This article focuses on the analysis of the impact of socio-economic development indicators of Altai region and Oyrot autonomous region on the eve of the Great Purge (1935 — first half of 1937) on the regional intensity of repression. Employing statistical methods (regression analysis), the author verifies the hypothesis that in the areas with the highest level of well-being of the population, the level of repression was also higher. It is established that the turnover and expenditures per capita compared with other economic indicators had the greatest influence on repression levels in Altai and Oyrotia regions. Based on the results of the analysis of regional statistics, the author of the article puts forward a theory that the thesis proclaimed by the Bolsheviks to justify the failure of economic development by the actions of the “enemies” in practice seems untenable, since economically lagging regions were characterised by a relatively low level of repression. In the second part of the article, the author presents a typology of districts of Altai and Oyrotia regions based on the results of cluster analysis of various groups of socio-economic development indicators. Additionally, she substantiates the hypothesis about the influence of the spatial factor on the intensity of repression: the groups of regions of each individual cluster consist mainly of adjacent regions.

Introduction: The market of cars is an important indicator of the socio-economic well-being of the population, since the purchase of a car, as a rule, marks the achievement by individuals of full satisfaction of primary needs and stability in cash receipts. At the same time, conditions for the functioning of the passenger car market differ considerably in the regions, which complicates the effective management of the development of the passenger car market at the national level.Hypothesis of scientific research. It is assumed that the functioning of regional markets for passenger cars is largely determined by the influence of certain indicators of socio-economic development of the regions. Identification of the availability, nature and strength of the impact of indicators of socio-economic development of regions on the functioning of regional markets of passenger cars will improve the efficiency of management of the development of the national market of passenger cars. The purpose of the article is to develop the methodological principles of management of the national market of passenger cars through the development of methodical tools for the typology of regional markets of passenger cars. Methods of research: method of expert poll – to determine the list of indicators of socio-economic development of regions that influence the functioning of regional markets of passenger cars; the method of theoretical generalization – for the formation of the methodology of typology of regional markets of passenger cars on the most significant indicators of socio-economic development of regions. Results: the methodology of typology of regional markets of passenger cars was developed, which provides clusterization of passenger car markets at the regional level by types: "production oriented market", "socially oriented market", "trade-oriented market", "financially investment-oriented market", "innovative oriented market"," mixed market".Conclusions: the development of methodological tools for the typology of regional markets of passenger cars contributes to the further development of methodical principles of management of the national market of passenger cars in the direction of strengthening the target direction and, thus, increasing the effectiveness of managerial influence on the processes taking place in the market of passenger cars on the meso-, and at macro levels.

The study is devoted to the investigation of the educational determinants as components in shaping the level of socio-economic development of countries around the world, including assessment of the impact of national higher education system development indicators on the determinants of economic development, in particular macroeconomic, innovation, and technology determinants.Based on the grouping of 50 countries, a matrix of relationships between the Universitas 21 index and global competitiveness index was constructed. It is determined that despite the close correlation between the indices as a whole (0.96), there is a certain differentiation of influence in groups. The high impact of education on global competitiveness (0.76) was found in the group of countries with a medium level of competitiveness, moderate impact (0.54) – in the group of highly competitive countries, weak impact (0.38) – in the group of countries with a low level of competitiveness. Based on the correlation-regression analysis, the study proposes a structural-logical graph of the relationship between educational and economic indicators and quantifies it accordingly. The results show that the level of higher education competitiveness is closely correlated with such indicators as the level of global innovation development (0.8 over the period 2012-2020), the level of the knowledge intensity of GDP (0.73), and the level of socio-economic development (0.75). The results will allow changes in education indicators to be taken into account in the context of their impact on economic development and global development strategies.

The issues of recognizing the rights of the LGBTQ+ community around the world and developing appropriate anti-discrimination policies and laws are one of the main topics for discussion in the global agenda. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries. The subject of the research is the population decline and, as a result, a drop in the labor potential in the Far East. The relevance of the problems under study is due, firstly, to the low population density in this area, secondly, negative values of the natural movement of the population, thirdly, migration of working-age people to other regions, fourthly, relatively low indicators of standards and quality of life of citizens living in the Far East. Together, the negative factors identified in the area carry a geopolitical threat and impede the desired strategic socio-economic development of Russia. The purpose of the paper was to reveal the factors contributing to the growth of the labor potential in the Far Eastern Federal District based on an analysis of ongoing processes and existing regularities of critical interrelationships. The study is based on the analysis of changes in the population of the Far East regions, migration growth/decline indicators, life expectancy factors in the gender context, trends in loss/growth of budget incomes per capita as well as the per capita cash income. An integrated approach to increasing the labor potential of the population in the regions of the Far Eastern Federal District is proposed based on the analysis of the interrelationships of demographic, cultural, economic and social processes taking into account the concepts of self-protective behavior, human capital, and social clusterism. It is concluded that this approach can be used by government agencies in the implementation of the plan of the long-term socio-economic development of the Far East.

The realization of Ukraine's European integration aspirations and integration into globalization processes exacerbate the challenges and threats to the national economy in the segment of protection of social interests and especially in the context of the pandemic caused by SARS-CoV-2. This raises several issues aimed at studying the theoretical and methodological, and applied aspects of the formation and development of social security at the level of the state and society, and at the level of the individual. In particular, the paper analyzes the essence and content of the concept of "social security", its types and forms of manifestation. Particular attention in the study is paid to determining the factors influencing the level of social security of the state, including through the prism of interaction on indicators of socio-economic development. A system of principles was defined on which the concept of sustainable economic growth through the prism of social security should be based, namely: the level of socio-economic development of the state, territorial integrity and inviolability of borders, improving the welfare of the population, compliance with state standards and social guarantees in the field of finance, patriotic education, completion of financial and administrative-territorial decentralization, implementation of gender-oriented policy at all levels of government, creation of appropriate working conditions, etc. Based on this, the main indicators that determine the state of social security were analyzed: level of education, level of welfare, the share of the working population, mortality rate, population growth rate, real GDP growth rate, and GDP per capita, etc. According to the results of the analysis, the problems of social security in a pandemic was identified and a set of recommendations aimed at forming a safe and progressive development of the country, increasing its competitiveness in the world economic arena, which will generally increase social guarantees and well-being as an individual and society as a whole.

