to Turkey. Choice of hospital activity in patients, beds, staff and a similar number of properties have been found to be no effect. When assessing overseas promotion activities for both types of hospital patients it has been identified where there aren‘t serious efforts. For this purpose, the Internet, magazines, newspapers, brochures or tour operators visit methods were used. In our country, it is necessary to increase the awareness level of the public hospitals in medical tourism. Management and organization structure, together with physical conditions must arrange accordingly. Need to develop promotional activities. For this, they need to do serious work with academics and industry representatives of the relevant ministries.

This chapter provides an in-depth analysis of the government’s role in the Westminster legislative process, drawing both from the public record and interviews with insiders. It demonstrates that government is more responsive to parliament than is often assumed. The chapter begins by explaining some of the key contributors to the process inside government—including ministers, civil servants, and government lawyers. It provides a summary of the limited literature on these actors, and more generally on government’s role in the process. It summarizes the pre-parliamentary development of the 12 case study bills, including ‘agenda setting’ ‘policy formulation’, and legislative drafting. It also discusses government’s role during the parliamentary stages. It emphasizes that throughout the process government is mindful of parliament’s likely response (‘anticipated reactions’), which creates hidden forms of parliamentary power. It also discusses the sources of government amendments, showing that these are often driven by parliamentary concerns.

State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

The emergence of rural community owned enterprises khown as BUMDes has been in line with evolution of public administration pradigm, from OPA to NPM who implemented in local government. Local potency development becomes a substantial aspect to improving local competitiveness. Hence, BUMDes formation is one of the models financial capacity to develop local potency in rural level. The aim is comparing traditional and public enterprise based management in local potency management. The results show that there is a fundamental difference in the management of local potency in rural level. Consequently, We argue that has been on the right track, the evolution of the government business model to the public enterprise for the management of local potency in rural level. Evolution of BUMDes is from a bureaucratic to the business sector model, but as a social business not profit maximizing businesses.

BACKGROUND Medical care and health research are jointly undergoing significant changes brought about by the Internet [1,2,3]. New online tools, apps, and programs are helping to facilitate unprecedented levels of data sharing and collaboration, potentially enabling more precisely targeted treatment and rapid research translation [4,5,6]. Patient portals have been a significant part of this emerging online health ecosystem, providing patients a mechanism for accessing electronic health records, managing appointments and prescriptions, even communicating directly with care providers [7]. Much has been written about the technical and ethical challenges associated with the development and integration of patient portals into the clinic [8,9]. But portal technology might also be used to connect health researchers to clinicians, patients, and the public. Online systems could be a useful platform for broadly and rapidly disseminating research results while also promoting patient empowerment. OBJECTIVE The aim of this study is to assess the potential use of online portals that facilitate the sharing of health research findings among researchers, clinicians, patients, and the public. It will also summarize the potential legal, ethical, and policy implications associated with such tools for public use and in the management of patient care for complex disease. METHODS We systematically consulted three databases, PubMed, Scopus, and WestLaw Next for sources describing online portals for sharing health research findings among clinicians, researchers, and patients and their associated legal, ethical, and policy challenges. raised by the integration of online tools into patient care for complex disease. Of 719 source citations, we retained 22 for review. RESULTS We found a varied and inconsistent treatment of online portals for sharing health research findings among clinicians, researchers, and patients. While the literature supports the view that portals of this kind are potentially highly promising, they remain novel and are not yet being widely adopted. We also found a wide-ranging discussion on the legal, ethical, and policy issues related to the use of online tools for sharing research data. We identified five important policy challenges: privacy & confidentiality, health literacy & patient empowerment, equity, training, and decision making. Each of these, we contend, have meaningful implications for the increased integration of online tools into clinical care. CONCLUSIONS As online tools become increasingly important mechanisms for sharing health research with clinicians, patients, and the public, it is vital that these developments are met with ethical and conceptual scrutiny. Therapeutic portals as they are presented in this paper may become a more widespread feature of precision and translational medicine. Our findings suggest that online portals are already being used to disseminate research results among clinicians, patients, and the public. But much of the ethical and conceptual debate is framed in terms of the patient portal, a concept that does not adequately reflect the potentially broader scope of therapeutic portals. It may be useful to clarify this distinction in future research and to underscore the unique ethical, legal, and policy challenges raised when online systems are used as a platform for disseminating research to as wide an audience as possible. In accounting research, the role of organizational leaders has been underrepresented. The limited research dealing with leadership issues has focused on the impact of leadership on micro activities such as performance evaluation, budget satisfaction, and audit team performance. The impact of leadership on the structure of accounting and audit systems and organizations has been ignored. This paper focuses on the impact that past Comptrollers General have had on the working and structure of one federal audit agency, the United States General Accounting Office (GAO). In addition, it also focuses on the influence of the two most recent Comptrollers General on one important audit related activity, i.e., the audit report review process. Using qualitative field research methods, this paper documents how the organizational leadership impacts its long-term audit practices and thereby influences auditing, especially in the public sector.

In many public policy areas, such as climate change, news media reports about scientific research play an important role. In presenting their research, scientists are providing guidance to the public regarding public policy choices. How do people decide which scientists and scientific claims to believe? This is a question we address by drawing on the psychology of persuasion. We propose the hypothesis that people are more likely to believe local scientists than national or international scientists. We test this hypothesis with an experiment embedded in a national Internet survey. Our experiment yielded null findings, showing that people do not discount or ignore research findings on climate change if they come from Europe instead of Washington-based scientists or a leading university in a respondent’s home state. This reinforces evidence that climate change beliefs are relatively stable, based on party affiliation, and not malleable based on the source of the scientific report.
