The purpose of this research is to explain formulation of policy to increase the number of Vocational students (SMK) and to report the impact of the policy formulation carried out. This research used qualitative design with study case approach to identify and report formulation of policies for increasing the number of Vocational student (SMK) in Malang. The research data were collected by using interview, observation, and documentation. In analyzing the data found, this study uses analytical techniques by performing data reduction, data presentation and drawing conclusions. This study shows that the policy formulations for increasing the number of vocational school students in Malang which are contained in the Medium Term National Education Development Plan (RPJM) 2004-2009 (Renstra Depdiknas) and three MoNE circulars for 2006, 2007 and 2008 have been compiled and detailed with clear so as to be able to guide policy implementers in interpreting and describing policy objectives and steps that can be taken. On the other hand, The implementation of the policy to increase the number of Vocational students (SMK) in Malang has basically gone quite well with the objectives that have been achieved.

CLC is a container service againce and community learning needs, because the condotion is not suffcient, so it can not be optimal in providing service to the comunity. Is the dicision makers in managing intitutions, manager are required to have and master the competencies. The implementation of training, competency managing know CLC; consurt conceptual models of training; trial of conceptual models; implementation models, and the effevtivines of the training model in managing independent CLC. The method developed is the R & D (research and technique). Data collection techniques used where test, observation, interview, and documentation. Data analysis used the test (different test) to measure the competence of managers and correlationtest to measure the effectivenes of the training model. The findings of this study is managing CLC curent condition, areconventional and fuctional; excution of the current training is top down; condition CLC management competency assesment category is currentlly still insufficient, then the solution is training; construct conceptual models of training; trial of conceptual models; implementation model, and model manage CLC effective training to immprove the competence of managers in managing independent CLC.

The purpose of this article is to find out the response behind the policy implementation carried out by the government. The policy referred to is the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 9 of 2020. This article is the result of research conducted. The research was conducted using a qualitative approach. The design used is a case study. Some data on the opinions of non-formal education managers in Padang were obtained through distributed questionnaires. Several other data were obtained through interviews with informants. The results of this study indicate that education practitioners in Padang are not ready and do not support policy implementation. The reason behind the response is practitioners' distrust of the changes planned by the government. Managers are pessimistic about the successful implementation of this policy. This happens because every policy change that has existed so far has had no significant impact.

Rapid technological developments and the existence of a new policy regarding independent learningare new challenges for schools. With this new policy, educators must have competence inimplementing learning in accordance with the policy of independent learning. However, the results ofthe teacher competency test for the Agam Regency are still low (59.96). In addition, there are still manyeducators who do not understand how to prepare, implement and evaluate independent learningpolicy-based learning. The solution to these problems is the need for assistance and guidance from theprincipal. This is because one of the principal duties of the school is to supervise educators andeducation personnel. The first step to solving this problem is to build the supervisory competence ofthe principal. This is because supervision is one of the principal's mandatory duties, therefore it is theresponsibility of the principal so that teachers can plan, implement, and evaluate learning inaccordance with the independent learning policy. The method of implementing these activities is bytransferring knowledge and guidance to the principal. Transfer of knowledge about understandingimplementation, evaluation, and follow-up in supervision and standardization of functions and dutiesfor educators and education personnel. Then the guidance is carried out to make a supervisionprogram. After that, an evaluation is carried out to increase the understanding of the head of thesupervisory competence and the learning median policies

This paper is motivated by the challenges that will be faced by former prisoners when returning to society. The purpose of this paper to describe to the coaching program aimed at prisoners who are in detention centers. This paper used a literature study method by collecting data related to the topic of articles obtained from various sources. Search for published articles using the selected keywords. Articles or journals that match the inclusion and exclusion criteria are taken for further analysis. The concludes of this paper that coaching is divided into stages, namely the initial stage, which is calculated from the initial time of entry up to one-third of the criminal period. Meanwhile, the first stage of development is a third to half of the sentence. Next is the second development stage, namely half to the end of the criminal period. These three stages constitute an effective system.

Online learning is a demand in the current 4.0 era. This is because the development of technology and information so that learning must be carried out using technology. In addition, the Covid-19 outbreak gave birth to a learning implementation policy which was carried out at home using the online method. For this reason, teachers are required to have modern digital literacy competencies in order to be able to do online learning. However, the problem that exists today is that there are still many teachers who do not understand digital technology, namely 97.5% of teachers. This is as is known from the results of interviews and observations in Ranah Pesisir District, Pesisir Selatan Regency, West Sumatra, that there are still many teachers who have not been able to carry out learning using digital technology. And there are still many teachers who have not been able to carry out online learning. There are still many teachers who have not been able to do online learning evaluations. The solution to overcome this problem is to transfer knowledge through online learning guidance for teachers. The first stage carried out is to test the digital literacy competence of teachers through a questionnaire. After that, provide an understanding to the teacher about online learning. Then the next stage is conducting technical guidance on making innovative and interactive learning media for learning. Furthermore, technical guidance is carried out on the implementation of online learning evaluation for teachers. The last stage, evaluating the digital literacy competence of teachers on the implementation and evaluation of online learning using a questionnaire.

This community service activity is motivated by the lack of optimal learning leadership for the principal. The purpose of this community service is to optimize the learning leadership abilities of principals in the era of the industrial revolution 4.0. The solution to the problem is to provide training to principals on action-based learning leadership, namely 1) real situation analysis, 2) involving teams, 3) conducting deep interviews and reflections, 4) formulating actions, and 5) implementing actions. The topic of training material is adjusted to the needs of the principal, namely the concept of learning leadership, learning activities that are integrated with the curriculum, and teacher professional development. This activity received a tremendous welcome from the principal. There is an increase in the ability and knowledge of the principal in learning leadership. They really want this activity to continue in the future so that the principal's learning leadership is more optimal.

The background of this community service activity is that the implementation of school management is not optimal so that schools cannot realize a school with a quality culture. The purpose of this service is to increase the principal's understanding of quality management in order to create a quality school. The solution given is to provide training to school principals on quality management to realize schools in theoretical and practical forms. Theoretically, the resource persons provide material about school management, school development plans, and school quality culture. Meanwhile, in practice, train principals in implementing school management, provide training in designing school development plans, and train tracks to create a quality cultured school. The school principals were very motivated and enthusiastic in participating in the training activities coupled with reliable resource persons. They really hope this activity can be carried out in a sustainable manner in the form of cooperation. So that there is an increase in the ability of school principals in various aspects.

But in a different scope and determines education in large measure namely the education of the nation, country and the world.