Inequality in the distribution of income of the population has a certain impact on different aspects of the economic and socio-cultural development of countries and regions. This inequality arises due to a number of factors as the current nature of the production specialization, the availability of production and economic infrastructure, the achieved level of development of the social sphere, socio-cultural, demographic, and other factors. The main objective of this study is to assess the nature and extent of the impact of income inequality in the Russian regions for the subsequent justification of the directions of socio-economic development. We conducted an econometric analysis of the impact of intraregional income inequality (the Gini coefficient), fixed capital investment per capita, and average per capita consumer spending on one of the main indicators of regional economic growth (GRP) per capita was carried out. The model is based on panel data for the period 2012-2018 for 85 regions of the Russian Federation. The results of the study confirm two of three hypotheses. As prospects for further research, it is proposed to consider the impact of inequality in the distribution of household income on economic growth for different groups of regions, including resource-type regions and regions with a predominance of manufacturing industries, as well as for leading regions and regions with a relatively low level of socio-economic development.

In recent years, healthcare has become a fundamental pillar of the level of well-being of any society. With the aim of improving the lives of countries and societies, in 2015 the United Nations (UN) approved the 2030 Agenda for Sustainable Development. Among the Sustainable Development Goals (SDGs) set out in the Agenda are health and well-being (O3) and the reduction of inequalities (O10). The general objective of this paper is to analyse the impact that the level of socioeconomic development, as well as the evolution of inequalities, have had on public spending on health in European Union countries. The research methodology is based on the application of a regression model and statistical techniques such as sigma convergence, beta convergence and the Gini index. We can see that the levels of public spending on health per capita, the level of socio-economic development and the degree of inequality are closely related in these countries. For this reason, we suggest maintaining sustainable economic growth to reduce the economic disparities between EU countries, and also the current differences in public spending on health per capita.

The paper provides the analytic research of forming of united territorial communities (UTCs) in the regions of Carpathian region (Transcarpathian, Ivano-Frankivsk, Lviv and Chernivtsi regions). The author reveals the peculiarity of united communities in the region – the composition of UTCs includes the settlements that the Law of Ukraine “On the status of mountain settlements in Ukraine” regards as the mountain ones and border communities. Correspondence of the formed UTCs of the region to the criteria of capable territorial communities (number of population, share of basic subsidy, expenditures on managerial aparatus) defined by the Ministry of Regional Development, housing and construction of Ukraine are analyzed and compared to average rates in Ukrainian UTCs. The relevant conclusions are made. Special attention is paid to the impact of the region’s socio-economic development on the peculiarities of forming of UTCs’ internal capacity. The author finds the dependence of the revenues to UTCs’ budgets on the level of their economic development and availability of entrepreneurship structures on their territories. The absence of dependence between personal income per capita in an UTC and its population number is explained based on conducted ranging. The level of socio-economic development of urban and rural united communities is examined. The research proves the presence of substantially lower rates of rural communities’ budget profitability per capita than in urban UTCs due to comparatively high level of cities’ development and their positioning as economic growth centers. Based on the revealed differences in the levels of financial capacity of UTCs that comprise mountain settlements and other united communities in the region and Ukraine in general as well as urban and rural UTCs the author conducts the analysis of the structure of own revenues across the defined groups. The first case reveals the higher share of individual tax and single tax in own budget revenues and insignificant share of revenues from excise and land taxes. The result can be explained by the specifics of territorial location and geographic peculiarities of such communities. Analysis of the features of forming and development of UTCs in Carpathian region contributed to revealing the smaller average area of an UTC in the region compared to the average rate in Ukraine, lack of UTCs’ correlative land resource that is one of the major community assets and the lower rate of individual tax revenues than average in Ukraine testifying to the low level of communities’ economy development.

There are numerous studies on different aspects of the impact of hydrocarbon production on Russian economy. Nevertheless, direct and indirect effects of reserve reproduction on social and economic development of oil-producing regions have been insufficiently assessed, even though it differs due to various macroeconomic processes and existing state mechanisms of subsoil use. The present paper examines the upstream sector of the petroleum industry comprising hydrocarbon exploration and production. The research hypothesis states that an imbalance in subsoil use results in growing inequality of socio-economic development of Russian regions, while the expansion of geological exploration work will reduce this effect. The study analyses the influence of geological exploration, leading to an increase in oil reserves and oil production, on gross regional product (GRP) per capita and personal income. For that purpose, the analysis was performed based on statistical data on five regions of the Russian Federation using the Cobb-Douglas production functions. According to the results obtained for blocks of the proposed regression model, Russian regions were divided into clusters in terms of the input effect on expected results. Overall, the influence of oil production on GRP per capita and average income is more significant compared to an increase in oil reserves. Moreover, the impact of the upstream sector in Tomsk oblast is stronger than in other constituent entities of the Russian Federation. The existing regional imbalance in social-economic development depends on not only available natural capital and tax relief system in subsoil management, but also differences in economic development and the role of petroleum industry in the analysed regions. In the context of recession, the expansion of geological exploration is required to increase natural capital that would provide the income many times higher than investments at the upswing of the cycle. The study results can be used for petroleum industry management in the field of geological exploration to justify the use of financial and fiscal incentives.
