The measurement of real research and development (R&D) expenditures is an issue for discussion, especially forcountries with a high inflation, when general price indices do not correctly reflect trends in the cost of performing R&D. Theaim of this paper is to present the procedure for the calculation of R&D price indices for Ukraine, which takes into accountspecific features of the country’s research system. The paper analyses the theoretical background of the measurement of realR&D expenditures and methodological approaches to the calculation of R&D price indices. We have applied a FrascatiManual recommendation, according to which components of R&D expenditure are deflated by specific price indices. Theexperimental calculations of real R&D expenditures for Ukraine for the period 2001-2010 and the construction of R&D priceindices are presented in this paper. The results obtained are new for Ukrainian statistics and they will be used in R&Dstatistics practice in Ukraine.

The article provides a rationale for methodological approaches to assessing the effectiveness of outsourcing in organizations of the construction industry using the example of outsourcing schemes to perform personnel functions. The conditional example shows the impact of the use of outsourcing on reducing the costs of a construction organization. The main prerequisites for the use of outsourcing in the activities of enterprises in the construction industry are identified, methodological approaches to assessing the cost-effectiveness of personnel outsourcing in the construction industry enterprises are substantiated.

AbstractIntroduction. Effective management of road indstry is particularly important in conditions of limited funding, as it is not possible to provide adequate funding of the economic entity that has the functions of a customer service. The cost of the customer service maintenance depends directly on the compliance with applicable regulations for these works cost determination. One of the aspects that form a considerable part of the costs of customer service is the maintenance of service vehicles.Problem Statement. Road services in the regions (hereinafter RSR) are the recipients and managers of the funds from the State Budget of Ukraine that are directed for the development and maintenance of public roads of state importance, being as well the asset holders of these roads. To perform their functions, the RSR have vehicles on their balance, the use of which involves a number of costs, including fuel and lubricants, repair, maintenance, replacement of tires, etc. The most important of the steps involved in setting the costs of vehicle maintenance is the process of cost planning. Planning has to be based on the structure of the vehicle fleet (own or leased), functional responsibilities and scope of road works.Planning is carried out for vehicles on the balance of the RSR, as well as for leased vehicles. In the case of leasing, the costs mentioned above are added by the vehicles leasing costs. These costs must be forecasted, justified and performed within the approved cost estimates of the customer service expenses.Purpose. The purpose of the article is to highlight the theoretical and methodological approaches to the calculation of planned costs for the maintenance of service vehicles of the road works customer.Materials and methods. Dialectical methods of knowledge, such as analysis and synthesis of fleet composition characteristics and approaches to cost planning methods, as well as induction, were used in writing the article to explore some aspects of the process of calculating the planned cost of maintenance of the road works customer's service vehicles.Results. The study highlights and describes the main approaches to the calculation of planned costs for the maintenance of service vehicles of the road works customer. The methodology of calculation of planned costs for the maintenance of service vehicles is explored.Conclusions. The introduction of a clear methodology and analytical toolkit for calculating all necessary expenditure items for the maintenance of the road works customer's vehicles in the cost planning process will establish the implementation of a clear mechanism for calculating the planned costs of maintenance of the road works customer's vehicles. It will also provide an automated information-analytical complex for planning of cost estimates, with information entry and reporting in standard forms and possibility of prompt response to changes in fleet composition, needs for spare parts, repairs or other expenses for the maintenance of service vehicles and making changes in cost estimates.Keywords: motor vehicles, costs, cost planning, customer service, maintenance of service vehicles

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.

When performing various technological operations in crop production, the working bodies of tillage equipment in contact with the soil wear out under the influence of an abrasive environment. (Research purpose) The research purpose is in theoretical substantiation for a method for quantifying the wear capacity of soils with different abrasive characteristics. (Materials and methods) The article presents the evaluation of the abrasive ability of the soil by the wear of a steel rod vertically immersed in the soil and moving translationally. Authors used the standard rod of steel St0; geometric parameters of the worn rod are diameter d = 25-30 millimeters, height h = 250 millimeters; dynamic characteristics during the test are moving speed V = 3 kilometers per hour, distance of movement L = 100 meters. The worn rod sinks to a certain depth, moves in the soil at a constant speed. A device was used to determine the abrasive characteristics of the soil. (Results and discussion) The numerical characteristic of the wear capacity of the soil was determined as the physical value of the wear of the standard worn rod when moving in the soil as A=Q/L, grams per meter. The lower the value of this ratio, the less abrasive components are in the soil; based on the wear data of a standard rod, it is possible to obtain a characteristic of the wear capacity of various soils. (Conclusions) The proposed method allows us to determine the abrasive and wear characteristics of various types of soils. The results of the study make it possible to install working bodies on tillage machines in accordance with the type and wear capacity of the soil in which they will work, which will reduce the cost of their manufacture and increase the efficiency of the use of equipment.

The first indications of future trouble are identified. For most of history, new medicines arise from nature but this approach came into question as evidenced by the development of the cancer drug Taxol. As understanding of biology and chemistry incraesed, a degree of over-confidence arose as researchers assumed that new technologies would allow them to predict the most effective medicines. These changes were a response to an environment confronting twin pressures in the form of rising generic medicines coupled with ever more costly research and development activities needed to develop new products to replace those devastated by generic competition. These issues were exacerbated by a rising dependence upon “blockbuster” products, which conveyed short-term revenues but inevitably needed to be replaced by even more profitable products once generic competition intervened. Dependence on blockbusters was exemplified by the story of ulcer medicines, which was disrupted by an audacious study by an investigator who used himself as a Guinea pig to make his point. As such risks increased, the industry became more cautious and the race was on to make incremental improvements upon competitors’ products. All the while the cost of developing new medicines continued to escalate.

This paper studies how technology diffusion interacts to endogenously determine the productivity distribution and generate aggregate growth. This paper models firms that choose to adopt technology, or produce with their existing technology. In the context of technology diffusion, one therefore has to consider whether redistributive revenues of the government may, in fact, be allocated towards reducing the fixed costs associated with productive technologies. This paper presents a model in which the cost of technology diffusion is endogenous and varies across heterogeneous firms. The results indicate that the technology with low productivity is used by the majority of individuals in the early stages of development. At this stage, a relatively higher level of inequality characterizes the income distribution. As capital deepening and redistribution of income and wealth takes place, the inequality among individuals tends to decrease. Once this happens individuals prefer a relatively larger proportion of government revenue to be allocated towards cost-reducing Research and Development (R&D) expenditures. Eventually all individuals make the switch to the better technology and consequently their incomes converge.

In modern conditions for Kazakhstan, it becomes important to choose a development model that would be the most optimal and effective. When developing a model of economic policy, special attention should be paid to the choice of a system of indicators that could adequately describe macroeconomic processes as a whole and their interconnections. At the same time, economists argue that the implementation of the model approach can become the basis for strategic decisions only in a stable economic situation and when in the period under review the change in the cost structure of GDP is not distorted by high inflation. Therefore, in modern conditions of economic development, in our opinion, it is of interest to study the relationship between economic growth and the level of current and threshold inflation. This study substantiates the role of the threshold inflation level and proposes an equation of the functional dependence of this indicator on the main economic indicators. The necessary conditions for the implementation of the inflation targeting regime are disclosed. It is concluded that in conditions of commodity dependence, new effective monetary policy instruments are required.
