Women on the Frontlines: Grassroots Movements against Environmental Violence in Indigenous and Black Communities in Canada

Indigenous and Black women in Canada are disproportionately impacted by racial and gendered forms of environmental violence that are rooted in a legacy of colonialism, white supremacy, and patriarchy. Gender, race, class, and other social identities render Indigenous and Black women more susceptible and vulnerable to a web of inequalities that inflict violence on their bodies, lands, and communities. In response, Indigenous and Black women have been building grassroots social and environmental justice movements for decades to challenge the legal, political, and corporate agendas that sanction and enable environmental violence in their communities. This article examines the disproportionate social, economic, and health impacts of multiple forms of environmental violence in the lives of Indigenous and Black women in Canada, including low income and poverty, systemic racism in employment and law enforcement, and environmental racism and climate change. The article also calls attention to the transformative human agency of these women by illuminating their legacy of grassroots mobilizing and activism against the various forms of environmental violence in their communities.

As a result of a legacy of systemic racism,communities of color and low-income communities in Kansas City face a greater risk of exposure to environmental hazards. These hazards are associated with myriad negative health outcomes including cancer, respiratory illness, and shorter life expectancy.

Systemic racism has resulted in the disproportionate imprisonment of Black people. With Black men constituting a large percentage of incarcerated bodies, many Black women (44 [percent])--mothers, wives, sisters, etc.--will experience vicarious incarceration. This research examines the ways this population, as caretakers and supporters of their incarcerated loved, ones manage resilience in their daily lives as they navigate a racist, sexist society. Ten women were interviewed about their experiences with vicarious incarceration and reentry. I conclude that the women manage resiliency largely through the support of other Black women and community-family, who--in many instances--are also experiencing vicarious incarceration and/or other racial stress and trauma. Findings provide implications for the need for effective resources, more specifically, culturally-informed, culturally-relevant resources--to assist Black communities with healing from the effects of incarceration, and to prevent and intervene in the intergenerational cycles of criminal justice entanglement.

Policing in the United States is irrefutably a component of systemic racism. The history of police brutality against the Black community can be found in our amendments, laws, and cultural practices—it is an infrastructure of oppression. Though police brutality is not a new development, it has reached a fever pitch with the deaths of George Floyd and Breonna Taylor. Recent calls to defund the police puts law enforcement agencies squarely, and rightly, in the spotlight of social justice movements and reform. Current issues operating within law enforcement agencies ensure the perpetuation of a system that reinforces the status quo and gives nothing back to the communities that have been victims of brutality. A philosophical restructuring of how law enforcement agencies interact with the communities they serve is paramount. The purpose of this paper is to propose a behavior scientific model aimed at both the individual and organizational levels of law enforcement agencies using elements of Acceptance and Commitment Training (ACT) and Elinor Ostrom’s core design principles (CDPs), called Prosocial. The Prosocial model promotes clarification of values within organizations and the communities they serve and reinforces values-consistent action. The model therefore has the potential to be a useful tool to combat systemic racism and police brutality within law enforcement agencies. The proposed model will be discussed in the context of those who created it (white academicians), who will be implementing it (law enforcement), and ultimately who should benefit from it above and beyond police brutality and without psychological or financial cost (Black communities).

By the late 1960s and early 1970s, reeling from a wave of urban uprisings, politicians finally worked to end the practice of redlining. Reasoning that the turbulence could be calmed by turning Black city-dwellers into homeowners, they passed the Housing and Urban Development Act of 1968, and set about establishing policies to induce mortgage lenders and the real estate industry to treat Black homebuyers equally. The disaster that ensued revealed that racist exclusion had not been eradicated, but rather transmuted into a new phenomenon of predatory inclusion. Race for Profit uncovers how exploitative real estate practices continued well after housing discrimination was banned. The same racist structures and individuals remained intact after redlining’s end, and close relationships between regulators and the industry created incentives to ignore improprieties. Meanwhile, new policies meant to encourage low-income homeownership created new methods to exploit Black homeowners. The federal government guaranteed urban mortgages in an attempt to overcome resistance to lending to Black buyers – as if unprofitability, rather than racism, was the cause of housing segregation. Bankers, investors, and real estate agents took advantage of the perverse incentives, targeting the Black women most likely to fail to keep up their home payments and slip into foreclosure, multiplying their profits. As a result, by the end of the 1970s, the nation’s first programs to encourage Black homeownership ended with tens of thousands of foreclosures in Black communities across the country. The push to uplift Black homeownership had descended into a goldmine for realtors and mortgage lenders, and a ready-made cudgel for the champions of deregulation to wield against government intervention of any kind. Narrating the story of a sea-change in housing policy and its dire impact on African Americans, Race for Profit reveals how the urban core was transformed into a new frontier of cynical extraction.

