The paper is focused on the evaluation of selected aspects of the support policy for the least developed districts in the specific environment of the Svidník district from the perspective of relevant groups of local actors in order to identify failures and barriers in various phases of formulation and implementation of the Action Plan. The methodology of the case study of the selected district is based on a questionnaire survey and conducting of interviews with actors involved in relevant processes at the district level. The results of the case study indicate the existence of typical institutional failures: the presence of information asymmetry between actors at local level as well as between different levels of governance, time consuming administrative burdens, which were partly caused and exacerbated by frequent changes in conditions regarding the support eligibility and in institutional arrangements for policy implementation.

The purpose of this article is to find out the response behind the policy implementation carried out by the government. The policy referred to is the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 9 of 2020. This article is the result of research conducted. The research was conducted using a qualitative approach. The design used is a case study. Some data on the opinions of non-formal education managers in Padang were obtained through distributed questionnaires. Several other data were obtained through interviews with informants. The results of this study indicate that education practitioners in Padang are not ready and do not support policy implementation. The reason behind the response is practitioners' distrust of the changes planned by the government. Managers are pessimistic about the successful implementation of this policy. This happens because every policy change that has existed so far has had no significant impact.

This study explores the external features and content of 254 policy files promulgated by Chinese central government organs and people's organizations from 2011 to 2015. The study shows that policy is a powerful means to promote science popularization in China. The China Association for Science and Technology (CAST) takes the lead in policymaking. Science popularization policies cover a wide range of subjects, and diversified tools have been adopted to support policy implementation. Some problems remain and need to be tackled, such as the unbalanced distribution of policymakers, poor adaptability of policy to development and insufficient dissemination. On the basis of our analysis, we propose suggestions for future science popularization policymaking, including enhancing the awareness of policymakers, strengthening coordination and cooperation, meeting the needs of the times, and enriching channels of communication.
