The purpose of the article is to study the causal links of the existence of disparities in the socio-economic development of the country's regions and identify key measures to overcome existing disparities in certain areas, taking into account systemic transformations in the modern economy. The main disparities in the regional development of Ukraine are considered and the criteria of regional disparities are defined. It is established that the largest disparities in regional development occur according to the indicators observed in the case of investment per capita. The regions-leaders and outsiders in terms of socio-economic development are selected according to the selected indicators.The division of regions of Ukraine is carried out by means of the cluster analysis. The regions are divided into groups with similar characteristics for the four analyzed macroeconomic variables. The distances between the clusters were expressed using the Euclidean distance, which is widely used in this type of analysis. To combine objects into groups, Ward's method was used to create clusters with a small number of objects.After the analysis, the following conclusions were made: across the country, the regions are characterized by large differences in the level of GRP per capita, capital investment per capita and unemployment, with smaller differences in income levels; an unfavourable phenomenon is the reduction of investment in the southern regions, which in fact leads to low economic growth and future trends; the condition for reducing regional disparities is overcoming barriers to the development of less developed regions, which may occur primarily through the consistent strengthening of their economy, improving the structure and more efficient use of investment resources aimed specifically at strengthening entrepreneurship and professional development.

Inequality in the distribution of income of the population has a certain impact on different aspects of the economic and socio-cultural development of countries and regions. This inequality arises due to a number of factors as the current nature of the production specialization, the availability of production and economic infrastructure, the achieved level of development of the social sphere, socio-cultural, demographic, and other factors. The main objective of this study is to assess the nature and extent of the impact of income inequality in the Russian regions for the subsequent justification of the directions of socio-economic development. We conducted an econometric analysis of the impact of intraregional income inequality (the Gini coefficient), fixed capital investment per capita, and average per capita consumer spending on one of the main indicators of regional economic growth (GRP) per capita was carried out. The model is based on panel data for the period 2012-2018 for 85 regions of the Russian Federation. The results of the study confirm two of three hypotheses. As prospects for further research, it is proposed to consider the impact of inequality in the distribution of household income on economic growth for different groups of regions, including resource-type regions and regions with a predominance of manufacturing industries, as well as for leading regions and regions with a relatively low level of socio-economic development.

In the article, a comparative interregional and cross-border assessment of socio-economic development of the Transcarpathian region is conducted. The results of the study are based on an analysis of the level and dynamics of such key indicators of economic and social development of the region as GRP per capita, employment rate, unemployment rate, average monthly salary, etc. According to the results of interregional comparisons, the low level of efficiency of the economy but the positive dynamics of some indicators of the labor market of the Transcarpathian region was revealed. In particular, among the regions of Ukraine in 2013-2017, the region was 22nd in terms of GRP per capita and 19th in terms of employment. At the same time, by unemployment, it rose from 15th in 2013 to 10th in 2018, and the average monthly wage ranged from 20th to 7th, respectively. Cross-border comparisons showed a significant lag behind the Transcarpathian region from the neighboring regions of Poland, Slovakia, Romania and Hungary for all considered socio-economic indicators. Thus, in particular, according to the indicator of GRP per capita, this lag compared to the Kosice region (Slovakia) in 2017 was 11.4 times. The average monthly salary in Transcarpathian region is 4 times lower than in the neighboring Kosice and Presov regions of Slovakia and the Podkarpackie voivodship of Poland. The positive dynamics in the direction of reducing the above-mentioned gaps in the level of socio-economic development of the analyzed regions in 2017-2018 are revealed. In addition, a regional peculiarity has been identified – the Transcarpathian region and the regions it borders, lag substantially behind the countries they belong to by the level of socio-economic development. As a result, the conclusion is drawn that the results of the conducted inter-regional and transboundary assessment of the socio-economic development of the Transcarpathian region will facilitate the development of inter-regional and interstate programs and strategies for the development of the Carpathian transboundary region to eliminate the identified imbalances.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

The article considers the prospects of tourism development in five countries of Central Asia: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan. The author analyzes cultural, social and economic aspects of the tourism industry in the region. The main directions of activity of international organi-zations in the framework of tourism promotion programs are given. Central Asia has a huge potential for the tourism development. The study of the current state of tourism in Central Asia is becoming increasingly important. Tourism resources have every chance to become part of the national wealth of the countries of this region. In the group of factors determining socio-economic development of the countries in the region are natural resources, the level of production and investment, social infrastructure, management quality, international competitiveness, etc. The need for the regional development management system is conditioned by regionalization processes inherent to the current economic situation, oriented to ensuring positive national economic dynamics and maximum using the region’s potential. The studying problem of regional development makes it possible to justify, as one of the directions of its solution, the use of cluster technologies oriented to those branches of the economy that can become a vector of regional development. According to experts, the tourism industry is one of the most profitable sectors of the economy of the region. This industry covers numerous sectors of the economy and various links between them. The main tourist routes in the present time, covering many objects of the Great Silk Road, do not offer a more detailed study of the local historical, architectural and archaeological heritage. The lack of infrastructure facilities is the reason for this. This fact forces us to search solutions, which will provide a comfortable environment for both tourists and researchers. At present, the Central Asian countries occupy a very modest place in the world market of tourist services. According to many experts, the demand for sanatorium, tourist and excursion services has decreased due to the transition period, and the existing network of tourist institutions, boarding houses, rest homes needs reconstruction. After the disintegration of the Soviet Union, tourism in the Central Asian republics began to develop independently, without common approaches and concepts. In many respects this is determined by the fact that the new states have chosen their own models of socio-economic development, different from each other. The different level of political freedoms, economic development features determine the current state of the tourism industry in various countries of Central Asia. The perspective of tourism development in this region is quite difficult, but an interesting task, necessary for familiarizing humanity with the most interesting culture of peoples inhabiting Central Asia and developing the economies of countries.

