Climate change is considered as the most severe and urgent environmental issue in this present era. There is a clear consensus that the climate change problem is much related to the rising level of carbon emissions in the atmosphere. The link between economic growth, urbanization and carbon emissions was examined extensively in the literature. Fast-paced economic growth will advance urbanization in a country and result in higher energy consumption to meet various needs in an urban economy. This conditions will trigger more carbon emissions and generate more pollution problem. This paper aims to discuss and compare the growth pattern of economic growth, urbanization and carbon emissions between five selected ASEAN countries such as Indonesia, Malaysia, Philippines, Thailand and Vietnam for the period 1990-2018. All these five countries have recorded at least 4% economic growth rate in the year 2018. In the same period, Indonesia has the largest in term of total value added in manufacturing. Similarly, Vietnam has the largest growth of value-added in the same industry. Among all, Indonesia has the largest urban population whilst Malaysia has the highest rate in urbanization and carbon emissions per capita. The upward trend of urban population and carbon emissions per capita in these countries exhibit certain pressures and challenges to the countries’ environmental quality. Therefore, the government in these countries should pay attention to environmental governance to achieve sustainable urbanization while prioritizing economic growth

The study on the relationship between investment in environmental governance, carbon emission and economic growth is helpful for the relevant government departments to coordinate the influence among them when formulating the policies of reducing emission and conserving energy, so as to take the comparative advantages of various factors and promote the benign interaction between economic development and environmental governance. In this paper, the data of Per capita GDP, per capita investment in environmental governance and per capita CARBON dioxide emissions in China from 2000 to 2019 are selected as the research basis, and variables are studied by means of Granger causality and impulse response function. As shown in the results, there is a single Granger relationship between investment in environmental governance and carbon emissions, that is, the increase of investment in environmental governance leads to the reduction of carbon emissions. The influence of economic growth on environmental governance investment is small, but in the long term, it can restrain the growth of carbon emissions. Investment in environmental governance can promote economic growth and stimulate a reduction in the emissions in the short term; Economic growth was hindered by the emissions in the long term and fail to stimulate increased investment in environmental governance. Based on these findings, this paper proposes policy Suggestions for optimizing the structure of environmental governance investment, improving the carbon emission monitoring and response mechanism, and strengthening the technological level of energy conservation and emission reduction.

China has adopted a transfer-based fiscal decentralisation scheme since the mid-1990s. In the 1994 tax sharing reform, the central government significantly raised its share of government revenue vis-à-vis local governments by taking most of the newly created value-added tax on manufacturing. One aim for the adoption of the transfer-based fiscal scheme was to channel more funds to less developed regions and rural areas, and to alleviate growing interregional inequality and urban–rural income disparity. In 2002 and 2003 the Chinese central government further grabbed 50% and 60%, respectively, of the income taxes previously assigned only to local governments while providing more fiscal transfers to the country’s poor regions and the countryside. Utilising the 2002–2003 change in China’s central–local tax sharing regime as an exogenous policy shock, we employ a Simulated Instrumental Variable approach to causally evaluate the effects of the policy shock on growth, interregional inequality and urban–rural disparity. We find the lower local tax share dis-incentivised local governments and led to lower growth. Although higher central transfers helped to reduce interregional inequalities in per capita GDP and per capita income, the equalising effects were only present for urban incomes. We argue that transfer-based decentralisation without bottom-up accountability was detrimental to economic growth and had limited impact on income redistribution.

Abstract The goals of this research were to acquire overview of Regional Domestic Product (GRDP) per capita and to design inclusive and righteous economic growth (growth with equity). Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) per capita at Current Market Prices 2000 in 2013 was increasing every year, meanwhile GRDP per capita in 2009-2013 at Constant Market Prices 2000 showed the economic growth increased significantly in Toba Samosir Regency and North Sumatera Province. In order to actualize inclusive and righteous economic growth in Toba Samosir Regency, the government of this regency will have to introduce mina-rice (fish-paddy) programme. Introducing thia programme with labor intensive will be potential to increase income and to provide job opportunities labor occasion as well as ti decrease overloaded fish nurture. The government of Toba Samosir Regency should invite investors to build some feed industries of corn-soybean meal.