This paper uses critical race theory to analyze several case studies focused on the experiences of two restorative justice coordinators (RJCs), both Black women and how they understood and responded to perceived racial injustices in urban schools with white leadership. These schools were attempting to address unequal disciplinary practices toward students of color through restorative justice and the RJCs adapted their approaches to addressing racialized dynamics while also developing school-wide networks to foster broader critical reflection on race. They navigated the risks of challenging white privilege and systemic racism both of which at times limited their attempts at influencing change.

The Black Lives Matter movement is one of the most dynamic social justice movements currently emerging in the USA. This movement led by young Blacks unapologetically calls out the shameful, historical legacy of American racism and White supremacy while asserting the humanity and sacredness of Black lives, particularly those of unarmed persons senselessly murdered by police officers. While Black Lives Matter is a new movement, it is also an extension of the 400-year struggle of Black people in America to affirm Black dignity, equality, and human rights, even while the major institutions of American society have propagated doctrines and enforced unjust rules/laws to denigrate Black life. Black Christians have found hope and inspiration from the Gospel to claim their humanity and to struggle to gain justice for Black lives and for the lives of all oppressed people. In addition, the Black Lives Matter movement provides a helpful critique of many Black churches, challenging them to confront their biases, which label young Black males as “thugs” (the new N-word) and which cruelly demonize the LGBTQ community. The story of Peter and Cornelius in Acts 10 provides a scriptural basis for Christian introspection and responses to God’s vision for beloved community, and for the call to action from the Black Lives Matter movement.

This secondary analysis examines low-income, street-identified single Black mothers aged 18 to 35 years in Wilmington, Delaware. This study is guided by the following question: To what extent do family composition and criminal record/street activity shape notions of Black single motherhood? “Sites of resilience” theory informs this study by providing a reconceptualization of street life and the phenomenological experiences of street-identified Black women. This analysis draws on 310 surveys, 6 individual interviews, 3 dual interviews, 2 group interviews, and extensive field observations. Findings reveal how these women experience single motherhood within the context of blocked opportunity and structural inequality. Results also indicate that most women socially reproduced childhood attitudes and conditions, including “fatherless” homes and single motherhood. Use and sales of narcotics and incarceration were primary factors for why their children’s father didn’t reside in the home. Findings also suggest that number of children, arrest and incarceration rates, and educational and employment statuses are predictive of marital status in the women.

Allyship is a complicated idea laden with multiple, layered assumptions. One should not presume that allyship conceptually permeates all social justice movements. One should not presume that allyships develop to combat or dismantle a predefined socially constructed ism. A critical interrogation of allyship and allyship constructions necessitates recognition of broader, universal tenets of allyships anywhere. This must go further to embrace the nuanced, situated, dynamic, critically problematic, and complex dimensions rooted in individual lived experiences intersecting multiple marginalizations which contribute as praxis toward an actualizing of individual allyships. Although we will blur constructed distinctions as we progress, here, we endeavor to surface and deliberate upon the derivations and functions and shapes of allyships between two demographic categories, made arbitrarily distinct here for the purposes of engaging in discursive analysis: cisgender heterosexual Black women and cisgender gay White men. In short, we are proposing a way to view this allyship as bidirectional allyships, grounded in social justice frames of existing: a way to see each respective group as traveling within their own lane down a collectively traveled highway. Each traverses the space along their own course, traveling down “their own road.”

Recent racial inequities as illustrated by the health disparities in COVID-19 infections and deaths, the recent killings of Black men and women by law enforcement, and the widening socioeconomic inequality and have brought systemic racism into a national conversation. These unprecedented times may have deleterious consequences, increasing stress, and trauma for many members of the neurology workforce. The Equity, Diversity, Inclusion and Anti-Racism Committee within our Department of Neurology provides infrastructure and guidance to foster a culture of belonging and addresses the well-being of faculty, staff, and trainees. Here, we present the creation and implementation of our Equity, Diversity, Inclusion, and Anti-Racism (EDIA) Pledge, which was central to our committee's response to these unprecedented times. We outline the process of developing this unique EDIA Pledge and provide a roadmap for approaching these important topics through a Continuing Medical Education Neurology Grand Rounds aimed at fostering a diverse, inclusive, equitable, and antiracist work environment. Through the lived experiences of 4 faculty members, we identify the impact of bias and microaggressions and encourage allyship and personal development for cultural intelligence. We hope that these efforts will inspire neurology departments and other academic institutions across the globe to make a similar pledge.