This article focuses on the analysis of the impact of socio-economic development indicators of Altai region and Oyrot autonomous region on the eve of the Great Purge (1935 — first half of 1937) on the regional intensity of repression. Employing statistical methods (regression analysis), the author verifies the hypothesis that in the areas with the highest level of well-being of the population, the level of repression was also higher. It is established that the turnover and expenditures per capita compared with other economic indicators had the greatest influence on repression levels in Altai and Oyrotia regions. Based on the results of the analysis of regional statistics, the author of the article puts forward a theory that the thesis proclaimed by the Bolsheviks to justify the failure of economic development by the actions of the “enemies” in practice seems untenable, since economically lagging regions were characterised by a relatively low level of repression. In the second part of the article, the author presents a typology of districts of Altai and Oyrotia regions based on the results of cluster analysis of various groups of socio-economic development indicators. Additionally, she substantiates the hypothesis about the influence of the spatial factor on the intensity of repression: the groups of regions of each individual cluster consist mainly of adjacent regions.

The development of regions within one country is an uneven process. States seek to reduce internal inequalities between particular regions through the implementation of appropriate economic policies, as is the case of Poland. The aim of the study is to evaluate the level of socio-economic development of regions in Poland (voivodships) in the years 2013– 2019. For this purpose, a taxonomic analysis based on Hellwig’s development measure was conducted and the Euclidean distance was applied to assess the difference between the obtained pattern and particular voivodships. On the basis of data provided by the Local Data Bank of Statistics Poland and through linear ordering, two rankings of voivodships were created: one reflecting their socio-economic development excluding environmental protection aspects and the other focusing solely on the issue of environmental protection. Low values of the coefficient of variation relating to a part of the analysed variables indicated that the development level of voivodships in the analysed period is in many respects very similar. The variables crucial for determining the differences between voivodships show that Mazowieckie Voivodship occupies high positions in both rankings (and is the leader in the ranking of socio-economic development excluding environmental protection aspects), while Warmińsko-Mazurskie Voivodship is characterised by a low level of development illustrated by both rankings.


The article is devoted to the modeling and forecasting of socio-economic development of the region. The dependence of GRP per capita of the Belgorod region on the average annual number of employed in the economy, the consolidated budget revenues, the volume of innovative works and services, the consumer price index, the industrial production index, the balanced financial result, exports was established. The analysis of the matrix of pair correlation coefficients of the selected indicators allowed to choose as the most significant explanatory variables the consolidated budget revenues and the average annual number of employees in the economy. The models of socio-economic development of the region were built. The quality of the models was evaluated. It was revealed that the most accurate is the power regression model. The forecast of further changes in GRP per capita was built on the basis of the retrospective analysis data. The method of extrapolation based on the construction of trend models for each explanatory variable was used to carry out the forecast.

Celem niniejszego artykułu jest prezentacja miejsca infrastruktury transportowej w programowaniu rozwoju społeczno-gospodarczego oraz analiza charakteru i roli tego czynnika w wybranych teoriach rozwoju regionalnego. Pierwsza część pracy opisuje metodę badań oraz wykorzystywane źródła. Część druga zawiera syntetyczny przegląd literatury z zakresu ekonomiki transportu i wskazuje na elementy kluczowe z punktu widzenia rozwoju społeczno-gospodarczego oraz, co za tym idzie, zainteresowania władz publicznych. W części trzeciej opisana jest dyskusja tocząca się wokół oczekiwanej roli inwestycji infrastrukturalnych oraz ich miejsca w wybranych koncepcjach rozwoju regionalnego. Koncentruje się ona wokół dylematu „wyprzedzającego”, bądź „wtórnego” modelu rozbudowy infrastruktury, a także roli tego zagadnienia na tle innych czynników rozwoju regionalnego. Całość zamyka podsumowanie, które zawiera wnioski na temat roli sfery transportu we wspieraniu rozwoju regionów oraz konkluzję, zgodnie z którą infrastruktura transportu stanowi element niezbędny do kreowania dostępności i równolegle wewnętrznego potencjału regionów. The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of the need for an innovative policy in the area of health protection at the link with the transformation of the social and economic development of the country through the pandemic COVID-19. The main goal of this study is to predict two scenarios for the development of the main indicators of the country's socio-economic development: considering the pandemic COVID-19 and the possible course of events without the influence of epidemiological threats. The systematization of literary sources and approaches to innovation and the determination of the volume of negative consequences for the national economy, due to the introduction of quarantine restrictions, has shown that this issue is quite relevant around the world. The study of the transformation of the trajectory of economic development of Ukraine in the article was carried out in the following logical sequence: 1) collection of statistical information, including 118 indicators of social development, the state of capital investment and business expectations of Ukrainian enterprises and screening of multicollinear indicators among them; 2) performing a time series decomposition separately for the interval 5 years before quarantine and taking into account the impact of the pandemic; 3) forecasting the consequences of the pandemic according to the investigated indicators of economic development in 2020-2022 by turning the time series into the Fourier series. The methodological tools of the study were methods of checking for multicollinearity by Pearson coefficients, decomposition of additive models into a trend and cyclic components, selection of cyclic oscillations by fast Fourier transform, extrapolation of constructed models for subsequent years, and quality control of constructed models by F-test quarterly data for 2015-2020 are selected. The study empirically confirms and theoretically proves that among the socio-economic development factors studied, most experienced significant transformations due to the introduction of quarantine restrictions by the government. This leads to the need for innovation policy in the health sector in order to minimize such consequences in the future.