This paper examines the relationship between the energy consumption and economic growth from 1968 to 2019 in Greece, by employing the vector error-correction model estimation. A series of econometric tests are employed concerning the stationary of the data, and the co-integration and the relationship among the variables during the long- and short-term. The em-pirical results suggest that there is no bidirectional relationship between economic growth and energy consumption. More specifically, GDP per capita does not affect the energy consump-tion of the three primary sources either in the long-term or the short-term. In other words, the economic crisis and its implications for GDP do not affect energy consumption, and they are not responsible for the considerable decrease in energy sources' consumption. On the other hand, the energy consumption of oil and coal negatively affect the GDP per capita. These re-sults are different from previous studies' conclusions for Greece; this is because the never been experienced before. These findings raise new research questions and also show the limi-tations of the Greek market, as it is regulated and controlled by the government.

As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage.

The banking sector is one of the biggest and revenue generating sector in our economy. Introduction of GST tothe banking sector was one the highly risky and challenging role for the government. GST isa replacement to the Value Added Tax (VAT) which was implied on goods and services. Themain purpose of studying the impact of implementation of GST is to avoid double taxationon goods and services. It is a self-regulated tax system with a simplifies tax regime whichreduces the multiplicity of tax. The purpose of this study is to know the challenges faced bythe Banking sector and its effects on the customers after the implementation of the GST.New tax regime made an incredible step by the abolish of centralized registration of thebanks. Now all the bank branches have to register under GST in each state for the smoothfunctioning. The tax rate has created an impression in the banking sector that the sector iscontributing much toward the economic growth of the country. Tax slabs is anotherimportant and critical thing discussed in this paper which has substantially increasedcompared to the old tax regime. Data for the study have been collected from secondary datasources such as journals, internet, and news articles. Using the ABCD qualitative analysistechnique, advantages, benefits, constraints, and disadvantages for both banks and thecustomers for payment of GST are identified.

This study aims to analyze the determinants of the structural transformation in ASEAN countries. This study uses quantitative panel data from 9 countries in ASEAN from 2000 to 2017, thus makes up for 162 observations. This study employs panel data regression analysis with fixed effect model approach. In this study, the shifting of sectoral value added away from agriculture sectors indicates structural transformation. In particular, sectoral value added consists of the industrial value added and service value added. The results of this study shows that dependency ratio, income per capita, education, and trade significantly affect the increase of industrial value added during observation period. On the other hand, total population, dependency ratio, income per capita, education, control of corruption, and trade significantly increase the service value added over time.

The association between economic complexity (sophisticated economic structure) and carbon emissions has major implications for environmental sustainability. In addition, globalization can be an important tool for attaining environmental sustainability and it may also moderate the association between economic complexity and carbon emissions. Thus, this research examines the effects of economic complexity, economic growth, renewable energy, and globalization on CO2 emissions in the top 10 energy transition economies where renewable energy and globalization have greatly increased over the last 3 decades. Furthermore, this study also evaluates the joint effect of globalization and economic complexity on carbon emissions. Keeping in view the presence of slope heterogeneity and cross-sectional dependence in the data, this research utilized second-generation unit root tests (CIPS and CADF), Westerlund cointegration approach, and CS-ARDL and CCEMG long-run estimators over the period of 1990–2018. The results affirmed the presence of cointegration among the considered variable. Long-run findings revealed that globalization, renewable energy, and economic complexity decrease carbon emissions. Conversely, economic growth increases carbon emissions. Moreover, the joint impact of economic complexity and globalization stimulates environmental sustainability. Based on these findings, the government of these groups of economies should continue to expand the usage of renewable energy. They should also promote interaction with the rest of the world by adopting the policy of opening up.

Abstract The recent climatic phenomena observed in developing countries since the 2000s have raised concerns, fears, and debates within the international community and economists. Human activities are largely responsible for atmospheric warming through their emissions of CO2 and polluting substances with dramatic consequences and numerous losses of human life in some countries. Using panel data covering the 2000-2016 period, this study investigated the social vulnerability due to the CO2 emissions through an empirical study of CO2’s determinants in selected countries of sub-Sahara African and Southeast Asian countries. The STIRPAT model gave out the result that; explanatories causes of carbon dioxide emissions are different in the two regions: the agriculture-forestry and fishing value-added, and human development index have a strong explanatory power on CO2 emissions in the ASEAN countries, the per-capita domestic product has a positive and significant influence on carbon emissions in the SSA countries, ceteris paribus, but was statistically insignificant in the ASEAN countries. The growing population decreases carbon emissions in the SSA selected countries while is not statically significant in the ASEAN countries. There is therefore a kind of double penalty: those who suffer, and will suffer the most from the impacts of climate change due to CO2 emissions, are those who contribute the least to the problem. These results provide insight into future strategies for the mitigation of climatic hazards already present in some places and potential for others which will be felt on different scales across the regions. Some of the inevitable redistributive effects of those risks can be corrected by providing financial support to the poorest populations hardest hit by natural disasters.
